The meeting approved the report on the review of the draft Resolution on legal regulations on land rent exemption incentives for projects using land for production and business purposes in investment incentive sectors (investment incentive industries and trades) or in investment incentive areas in the province.
According to regulations, the Provincial People's Council decides on preferential land rent exemption regime for each area. Fields and sectors for projects using land for production and business purposes in investment incentive fields or in investment incentive areas Investment projects must meet one of two conditions: The project is on the list of types, scale criteria, and socialization standards decided by the Prime Minister or the project is non-profit. Currently, Binh Duong province does not have investment incentive areas, only industries and professions on the list of incentives and special investment incentives. At the same time, based on the socio-economic development situation of the locality, some industries and professions need to consider the level of incentives.
Overview of the meeting
On that basis, the draft Resolution stipulates that projects that meet the above conditions will be exempted from land rent for the entire land lease term in the northern region of the province (districts: Dau Tieng, Bau Bang, Phu Giao, Bac Tan Uyen); in the southern region of the province (cities: Thu Dau Mot, Thuan An, Di An, Ben Cat, Tan Uyen): Land rent will be exempted for 50% of the land lease term.
In particular, multi-level general school projects in cooperation with foreign education are exempted from land rent for the entire land lease period in both the northern and southern regions of the province.
For environmental projects that meet the prescribed conditions, land rent is exempted for the entire land lease term in both the North and South of the province, except for cremation and electric cremation in the South, which are exempted for 50% of the land lease term, and for the entire land lease term in the North.
In addition, to make the preferential regime suitable to the actual situation of the locality, the draft Resolution also stipulates that for some types of industries and occupations: Collection, treatment, recycling, reuse of concentrated waste; treatment of hazardous waste, co-treatment of hazardous waste; centralized treatment of domestic wastewater with a design capacity of 2,500 m3 /day (24 hours) or more for urban areas of type IV or higher; collection, transportation, and centralized treatment of ordinary solid waste; production of gasoline, diesel fuel and biofuel certified to comply with regulations, biochar, energy from the use of wind power, sunlight, tides, geothermal energy and other forms of renewable energy do not apply the preferential regime as prescribed in this Resolution, but enjoy incentives according to Decree 103/2024/ND-CP.
Through examination, the Economic - Budget Committee found that the submission of this draft Resolution to the Provincial People's Council for consideration and approval was necessary and within its authority, in order to promptly implement the Central Government's regulations.

The Economic - Budget Committee also reviewed 05 individual draft Resolutions: Approving the task of planning the construction zoning at a scale of 1/2,000 for the eco-tourism, resort and entertainment service area at Tha La peninsula, Dau Tieng lake, Dau Tieng district; abolishing Resolution No. 29/NQ-HDND dated September 14, 2021 of the Provincial People's Council on assigning the Provincial People's Committee to decide on investment policies for group b and group c projects under the authority of the Provincial People's Council; adjusting a number of contents of Resolution No. 44/NQ-HDND dated December 9, 2024 of the Provincial People's Council on the 2025 public investment plan using State budget capital; Adjusting a number of contents of Resolution No. 41/NQ-HDND dated December 9, 2024 of the Provincial People's Council on adjusting the Medium-term Public Investment Plan for the period 2021-2025 using local budget capital (6th time)"; abolishing Resolution No. 50/NQ-HDND dated December 10, 2021 of the Provincial People's Council on adjusting the investment policy for the project to create landscapes and prevent traffic congestion on My Phuoc - Tan Van route, DT.746, DT.747B, DT.743 under the public-private partnership (PPP) method.
