(NLDO) - Representatives of ministries and branches all agreed that there should be specific mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.
On February 4, the Ministry of Justice held a meeting to review the proposal to draft a National Assembly Resolution on piloting special mechanisms and policies, especially for the development of the urban railway network system in Hanoi and Ho Chi Minh City by 2035.
Opinions at the meeting assessed that the implementation of investment in urban railway lines in the two cities is still slow, not meeting the goals, development needs and reducing traffic congestion in the area in recent times.
Therefore, the development of this Resolution is necessary to mobilize all legal resources to implement investment, shorten the order, procedures, investment preparation time, implementation progress, human resource training, effectively exploit land resources; decentralize and delegate authority to the two cities in implementing investment in accordance with the actual situation, characteristics and development needs of the localities.
In this draft Resolution, the Government submitted to the Standing Committee of the National Assembly and the National Assembly a draft Resolution of the National Assembly stipulating 8 groups of specific and special mechanisms and policies on: Capital mobilization; investment implementation procedures; development according to the TOD model; railway industry development, technology transfer and human resource training; construction materials and dumping site policies; prevention and combat of corruption, waste and negativity; separate policies for Ho Chi Minh City; implementation organization.
Regarding the proposal to issue government bonds to supplement the annual investment plan and budget for urban railway projects and urban railway projects following the TOD model, the representative of the Ministry of Finance requested the drafting agency to clarify the legal basis for this proposal. At the same time, review the provisions of the Law on Public Debt Management and the Law on State Budget to ensure consistency and synchronization in the legal system.
The draft Resolution also proposes that "The project shall have a front-end engineering design (FEED) to replace the basic design in the Project Feasibility Study Report". Commenting on this content, the representative of the Ministry of Construction requested that the drafting agency study and further evaluate the feasibility of this proposal; and at the same time, clearly stipulate the contents related to the front-end engineering design (FEED).
Based on comments and discussions, Deputy Minister of Justice Nguyen Thanh Tinh requested the drafting agency to continue reviewing and completing the proposal dossier and draft the Resolution in the spirit that the Resolution must stipulate specific mechanisms and policies, and must truly be an effective solution to develop the urban railway network system in Hanoi and Ho Chi Minh City.
The Deputy Minister also requested the drafting agency to clarify the content of the implementation of the draft Resolution's objectives such as attracting resources; shortening procedures to the maximum; maximizing decentralization and delegation of authority and the economic and social efficiency of projects.
In addition, review and supplement regulations on the responsibilities of competent authorities in organizing the implementation of the Resolution, specifically the responsibilities of monitoring, checking, inspecting, and supervising of competent authorities, especially Party committees, People's Committees, People's Councils, etc., to ensure the implementation of policies to prevent corruption, negativity, and group interests.
