The 14th Party Congress's Socio-Economic Subcommittee works with the provinces of the Northern Midlands and Mountains region.

On the morning of July 30, in Lao Cai province, the working delegation of the Economic - Social Subcommittee of the 14th National Congress of the Party, chaired by Comrade Tran Luu Quang, Deputy Prime Minister and Standing Member of the Subcommittee, surveyed and worked with the provinces of the Northern Midlands and Mountains.

The delegation included comrades: Hau A Lenh, member of the Party Central Committee, Minister and Chairman of the Ethnic Committee; Senior Lieutenant General Huynh Chien Thang, member of the Party Central Committee, Deputy Chief of the General Staff of the Vietnam People's Army; Nguyen Thuy Anh, member of the Party Central Committee, Chairman of the National Assembly's Social Committee; leaders of a number of central ministries, branches and departments of the ministries.

Attending and working with the delegation were the Provincial Party Secretaries and Chairmen of the People's Committees of the following provinces: Lao Cai, Lai Chau, Dien Bien, Son La, Hoa Binh, Yen Bai, Bac Giang, Phu Tho, Thai Nguyen, Tuyen Quang, Ha Giang, Cao Bang, Bac Kan, Lang Son.

At the meeting, leaders of localities in the region reported on the implementation of the Resolution of the 13th National Party Congress and the Resolution of the Provincial Party Congresses; shared experiences, good lessons, difficulties and obstacles in the development process and made proposals and recommendations to the Central Committee.

Provincial leaders assessed that since the beginning of the 13th National Party Congress, the world situation has been complicated and constantly changing. However, with the drastic, effective and timely management of the Government and the Prime Minister, Vietnam's socio-economic situation has achieved very important results. Notably, Vietnam has become a bright spot in economic recovery and investment attraction; economic growth is always higher than the world average; inflation is controlled below 4%, trade surplus has been continuous for 9 years...

Delegates assessed that currently many potential advantages of the region have not been exploited, infrastructure is not yet synchronized...

In particular, after nearly 2 years of implementing Resolution 11-NQ/TW of the Politburo, the GRDP growth of the Northern Midlands and Mountains region in 2023 reached 6.53%, higher than the national average (5.05%) and the highest in the country, in which Bac Giang province had the highest growth in the country at 13.45%; GRDP per capita of the region reached about 68 million VND (higher than the Central Highlands); the state budget revenue of the whole region in 2023 was about 88 trillion VND, exceeding the estimate by 17%; import-export turnover reached about 67 billion USD, an increase of 39% compared to 2022.

Localities highly appreciated the new approach of the Socio-Economic Subcommittee when working with localities to listen to and record experiences, good models, as well as difficulties and obstacles, especially those of disadvantaged localities when developing the Draft Resolution to submit to the 14th Party Congress; recommended that the Working Group send specific working groups to address each region's difficulties and obstacles.

Currently, the Northern Midlands and Mountains region is still the "core poor" region of the country, with many potentials and advantages that have not been exploited, and the infrastructure is not yet synchronous...

The quality of human resources and transport infrastructure are the biggest bottlenecks to the region's development.

Localities recommend that the Central Government have a policy to strongly invest in developing the transport infrastructure system, first of all vertical connectivity, so that by 2030 there will be no province without a highway passing through it, while increasing horizontal connectivity; and have specific policies to develop human resources for the region.

The Central Government is interested in promoting decentralization to localities in terms of budget, public investment, land, and minerals; investing in developing international border gate infrastructure and smart border gate models; building target programs for the period after 2025 with a more compact and focused number of policy groups for localities to easily implement; supporting localities in the region to develop community tourism, exploiting the cultural potential of the region and locality.

At the meeting, leaders of ministries and branches who are members of the Socio-Economic Subcommittee updated forecasts on the international situation and development trends; the work of building and perfecting institutions, especially investment laws; and orientations for building national target programs for the period after 2025.

Speaking at the meeting, Deputy Prime Minister Tran Luu Quang emphasized the important role of the Northern Midlands and Mountains region, not only as a place to protect forests and water but also to care for ethnic minorities and develop foreign relations for the common development of the whole country, so the general spirit is to prioritize mechanisms, policies and resources for this region in the coming time.

The Deputy Prime Minister assigned the Ministry of Planning and Investment to calculate and organize specialized survey teams in localities. At the same time, he hoped that localities would continue to contribute opinions to the draft Resolution of the 14th National Congress.

The Deputy Prime Minister also noted that localities should make more efforts and pay more attention to the work of ethnic minority cadres and cadres working in ethnic affairs; focus on improving the capacity of grassroots cadres; and transport links must come first to exploit the potential and advantages of the region and each province.
