Reporting on the results of the implementation of tasks for the 2023-2024 school year at the conference, Deputy Minister of Education and Training Pham Ngoc Thuong said: In the 2023-2024 school year, with the theme "Solidarity, discipline, creativity, continuing innovation, improving the quality of education and training", the education sector has overcome difficulties, basically completing the key tasks and solutions set out.

During the school year, the sector continued to improve institutions, create a legal corridor to carry out fundamental and comprehensive innovation in education and training, gradually removing bottlenecks and obstacles arising from practice. The work of universalizing preschool education, primary education, secondary education and illiteracy eradication continued to receive attention from localities, creating favorable conditions to mobilize the maximum number of school-age children, especially children in difficult circumstances and children with disabilities. Along with that, the scale and network of regular educational facilities in localities continued to be planned and invested in to meet the learning needs of the people.

The 2018 general education program with many new points has been implemented synchronously nationwide. The quality of key education continues to be affirmed. The results of the national excellent student selection exam; the national and international science and technology competition for high school students in the 2023-2024 school year and the international and regional Olympic competitions continue to achieve high results. Up to now, the Vietnamese delegation participating in the 2024 International Science and Technology Competition in the United States has won 1 second prize (this is the highest prize that Vietnamese students have won since 2013); the delegations participating in the regional and international Olympic competitions have won 10 gold medals, 14 silver medals, 9 bronze medals and 1 Certificate of Merit. Of which, the International Biology Olympiad team ranked 3rd out of 81 participating countries and territories; the International Chemistry Olympiad team ranked 2nd out of 89 participating countries and territories.

Also during the school year, the entire sector successfully organized the 2024 High School Graduation Exam, ensuring seriousness, honesty, objectivity, safety, compliance with regulations, ensuring convenience and fairness for candidates. Digital transformation activities, application of information technology in management, direction and operation and in teaching and learning activities continued to be promoted, contributing to the effective implementation of the 2018 General Education Program associated with the policy of fundamental and comprehensive innovation of education and training...

Based on the report content as well as requirements from practice, at the conference, delegates from various sectors and localities discussed and analyzed to clarify the results achieved, shortcomings and limitations in the 2023-2024 school year; at the same time, shared experiences, current situations and solutions to effectively implement education and training tasks in the 2024-2025 school year.
In particular, with the theme "Discipline, responsibility, continuous innovation, quality improvement", the delegates agreed on the key tasks to be implemented in the 2024-2025 school year, which are: Focusing on effectively implementing Conclusion No. 91-KL/TW, dated August 12, 2024 of the Politburo, continuing to implement Resolution No. 29-NQ/TW on fundamental and comprehensive innovation of education; continuing to perfect institutions, improving the effectiveness and efficiency of State management of education; improving the quality of preschool education, general education and continuing education; developing the team of teachers, lecturers and managers of educational institutions to ensure sufficient quantity and improve quality, meeting the requirements of innovation in education and training...
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized the importance of education and training as well as the viewpoints, policies, guidelines and strategies of the Party and State on the development of education and training. The Prime Minister affirmed: Education plays a particularly important and fundamental role in the formation and development of people, thereby contributing to the movement and development of society; is the most important factor ensuring the success of human resource development, especially high-quality human resources; is one of the three strategic breakthroughs for the rapid and sustainable development of the country.

The Prime Minister commended, acknowledged and highly appreciated the achievements of the education sector in the 2023-2024 school year. The achievements of the education sector have made an important contribution to the overall achievements of the country.
Prime Minister Pham Minh Chinh also pointed out the shortcomings and limitations of the education sector in recent times related to many issues, such as: the innovation of textbooks and curriculum, the shortage of teachers has not been completely resolved; policies and preferential treatment are still inadequate; the planning of school and class networks in some localities is not suitable; the conditions of facilities and teaching equipment are still lacking compared to the requirements of educational innovation... Thereby, the head of the Government requested the entire education sector, Party committees and authorities at all levels to focus on implementing synchronous solutions to promptly overcome them.
Regarding tasks in the coming time, Prime Minister Pham Minh Chinh requested the entire education sector, Party committees and authorities at all levels to carefully prepare conditions from facilities to human resources for the new school year 2024-2025; organize the opening ceremony well, to create a joyful, healthy and exciting atmosphere in the new school year; at the same time, pay attention to improving the quality of the teaching staff to meet practical requirements.
Focus on implementing Conclusion No. 91-KL/TW, dated August 12, 2024 of the Politburo on continuing to implement Resolution No. 29-NQ/TW on fundamental and comprehensive innovation in education, ensuring effectiveness and practicality. Continue to review, amend and promptly supplement institutions, mechanisms and policies, innovate education and training, and improve the effectiveness of State management of education and training.
It is recommended that the education sector organize a comprehensive review and assessment of the implementation of textbook program innovation, on that basis continue to research, develop and perfect the General Education Program in accordance with the goals and requirements set forth in the new period.
The Prime Minister stated: 2025 is the first year to organize the high school graduation exam according to the 2018 General Education Program, so the Ministry of Education and Training is required to preside over and work with ministries, branches, and localities to carefully prepare conditions to organize the exam well, ensuring quality, safety, seriousness, efficiency, practicality, reducing pressure, reducing costs, and creating convenience for students and their parents.
The Prime Minister requested that sectors and localities pay attention to creating a favorable environment to attract investment resources for the development of education and training. Develop, review, amend and supplement policies and remuneration regimes for teachers, and recruit teachers in accordance with practical requirements. At the same time, continue to do a good job of reviewing and planning the network of schools and classes to meet learning needs associated with urbanization trends, population shifts, especially shifts in labor structure.
The Prime Minister believes that, with the leadership and direction of the Party and the State, the entire education sector will continue to uphold the sense of responsibility and determination to successfully implement the set goals and tasks according to the motto of taking students as the center and subject; teachers as the driving force; schools as the support; families as the fulcrum and society as the foundation.
Receiving the direction of the Prime Minister, Vice Chairman of the Provincial People's Committee Dau Thanh Tung requested the provincial education sector and localities to closely follow the direction of the Central Government and the Prime Minister, focus all resources, and synchronously implement solutions to effectively carry out the tasks set out in the 2024-2025 school year.
