(MPI) - On October 16, 2024, Minister of Planning and Investment Nguyen Chi Dung signed a document to send to the People's Committees of provinces and centrally-run cities on continuing to accelerate the completion of the provincial planning dossier for the 2021-2030 period, with a vision to 2050, which has been approved according to regulations.

According to the Official Dispatch, implementing the law on planning, the People's Committees of provinces and centrally-run cities have urgently focused on establishing, submitting for appraisal and approval of provincial plans for the period 2021-2030, with a vision to 2050 (provincial plans) in accordance with the provisions of the law on planning. To date, 61/63 provincial plans have been approved by the Prime Minister, of which only 26 provincial plans have been reviewed and completed to be consistent with the Prime Minister's Decision approving provincial plans and 07 provincial planning dossier databases have been updated to the National Planning Information Portal.
To continue improving the quality of planning and implementing the direction of the Prime Minister in Official Dispatch No. 46/CD-TTg dated May 9, 2024 on reviewing approved Provincial Planning for the period 2021-2030, with a vision to 2050 (Official Dispatch No. 46/CD-TTg), the Ministry of Planning and Investment requests the People's Committees of provinces and centrally run cities as follows:
Regarding the progress and quality of the establishment, appraisal and approval of provincial plans, for the 02 provincial plans that have been appraised and are being submitted for approval, it is recommended to focus resources to urgently complete the procedures to submit to competent authorities for early approval according to regulations.
For approved provincial plans, urgently develop and submit to competent authorities for promulgation of the Provincial Planning Implementation Plan in accordance with the procedures prescribed in Article 38c of Decree No. 37/2019/ND-CP dated May 7, 2019 of the Government detailing the implementation of a number of articles of the Law on Planning (supplemented in Clause 20, Article 1 of Decree No. 58/2023/ND-CP dated August 12, 2023 of the Government on amending and supplementing a number of articles of Decree 37/2019/ND-CP dated May 7, 2019).
Regarding the review, adjustment and completion of the provincial planning dossier to update the National Planning Information System and Database, the Ministry of Planning and Investment requests to urgently review, adjust and complete the provincial planning dossier in accordance with the Prime Minister's Decision approving the provincial planning within the time limit specified in Article 38b of Decree No. 37/2019/ND-CP (amended and supplemented in Clause 20, Article 1 of Decree No. 58/2023/ND-CP). In case the prescribed time limit is not met, urgently complete it before November 15, 2024, and at the same time send 01 set of provincial planning dossier to the Ministry of Planning and Investment for archiving according to regulations. If necessary, report to the Prime Minister on the reasons for the delay in reviewing, adjusting and completing the provincial planning dossier approved by the Prime Minister according to the Prime Minister's direction in Official Dispatch No. 46/CD-TTg.
It is recommended to urgently continue registering an account to use the National Planning Information Portal according to the instructions of the Ministry of Planning and Investment in Official Dispatch No. 3109/BKHĐT-QLQH dated April 24, 2024 on instructions for updating information and database on planning documents to the National Planning Information Portal, ensuring completion before October 30, 2024; at the same time, update the provincial planning document database into the National Planning Information System and Database according to the provisions of Article 41 of the Law on Planning and the provisions of Clause 22, Article 1 of Decree No. 58/2023/ND-CP after the provincial planning documents have been adjusted and completed as mentioned above.
In the process of reviewing, adjusting and completing the provincial planning dossier to agree with the decision to approve the provincial planning, it is recommended to focus on the contents of the components, form, content and technical requirements of the provincial planning dossier, ensuring compliance with the provisions of the Law on Planning, Decree No. 37/2019/ND-CP, Decree No. 58/2023/ND-CP and Circular No. 04/2023/TT-BKHDT dated June 26, 2023 of the Ministry of Planning and Investment on guiding the content and technical requirements of the database of planning dossiers and diagrams, maps of national planning, regional planning and provincial planning.
The Ministry of Planning and Investment requests the People's Committees of provinces and centrally run cities to direct relevant agencies and units to urgently review the contents related to the protection of state secrets, especially the provisions in Decision No. 1660/QD-TTg dated October 26, 2020 of the Prime Minister on promulgating the list of state secrets in the field of natural resources and environment to overcome, take measures to handle, ensure compliance and implementation in accordance with the provisions of law on the protection of state secrets.
The People's Committees of provinces and centrally run cities are fully responsible to the Government and the Prime Minister for reviewing, adjusting and completing provincial planning dossiers, ensuring the accuracy of the content, information, data, documents, diagrams, maps, and databases in provincial planning dossiers; the publication and provision of provincial planning information and updating of provincial planning dossiers into the National Planning Information System and Database must be complete, accurate, timely and in compliance with the provisions of the law on planning and other relevant laws as directed by the Prime Minister in Official Dispatch No. 46/CD-TTg.
The Ministry of Planning and Investment requests the People's Committees of provinces and centrally run cities to focus on directing and urging the completion of the provincial planning dossier for the 2021-2030 period, with a vision to 2050, which has been approved by the Prime Minister, as well as other tasks related to the planning. During the implementation process, if any difficulties or problems arise, please promptly report them in writing to the Ministry of Planning and Investment for synthesis and reporting to the Government and the Prime Minister for consideration and resolution within their authority./.
