According to the report, the Department of Education and Training currently has 1,027 teachers, 421 less than the actual demand. In the NT Ethnic Boarding Schools, there is no content of allocating funds to implement contract payments but using the allocated budget of 20 million VND/staff to pay. Therefore, the schools do not have funds to organize activities serving teaching and other educational work.
Some high schools in the area have difficulty paying overtime.
According to the enrollment target for the 2023-2024 school year in ethnic minority boarding schools, there are 35 students per class, but it has now increased to 95 students compared to the 2022-2023 school year, leading to an increase in the essential needs for food and boarding services compared to the assigned quota.
The Department of Education and Training recommends that the province propose to the Central Government to supplement the number of staff and not reduce the number of employees in public educational institutions. The Standing Committee of the Provincial Party Committee directs the development and submission to the Provincial People's Council for promulgation of a Resolution on the implementation of labor contracts that accounts for no more than 70% of the difference between the number of employees assigned and the number according to the norms issued by the Ministry of Education and Training and the Ministry of Health.
According to the leaders of the Department of Health, currently, the resources allocated for health care are still limited. Many health workers have to choose to study on their own with personal funds. The total actual income is still lower than that of workers in the private health sector, workers in big cities, and provinces with developed economic conditions. The administrative staff is being cut while the health sector is a sector with many units, widely distributed at all levels, so in addition to management work, the sector also has to ensure the career activities of the units, so it faces many difficulties.
The Department of Health recommends that priority should be given to sending civil servants and public employees in the health sector to receive postgraduate training from state budget; allocate more career positions receiving salaries from the budget, and ensure that the number of employees is sufficient for the prescribed job positions; and add more contracts 68.
At the working session, comrades in the Standing Committee of the Provincial Party Committee, the Provincial People's Committee, and leaders of departments, branches and sectors answered and clarified the issues mentioned by the two sectors.
Concluding the meeting, comrade Ngo Thanh Danh highly appreciated the sense of responsibility and efforts of the units in overcoming difficulties, improving the quality of teaching and learning, medical examination and treatment for the people. He also hoped that the departments would continue to promote the achieved results to more effectively implement the set goals. With long-standing problems, the relevant units need to sit together to find solutions. With difficult problems beyond their authority, the departments will synthesize and transfer them to the competent level for final handling.
Comrade Ngo Thanh Danh emphasized that the decisive issue is still people. In the coming time, many leaders of departments and units will retire, so the sectors need to focus on recruiting and selecting people who meet the standards in the Party Committee and leaders of departments to promote the highest sense of responsibility in leadership and direction. Those selected must ensure ethics and qualities as well as professional capacity and sense of responsibility.
