On the afternoon of September 5, Deputy Prime Minister Tran Hong Ha chaired a meeting of the National Steering Committee for Natural Disaster Prevention and Control with ministries, branches and localities to deploy response work to super typhoon No. 3 (international name Typhoon Yagi).

Attending the meeting at Phu Tho province were members of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue (PCTT&TKCN); leaders of the Irrigation Department and a number of related units under the Department of Agriculture and Rural Development.
According to the latest emergency bulletin from the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on September 5, the center of the super typhoon was located at approximately 19.2 degrees North latitude; 115.2 degrees East longitude, in the northern sea area of the North East Sea, approximately 460 km east of Hainan Island (China). The strongest wind near the center of the super typhoon is level 16 (184-201 km/h), gusting to level 17, moving westward at a speed of approximately 10 km/h. |
In the report, the General Department of Hydrometeorology (Ministry of Natural Resources and Environment) said that super typhoon No. 3 is a very strong storm with a wide circulation. The area with strong winds of level 8 has a radius of about 250km, the area with strong winds of level 10 is about 150km, the area with strong winds of level 12 is about 80km around the center of the storm. International storm forecasting centers all have the same opinion that typhoon No. 3 will continue to maintain the level of a super typhoon (level 16 or higher) until it reaches the coastal area east of Hainan Island.

It is forecasted that from the morning of September 6, the storm will directly affect the Gulf of Tonkin with the strongest wind near the storm center reaching level 13-14, gusting to level 16; from the night of September 6, it will directly affect the mainland of the Northeast and North Central regions of our country with the strongest wind possibly reaching level 10-12, gusting to level 13-14.

Currently, the Border Guard Command has counted and guided more than 51,300 fishing boats and nearly 220,000 people; of which more than 1,500 fishing boats/more than 10,000 people are operating in the Gulf of Tonkin to move to take shelter. More than 3,900 watchtowers, 19,300 cages, rafts and 52,100 hectares of coastal and offshore aquaculture have been reinforced. More than 2,300 tourists on the islands have been informed about the storm to proactively prepare for response plans.
In Phu Tho province, recent heavy rains and flood discharges from hydroelectric reservoirs have caused serious landslides on river banks and downstream culverts under the dike. Due to the impact of storm No. 3, from September 7 to 9, the province is likely to experience widespread heavy rain with total rainfall of 150-250mm, with some places over 350mm. Heavy rains are likely to cause flooding in low-lying areas; flash floods on small rivers and streams, landslides on steep slopes, etc.
The Provincial Steering Committee for Disaster Prevention and Control has proactively reviewed all disaster response plans in the area, ensuring they are consistent with the developments of storm No. 3 and actual conditions; especially plans to respond to heavy rains, floods, flash floods, landslides, etc. to ensure safety of life and minimize property damage to people.

Based on the forecast of the development, intensity, and level of natural disaster risk of storm No. 3 and the response reports of ministries, branches, and localities, concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized: Storm No. 3 has strengthened into a super storm, becoming the strongest storm in the East Sea in the past 10 years and we only have 24 hours to respond.
The forecasting agency maintains regular and ad hoc forecasting; continues to exchange expertise with the Storm Forecasting Centers of other countries to have the most accurate forecasts and the most timely information to serve the work of storm prevention, control and response.
With the motto of “Proactive prevention” and “Act without regret”, Deputy Prime Minister Tran Hong Ha requested localities to closely follow the direction of the Prime Minister in Official Dispatch No. 86 dated September 3 and Official Dispatch No. 87 dated September 5, 2024. The Deputy Prime Minister emphasized: “All parties have clear assignments of tasks. All levels, from leaders, must uphold the spirit of initiative. Where there are mistakes, responsibilities must be clearly defined.”
The Deputy Prime Minister agreed with the proposal of the Ministry of Agriculture and Rural Development to establish a delegation to directly inspect the provinces affected by the storm, requesting the standing agency to closely coordinate with localities, focus on storm response work, and pay special attention to rescue plans before, during and after the storm.
Visual and easy-to-understand information is needed so that people can clearly understand the risks and proactively coordinate the implementation of response measures. With the spirit of being on-site, proactive and serious, localities need to be ready with forces and means to promptly rescue and quickly overcome the consequences of storms and floods.
