The Government Office has just issued an official dispatch conveying the Prime Minister's direction to members of the State Steering Committee for important national projects and works, key to the transport sector (Steering Committee), and chairmen of provincial and municipal People's Committees on rectifying discipline and order in attending Steering Committee meetings.
Accordingly, since the beginning of the year, the Steering Committee has held 8 meetings. Basically, ministries, agencies and localities strictly implemented regulations related to attending meetings of the Steering Committee in accordance with the Government's Working Regulations and the Steering Committee's Operating Regulations.
However, there are still cases where the attendance is not correct, some members of the Steering Committee are absent without valid reasons or have not promptly reported to the Prime Minister - Head of the Steering Committee to agree to send a competent person to attend the meeting instead.
In order to promptly rectify and overcome the above-mentioned shortcomings and limitations, and ensure discipline and order in the meetings of the Steering Committee, the Prime Minister and Head of the Steering Committee criticized the members of the Steering Committee, leaders of ministries, agencies, and chairmen of the People's Committees of provinces and centrally-run cities who were absent without reason at the 8th meeting of the Steering Committee held on November 25, 2023.
Especially in the case of the State Capital Management Committee at Enterprises, there was no representative of the agency's leadership attending the meeting and it had to learn deeply from this experience.
The Prime Minister also requested members of the Steering Committee, leaders of ministries, agencies, and chairmen of People's Committees of provinces and centrally-run cities to strictly implement regulations related to ensuring discipline and order in meetings and implementing the Steering Committee's operating regulations.
In particular, continue to promote personal responsibility, strengthen discipline and administrative order, fully attend the Steering Committee meetings according to the prescribed composition, and must not be absent without a valid reason.
In case of inability to attend, it is necessary to report and get the consent of the Prime Minister and the Head of the Steering Committee, then a competent person can be sent to attend instead.
In case a member of the Steering Committee is absent for 3 consecutive meetings or absent for 3 meetings in 1 year, the Steering Committee will consider and decide to exempt him/her from participating in the Steering Committee and request the Party Committee at the same level to review and handle the matter in accordance with Party regulations and State laws.
