The Prime Minister asked delegates to clearly identify difficulties, challenges, opportunities and advantages to fully promote their capabilities, turn opportunities into resources, and overcome challenges for the country's development.
On the afternoon of February 11, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a conference on developing science, technology, innovation and high-quality human resources to promote economic growth.
Attending the conference were: Deputy Prime Minister Le Thanh Long; Ministers, Heads of ministerial-level agencies, Government agencies; leaders of localities, research agencies, scientific organizations, universities and enterprises.
Speaking at the opening of the conference, Prime Minister Pham Minh Chinh said that the Politburo has issued and the whole country has organized the implementation of Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; the Government has issued a resolution on the Government's program and actions to implement Resolution 57-NQ/TW, contributing to achieving 8% growth in 2025, creating momentum, creating position, creating force, creating momentum for the whole country to achieve double-digit growth in the coming time.
With the viewpoint of assigning "clear people, clear work, clear time, clear responsibility, clear products", the Government's action program has proposed 7 groups of tasks, solutions and 140 tasks of ministries, branches and localities to effectively implement Resolution 57-NQ/TW.
It is believed that to grow, we must improve labor productivity, and to improve labor productivity, we must develop science, technology, innovation, and high-quality human resources. Therefore, there must be solutions for science, technology, innovation, digital transformation, and high-quality human resources to become the driving force, creating breakthroughs for the country to develop quickly and sustainably.
The Prime Minister requested delegates to discuss and assess the situation correctly; clearly identify difficulties, challenges, opportunities and advantages to fully develop capabilities, turn opportunities into resources, and at the same time overcome limitations and challenges for the country's development. In particular, propose breakthrough tasks and solutions in terms of institutions, resource mobilization, infrastructure and human resources for the development of science, technology and innovation.
It is said that in the upcoming National Assembly session, the Government will submit to the National Assembly a resolution to remove difficulties and obstacles for the development of science, technology, and innovation and submit to the National Assembly for consideration and amendment of the Law on Science and Technology in the next session, in May 2025. Thereby, in removing institutional obstacles, creating a market for the development of science, technology, and innovation, it will truly be the driving force of growth, improving means of production to develop in the direction of rapid and sustainable development.
Emphasizing that the development of science, technology, innovation, digital transformation and high-quality human resources is not only the task of state agencies, research and training institutions... but all businesses and people must participate, with the motto "people and businesses are both the center, subject, resource and driving force in the development of science, technology, innovation, digital transformation and development of high-quality human resources"./.
