DNVN - The Prime Minister said that the Government has assigned agencies to urgently develop a draft Resolution on piloting a number of new policies that are difficult and problematic for science and technology development, innovation, and digital transformation; and at the same time submit to the National Assembly a draft to amend the Law on Science and Technology at the May session.

Speaking at the opening ceremony of the conference on science and technology development, innovation and high-quality human resources to promote economic growth on the afternoon of February 11 in Hanoi, Prime Minister Pham Minh Chinh said that the conference aims to discuss tasks and solutions to realize the GDP growth target of 8% or more in 2025, creating a breakthrough momentum, aiming for double-digit growth in the following years. This is also a step to implement Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and digital transformation.

According to the Prime Minister, sustainable economic growth must be based on the foundation of increased labor productivity, the core driving force of which is the development of science and technology, innovation, digital transformation and high-quality human resources.

"Education and training, science and technology are top national policies; investment in science and technology, education and training is investment for development," the head of the Government emphasized.

According to the Prime Minister, the Government's Action Program has identified 7 key task groups with 142 specific tasks assigned to ministries, branches and localities. The key issue is how to organize implementation so that science and technology, innovation and digital transformation truly become the main driving force for rapid and sustainable growth.

Prime Minister Pham Minh Chinh proposed urgently liberating thinking and mobilizing all resources to develop science and technology, innovation and digital transformation.

The Prime Minister asked delegates to focus on assessing the current situation, identifying challenges, highlighting opportunities and advantages that need to be taken advantage of, and at the same time proposing breakthrough solutions in terms of institutions, infrastructure and human resources.

The Government has assigned agencies to urgently develop and submit to the National Assembly at the upcoming extraordinary session a draft Resolution on piloting a number of policies to remove obstacles in science and technology development, innovation and digital transformation. At the same time, the project to amend the Law on Science and Technology will also be submitted to the National Assembly next May.

The spirit is very urgent, running and lining up at the same time to free up thinking, mobilizing all resources for development. For example, scientists are allowed to sell products that they have created and researched.

In addition, the Prime Minister called on delegates to contribute ideas on breakthrough solutions to turn digital transformation into a growth driver, create a data platform and modernize means of production.

Emphasizing the inevitable requirements of science and technology development, innovation and digital transformation, the Prime Minister affirmed that this is not only the task of state agencies, universities and research institutes, but also requires the pioneering participation of businesses and the whole society. Every citizen must be the center and subject of this process.

This afternoon's conference was attended by large domestic technology corporations and enterprises such as Viettel, VNPT, VinaPhone, MobiFone, FPT, Vingroup, CMC... as well as representatives of large foreign technology enterprises in Vietnam including Samsung, NVIDIA, Cadence, Intel, Synopspys...

The conference is expected to focus on the following contents: the importance of science and technology development and innovation in creating momentum and promoting economic growth; State mechanisms and policies to create the most favorable conditions for science and technology development and innovation; and the use of talents to meet the requirements of economic growth.
