According to a quick report from the Ministry of Public Security, at about 01:36 on March 5, 2024, at Km151 - National Highway 2 in Dong Cau village, Tu Quan commune, Yen Son district, Tuyen Quang province, there was a traffic accident between a Ha Giang - Hanoi fixed route passenger car with license plate 23F-000.58 traveling from Ha Giang to Tuyen Quang and a container truck with license plate 15C-075.26 pulling a semi-trailer with license plate 15R-008.96 from Hai Phong to Ha Giang. The consequences killed 05 people and injured 05 people, 02 vehicles were seriously damaged. The initial cause was that the container truck went to a curve and could not control its speed, leading to a collision with the passenger car.
Immediately upon receiving information about the accident, the Prime Minister directed to send condolences to the relatives and families of the deceased victims; encourage and visit the injured victims in the accident; and at the same time directed the leaders of Tuyen Quang province and the police force to go to the scene of the accident to direct the overcoming of consequences and visit the victims in the accident.
To overcome the consequences and prevent similar traffic accidents, the Prime Minister requested:
1. The Chairman of the People's Committee and Head of the Traffic Safety Committee of Tuyen Quang province directs the functional agencies and units of the province to:
- Concentrate the maximum number of doctors, medicine, equipment, and medical supplies to treat the injured victims; create favorable conditions for families to quickly access the victims in the accident; complete procedures related to the deceased victims; organize visits, support, and encouragement for the families of the deceased victims and the injured victims in the accident.
- Chair a meeting with relevant units to assess the cause of the accident, immediately deploy solutions to overcome shortcomings in infrastructure and traffic organization (if any); draw lessons and consider strictly handling the responsibilities of relevant groups and individuals in accordance with the direction of the Prime Minister in Directive No. 10/CT-TTg dated April 19, 2023 on strengthening solutions to ensure traffic order and safety in the new situation and Official Dispatch No. 10/CD-TTg dated January 29, 2024 on ensuring traffic order and safety during the 2024 Spring Festival.
2. The Minister of Public Security directs the Tuyen Quang Provincial Police and the Police of relevant units and localities to promptly organize an investigation to clarify the cause of the accident for strict handling according to the provisions of law; clearly identify the direct cause of the accident and related causes to serve the work of preventing similar traffic accidents in the future.
3. The Minister of Transport directs the Vietnam Road Administration and relevant units to preside over and coordinate with local authorities to assess the traffic infrastructure on National Highway 2 and other important expressways and national highways; reorganize traffic in the area where the accident occurred to immediately overcome existing problems and shortcomings (if any).
4. Chairmen of People's Committees of provinces and centrally run cities shall step up propaganda, guidance and strict implementation of the Prime Minister's directions in Directive No. 10/CT-TTg dated April 19, 2023 on strengthening the work of ensuring road traffic order and safety in the new situation; proactively have drastic, timely and effective leadership and direction solutions to repel and minimize traffic accidents, ensuring the best safety of people's lives, health and property./.
