(MPI) – On August 13, 2024, Deputy Minister of Planning and Investment Nguyen Thi Bich Ngoc attended the Opening Ceremony of the 3M Corporation's Science, Technology and Engineering Center in Vietnam. Attending the Ceremony were US Ambassador Extraordinary and Plenipotentiary to Vietnam Marc E. Knapper; Mr. Amit Laroya, Senior Vice President of Asia - Transportation and Electronics Sector 3M; representative of the US-ASEAN Business Council and representatives of a number of relevant ministries and sectors of Vietnam.

Speaking at the ceremony, Deputy Minister Nguyen Thi Bich Ngoc said that the event not only marked the birth of the 3M Group's center but also a concrete result of Vietnam in its journey to become a destination for global innovation; At the same time, she expressed her gratitude to the US Embassy in Vietnam for always accompanying, cooperating, closely, regularly and effectively coordinating with the Government, the Ministry of Planning and Investment and other ministries, branches and localities of Vietnam in the past time; having made positive contributions to attracting US investment in Vietnam, being a bridge between the US business community and the Government, ministries, branches, localities and Vietnamese enterprises.
Deputy Minister Nguyen Thi Bich Ngoc said that Vietnam is at an important juncture in its transformation towards a digital economy, green economy, and circular economy. Vietnam's socio-economic development strategy for the 2021-2030 period has identified three strategic breakthroughs in institutions, infrastructure, and human resource development associated with economic restructuring and growth model innovation; promoting development based on science and technology, innovation, and Vietnamese cultural values.
To realize the above goals, Vietnam has implemented many specific solutions to attract investment and Vietnam has now become the destination of many technology corporations in the world and it is expected that there will be the presence of many corporations and businesses coming to Vietnam in the future.
The Deputy Minister emphasized that Vietnam always considers science, technology and innovation as the driving force for growth, the driving force for economic reform, overcoming the "middle-income trap", "catching up and progressing together" with developed countries.
Vietnam prioritizes selective investment attraction, targeting high-tech projects, semiconductors, artificial intelligence, research and development, renewable energy, hydrogen, and synchronous infrastructure construction... These are also the areas where US investors have a lot of potential and strength.

According to Deputy Minister Nguyen Thi Bich Ngoc, the establishment of the 3M Corporation’s Science, Technology and Engineering Center today is concrete evidence that Vietnam is gradually becoming a destination for high-tech projects, innovation, research and development in the region. This event also has a positive meaning in the increasingly developing cooperative relationship between Vietnam and the United States.
From September 2023, Vietnam - US relations will enter a new historical period when the two countries officially upgrade their Comprehensive Strategic Partnership for peace, cooperation and sustainable development, in which science, technology and innovation are the pillars of this cooperation.
Vietnam always appreciates the role of US investors and the US is currently the second largest trading partner and one of the leading export markets; an important ODA donor and the 11th largest investment partner out of 145 countries and territories. Vietnam hopes that corporations including 3M will continue to expand their investment activities and specific projects in Vietnam, contributing to strengthening development cooperation in the coming time.
Deputy Minister Nguyen Thi Bich Ngoc emphasized that one of Vietnam's breakthrough and consistent solutions in promoting the innovation ecosystem is the establishment of the National Innovation Center (NIC) under the Ministry of Planning and Investment. This center acts as a bridge connecting the public and private sectors in promoting the implementation of policies and incentive mechanisms for innovation to enhance the national innovation ecosystem; leading and coordinating the implementation of programs and activities to develop and create the Vietnamese innovation ecosystem.
In the coming time, Deputy Minister Nguyen Thi Bich Ngoc hopes that the 3M Corporation's Center for Science, Technology and Engineering in Vietnam and NIC will have effective cooperation on the basis of further promoting the advantages of each side. At the same time, she affirmed that, as a strategic advisory body of the Government, the Ministry of Planning and Investment is committed to accompanying investors, always making recommendations and creating a favorable and transparent environment for businesses.

Speaking at the ceremony, US Ambassador to Vietnam Marc E. Knapper congratulated 3M's achievements and said that 3M's investment in Vietnam is a strong and constructive affirmation that businesses can contribute to promoting scientific and technological cooperation.
At the same time, he expressed his belief that the 3M Center will make an important contribution to promoting innovation, promoting progress and prosperity for both countries, including a commitment to economic growth, technological progress and sustainable development.
For his part, Mr. Amit Laroya, Senior Vice President of Asia - Transportation and Electronics Industry, 3M, said that 3M's mission is to promote, enhance and improve life through science and innovation. This is also in line with the goal of developing Vietnam's semiconductor industry ecosystem; contributing to deepening the economic relationship between the United States and Vietnam.
