On the morning of March 28, at the citizen reception office of the Ministry of Natural Resources and Environment, Deputy Minister Nguyen Thi Phuong Hoa chaired the regular citizen reception for March 2024. Attending were Chief Inspector of the Ministry of Natural Resources and Environment Le Vu Tuan Anh; leaders of the Department of Land, representatives of the Department of Legal Affairs and the Ministry Office.
In compliance with legal regulations on citizen reception, the Ministry of Natural Resources and Environment organizes regular citizen receptions on all working days of the week. Every month, the Ministry's leaders will directly receive citizens on the last Thursday of the month and conduct ad hoc receptions according to regulations to receive, answer and direct the timely resolution of complaints and denunciations of citizens in the field of Natural Resources and Environment.

At the regular citizen reception in March 2024, Deputy Minister of Natural Resources and Environment Nguyen Thi Phuong Hoa and functional units of the Ministry received a round of citizens complaining about land issues.
Specifically, the case of Mr. Le Duy Nhan (group 1A, area 1, Dong Da ward, Quy Nhon city, Binh Dinh province), authorized representative of Ms. Pham Thi Yen, residing at the above address, reflected the settlement of complaints regarding the compensation, support and resettlement plan for Ms. Yen's family when reclaiming land plots No. 7 and No. 10, map sheet No. 59, Dong Da ward to implement the Technical Infrastructure Project of Residential Area Area 1.
According to Mr. Nhan's presentation, Ms. Yen's family filed a lawsuit regarding compensation, support, and resettlement when reclaiming the above 2 plots of land and the High People's Court in Da Nang issued a judgment forcing the Quy Nhon City People's Committee to reissue administrative decisions related to reclaiming, compensation, support, and resettlement.
Quy Nhon City People's Committee reissued the decision to reclaim land, compensate, support, and resettle, but Ms. Yen did not agree and continued to file a complaint, but the Chairman of Quy Nhon City People's Committee did not resolve it according to regulations.
Regarding this case, Chief Inspector of the Ministry of Natural Resources and Environment Le Vu Tuan Anh said that the Ministry of Natural Resources and Environment has received the citizen's petition and has sent a document to the Quy Nhon City People's Committee requesting a settlement according to regulations and within its authority, and at the same time sent this document to Mr. Le Duy Nhan as a basis for requesting the Chairman of the Quy Nhon City People's Committee to consider and resolve the complaint.
This document also stated: After reviewing the content of the petition, based on Circular No. 05/2021/TT-TTCP of the Government Inspectorate stipulating the procedure for handling complaints, denunciations, petitions, reflections and legal provisions, the Ministry of Natural Resources and Environment has forwarded Mr. Le Duy Nhan's petition to the People's Committee of Quy Nhon City for inspection, consideration and settlement in accordance with legal provisions.
After listening to citizens' opinions and answering questions and responding to citizens by the Ministry Inspectorate, Deputy Minister Nguyen Thi Phuong Hoa affirmed that the leaders of the Ministry of Natural Resources and Environment always listen and will focus on directing affiliated units to resolve people's petitions and concerns related to the fields of the Ministry of Natural Resources and Environment according to their authority and legal regulations.
Regarding the citizen’s complaint today, Deputy Minister Nguyen Thi Phuong Hoa requested that the relevant units focus on carefully studying the citizen’s case file. In particular, any content related to the Ministry’s authority will be sent in writing to the localities requesting them to review, verify and respond to the citizens in accordance with legal regulations.
In cases not under the jurisdiction of the Ministry of Natural Resources and Environment, Deputy Minister Nguyen Thi Phuong Hoa explained and requested specialized units to guide citizens to competent and responsible agencies and units to be resolved in accordance with regulations and legal procedures for complaints and denunciations.
