Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, affirmed that Circular 29 of the Ministry of Education and Training does not prohibit extra teaching but only tightens management to ensure transparency and compliance with regulations.
On the afternoon of February 13, at the regular socio-economic press conference of the Ho Chi Minh City People's Committee, Mr. Ho Tan Minh, Chief of Office of the Ho Chi Minh City Department of Education and Training, emphasized that Circular No. 29 of the Ministry of Education and Training regulating extra teaching and learning (effective from February 14, 2025) has "restored the dignity of the education sector".

"This circular aims to ensure that the management of extra teaching and learning is more systematic, stricter, and more disciplined, not to prohibit extra teaching," Mr. Minh explained.
According to Mr. Minh, the demand for extra study to improve knowledge and develop students' capacity is increasing. When recognized by UNESCO as a member of the global learning city network, Ho Chi Minh City also determined that citizens' learning is lifelong.
In particular, extra study plays a role in supporting students to develop themselves and thereby contribute to the country. However, it is necessary to determine that extra study must be completely voluntary.
There are no exceptions when implementing Circular 29 on extra teaching and learning.
"Circular 29 has clearly defined the roles and responsibilities of each unit, agency and branch. The Ho Chi Minh City People's Committee has also issued a document directing districts, towns and Thu Duc City to implement the guidelines. The Ho Chi Minh City Department of Education and Training is seeking opinions from departments, branches and branches on the management of extra teaching in the area," Mr. Minh announced and emphasized that the implementation of Circular 29 will not have any exceptions or leniencies for any individuals.
Mr. Minh said that tutoring outside of school must be done in accordance with regulations. Teachers who want to tutor must do so at legally registered establishments, without exception, even if they are tutoring only 2-3 students or in small groups.
In addition, for public school teachers, the Civil Servants Law clearly stipulates that they are not allowed to participate in the management and operation of extra-curricular teaching activities outside of school, and Circular 29 continues to reaffirm this regulation.
Another important point of Circular 29, according to Mr. Minh, is that teachers are not allowed to charge extra fees for regular students in schools.
Teachers must organize full classroom teaching, providing necessary knowledge for students to learn on their own, instead of leaving out or retaining content to force students to study extra after school. This "helps maintain the seriousness of education, avoiding the situation of studying extra just to cope with tests or exams".
"Previous regulations allowed for paid tutoring in schools, leading to a situation where teachers did not teach all the content during regular school hours to save it for extra classes. This affected the image of the education sector.
Therefore, Circular 29 stipulates that extra classes in schools can only be organized free of charge for three groups of students: those who have not met the knowledge standards, those who need to develop their talents, and final year students who need to review for exams. Schools are responsible for organizing these classes without charging fees," said Mr. Minh.
Accordingly, the Ministry of Education and Training has issued a clear directive on this issue, and has issued a document requesting the People's Committees of provinces and cities to direct appropriate financial support for educational institutions in organizing review and training for students, especially final year students.
The Chief of Office of the HCM City Department of Education and Training also reiterated that there is no complete ban on extra tutoring, but only stricter management to ensure that the education sector achieves its goals.
