Today, February 1, the Steering Committee for Administrative Reform (PAR) and the Steering Committee for Improving the Provincial Competitiveness Index held a conference to review the work in 2023 and deploy tasks in 2024. On-time file processing rate reached 99.6%
The assessment report of the Provincial Steering Committee for Administrative Reform stated that in recent times, the administrative reform work has always been given attention and resolute direction by leaders, Party committees and authorities at all levels, from the development of resolutions, directives, programs and plans to the organization of implementation, inspection and supervision. During the implementation process, there has been a close division of labor and coordination between sectors, levels and fields, especially the synchronous and effective coordination and participation between agencies assigned to advise on the field of administrative reform.
The province has gradually invested resources in specific tasks, creating content suitable to local conditions to promote administrative reform, aiming to attract investment in the province's socio-economic development, and improving the satisfaction of organizations and individuals with the services of state administrative agencies.
Institutional reform has been gradually improved, the relationship between state administrative agencies and people and businesses has been significantly improved, and the administration has truly moved towards serving the people and listening to their opinions.
Administrative procedure reform (TTHC) has received focused attention and direction, the one-stop shop and inter-connected one-stop shop mechanism in receiving, processing and returning administrative records to organizations and individuals has been maintained in order. In 2023, the Provincial People's Committee issued 51 decisions and announced 862 administrative procedures under the jurisdiction of three levels of government.
Of which, 336 new administrative procedures were announced and promulgated; 455 administrative procedures were amended, supplemented, and replaced; 71 administrative procedures were abolished. 100% of administrative procedures requiring financial obligations were integrated on the Provincial Public Service Portal and 464/537 administrative procedures requiring financial obligations were provided on the National Public Service Portal, reaching 86.41%; the rate of administrative procedures requiring financial obligations paid online on the National Public Service Portal reached 53.27%. During the year, three-level state administrative agencies received 319,021 records, processed 312,672 records, of which the rate of on-time processing of records reached 99.6%...
The work of reforming the administrative apparatus, public service reform, public finance reform, building and developing e-Government and digital Government has been effectively directed. The promotion of propaganda and increased application of information technology by agencies, units and localities has created positive changes, contributing to improving the operational efficiency of authorities at all levels, especially in handling administrative procedures.
In addition to the achieved results, the report also pointed out shortcomings and limitations such as the leadership, direction, and organization of administrative reform implementation in some units and localities are still not really drastic. The use of online public services, online payments, public postal services, complete records... in the province, especially at the district and commune levels, has a low rate, not meeting the requirements according to regulations.
Regarding the improvement of the Provincial Competitiveness Index (PCI), according to the results announced by the Vietnam Federation of Commerce and Industry (VCCI), in 2022, the PCI index of Quang Tri province only reached 61.26 points (down 2.07 points compared to 2021); ranked 59/63 provinces and cities (down 18 places compared to 2021). Of the 10 component indexes of PCI, 4 indexes increased in score, 6 indexes decreased in score; 4 indexes increased in rank, 1 index maintained its rank and 5 indexes decreased in rank compared to 2021.
At the conference, representatives of the Department of Natural Resources and Environment reported on difficulties and obstacles in the field of natural resources and environment, and proposed solutions to overcome them in the coming time; the Department of Transport shared experiences to achieve high administrative reform indexes of the industry; the Department of Information and Communications shared experiences in building connections to share digital data to serve people and businesses; the People's Committee of Dong Ha City shared solutions to raise people's awareness, contributing to improving the provincial public administration and governance efficiency index, the satisfaction index of organizations and individuals with the service of state administrative agencies; representatives of the Provincial Business Association proposed a number of issues related to administrative procedures...

Linking administrative reform work with emulation and reward work
According to the announcement of the Department of Home Affairs on administrative reform of departments, branches and localities in 2023, the general score of agencies and units reached a high rate, the average at the department level reached 90%, the district level reached 83.94%. In particular, the administrative reform index of the departments: Transport, Finance, Planning and Investment reached high, the Department of Natural Resources and Environment had the lowest ranking index.
In general, the departments, branches, and districts that scored at the top in terms of direction and administration, organizational reform, and public service reform also scored high in terms of administrative procedure reform, with a very low rate of overdue records and a high rate of level 3 and 4 public service administrative procedure records...
Speaking at the conference, Chairman of the Provincial People's Committee Vo Van Hung emphasized that administrative reform is the leading important solution to build a serving government and create an open and favorable business environment for people and businesses, contributing to improving the PCI Index in particular and attracting investment and socio-economic development in general.
Promoting the results achieved in 2023, in 2024, the Chairman of the Provincial People's Committee requested departments, branches and localities to continue to focus on synchronous administrative reform, implement timely and appropriate solutions to improve and enhance the province's PAR INDEX, PAPI, SIPAS indexes, contributing to improving the investment and business environment.
Based on the existing problems that have been pointed out, it is necessary to strengthen coordination between agencies and units; departments and branches review legal documents and overlapping documents when implementing administrative procedures, affecting businesses and people.
Linking administrative reform work with emulation and reward work, seriously implementing the assessment and classification of administrative reform work of provincial departments, branches, and sectors, district and commune People's Committees, and taking the results of administrative reform work as one of the important bases for assessing the quality of task completion of leaders of units and localities.
Continue to strengthen, promote and improve the effectiveness of administrative procedure control; focus on reviewing and simplifying administrative procedures under the management and settlement authority of the province, especially administrative procedures related to people and businesses. Effectively implement Project 06 to enhance digital transformation and IT application in leadership, direction and implementation of tasks.
The Chairman of the Provincial People's Committee assigned the Provincial People's Committee Office to set up a hotline to record opinions and handle complaints from people and businesses related to administrative procedures. Widely announce on the media the results of the 2023 administrative reform ranking of departments, branches, sectors and localities for people and businesses to follow.
At the conference, heads of departments, branches and localities signed a commitment to implement administrative reform tasks in 2024.
