One of the most notable new points in the 2025 University Admission Regulations is that the Ministry of Education and Training has decided to eliminate early admission. Instead of being able to submit early university admission applications right after the end of the first semester like previous years, this year the Ministry will have a common schedule for all universities nationwide. The expected time to register for admission is from July 16, which is also the time when candidates prepare to take the 2025 High School Graduation Exam.
How do independent candidates register for the exam and admission?
For independent candidates (those who have graduated from high school or college), candidates register to receive an account at the reception point (according to the regulations and instructions of the Department of Education and Training where they reside). The time for independent candidates to submit the registration form to receive an account is from July 10 to 20.
Adjusting the admission regulations, including eliminating the early admission method, will put an end to the long admission seasons, where candidates have to study while also worrying about the admission procedures, leading to distraction and affecting exam results. In addition, eliminating early admission also ensures transparency, fairness and improves the quality of admission.
An admissions officer at a university in Bien Hoa City said that in previous admissions seasons, from the end of December, the school went to high schools to provide admissions counseling to candidates. Many candidates registered for early admission to the school, even more than the school was assigned to consider. However, in reality, by the end of the admissions season, the number of early admissions registered using high school transcripts, although qualified to be admitted, was very few.
Since universities are no longer allowed to consider early admission, candidates who intend to consider admission based on high school transcripts should note that this year, higher education institutions will consider the full academic results of all 3 years of high school (including grades 10, 11 and 12), instead of only considering the academic results of grades 10, 11 and semester 1 of grade 12 as in previous years. With this new regulation, candidates will have to strive until the last semester of grade 12 to achieve the best academic results, competitive enough with other candidates.
The 2025 university admission regulations also stipulate that the equivalence conversion rules must be publicly announced, at the latest at the same time as the admission quality assurance threshold is announced. Candidates do not need to choose a method code, combination code, etc., they only need to clearly identify the program, major, group of majors and training institution they wish to study to decide to register. The general admission support system of the Ministry of Education and Training will use the method with the highest result of the candidate for admission, in order to facilitate candidates.
Pay attention to important milestones
In addition to officially issuing the 2025 University Admissions Regulations, on March 26, the Ministry of Education and Training began collecting opinions from local departments of education and training, including Dong Nai province, on enrollment in 2025.

This year, each candidate will be given an account by the Department of Education and Training to log into the Ministry of Education and Training's general enrollment support system. Candidates will use this account to register for the high school graduation exam and university admission. This account has synchronized the high school academic results of candidates as a basis for university admission.
According to the plan of the Ministry of Education and Training to collect opinions from local education departments, it is expected that before 5:00 p.m. on June 6, candidates will log into their assigned accounts to check and compare their high school study results that have been synchronized by the department on the system. If there are any errors in the checking and comparison process, candidates need to notify their homeroom teachers to make adjustments to ensure their rights.
It is expected that 5 higher education institutions in Dong Nai, including Dong Nai University, Lac Hong University, Dong Nai University of Technology, Eastern University of Technology, and Dong Nai University of Forestry, will enroll about 10,000 full-time university students in 2025.
Candidates need to pay special attention, from 4 to 5 pm on July 28, is the time for candidates to register, adjust and supplement their admission wishes. Each candidate can register an unlimited number of wishes, however, candidates need to be alert, that is, prioritize the most important wishes, which is wish 1, then move on to the next wishes. When a candidate has passed wish 1, the remaining wishes will not be considered.
In addition to registering for the high school graduation exam and registering for admission online, after receiving the admission results, candidates will have to confirm their admission on the system, including candidates who are directly admitted. The expected time to confirm admission is before 5:30 p.m. on August 30. If a candidate is admitted but does not confirm their admission, it will be considered as refusing the opportunity to be admitted.
In addition, the Ministry of Education and Training also requires universities not to require candidates to confirm their admission or enroll before August 22, and not to end their admission confirmation or enrollment before 5:00 p.m. on August 30. This clear regulation is to ensure the rights of candidates, while ensuring fairness in admission and enrollment among universities.
