Responding to reporters' questions, Director of the Department of Radio, Television and Electronic Information Le Quang Tu Do said: According to regulations, the penalty for deviant statements on social networks is from 5 to 10 million VND; Departments of Information and Communications often choose a penalty of 7.5 million VND.

For a large part of the population, this penalty has a big impact, however, for some artists, celebrities, KOLs (experts with significant influence on the community...), product traders..., this penalty may still be low. From international experience, it is difficult to have a penalty level that is deterrent enough because in many cases, artists with incomes of billions, a penalty of hundreds of millions is not enough of a deterrent.
The Ministry of Information and Communications has taken many measures to prevent deviant speech on social networks. First, the Ministry is submitting to the Government for consideration the issuance of a Decree replacing Decree No. 72/2013/ND-CP on the management, provision and use of internet services and online information, which includes specific regulations on the use of social networks. It is expected that the new Decree will be issued by the Government in mid-2024. At that time, the Ministry of Information and Communications will issue regulations on administrative sanctions, including increased fines and additional penalties for deviant speech on social networks.
At the same time, the Ministry is coordinating with the Ministry of Culture, Sports and Tourism to develop regulations to limit the images of celebrities and artists who have deviant behavior on television and other performing media. The reason for not issuing this regulation is because it is waiting for the Party's directive related to this content to have a basis for handling. Currently, the Party's directive has been signed, and the two ministries will soon implement the issuance of this regulation. In addition to administrative sanctions, the regulation will include content on limiting the spread of images of celebrities and artists to a large audience. When implementing this regulation, it will ensure a higher level of deterrence.

The Director of the Department of Radio, Television and Electronic Information said: There are some cases of violations where the subjects cannot be identified due to fake identities, as well as places of residence not in Vietnam. In the near future, the Ministry will add regulations on authenticating social network users' identities by phone number. This is also one of the fundamental solutions to overcome this situation.
Regarding the prevention of false advertising, the Director of the Department of Radio, Television and Electronic Information stated: The Ministry of Information and Communications is not capable of handling the acts of trading in counterfeit goods, fake goods, and false advertising on social networks without the coordination of specialized ministries. The Ministry can request the prevention of false advertising but cannot assess the quality of goods. There needs to be a highly responsible coordination of specialized units such as the Ministry of Industry and Trade and the General Department of Market Management.
At the same time, banks should also disseminate information and warn people about fraud so that they are aware of fraudulent behaviors. On this occasion, Mr. Le Quang Tu Do also asked reporters to send information about fraudulent behaviors and tricks to the Department of Radio, Television and Electronic Information on the fake news handling information channel to warn people.
