Artists hope that this new support resolution will promote the expression and capacity of each artist.

In the first days of the new year 2025, artists received good news when the People's Council of Hue City passed a Resolution regulating support policies for artists, artisans; authors who have won national and international awards in literature and art; and clubs operating in the field of intangible cultural heritage in the area.

Land of art and culture

According to statistics, there are currently more than 750 members participating in specialized associations under the Hue City Union of Literature and Arts Associations such as: Writers' Association, Fine Arts, Photography, Music, Dance, Theater, Architecture, Folk Arts Association. Some members have the academic titles of Professor, Associate Professor, Doctor, in addition, there are members who have been awarded the title of People's Artist, Meritorious Artist. This is considered the core force in building the cultural and artistic movement in agencies, departments and some localities.

In recent years, in addition to implementing the general mechanisms and policies of the Party and the State, Hue City has also paid attention and provided both material and spiritual guidance to artists. However, some policies have been issued but have not been put into practice due to shortcomings in implementation; there are no specific policies for artists; policies on salaries and allowances for artists are generally still low, the treatment is not high, and there is a lack of encouragement and motivation.

The level of budget investment in the field of literature and art has not met the requirements of the task; the socialization of cultural and artistic activities is still limited; there are not many valuable literary and artistic works serving the public; not worthy of the current position; the training and fostering of artists has not been effective; some art training majors face many difficulties in enrollment...

The resolution regulating support policies for artists, artisans; authors who have won national and international awards in literature and art; and clubs operating in the field of intangible cultural heritage in the area was passed and took effect from January 17, not only to motivate but also to encourage the team of artists and artisans to contribute their talents and intelligence to the cause of culture and art.

Promote creativity and education

This Resolution sets out four support policies. Of which, the one-time support policy for People's Artists, People's Artists, and authors who have won the Ho Chi Minh Prize or the State Prize for Literature and Arts is 20 million VND/person; for Meritorious Artists and Meritorious Artists, it is 10 million VND/person.

In addition, support artists, artisans, literary and artistic authors working at professional art troupes in Hue City, and artists participating in activities at associations under the Union of Literary and Art Associations to achieve achievements in national and international competitions, festivals, and literary and artistic writing camps.

Specifically, international winners will receive a reward of 10 million VND/Gold, A, First prize; 7 million VND/Silver, B, Second prize; 5 million VND/Bronze, C, Third prize. National winners will receive a reward of 5 million VND/Gold, A, First prize; 3 million VND/Silver, B, Second prize; 2 million VND/Bronze, C, Third prize. In case of achieving many achievements at national and international competitions, festivals, and literary and artistic creation camps, they will only receive the highest support regime at the same time according to regulations.

This Resolution also stipulates one-time support for training costs (in addition to the regime of the sending unit) when artists working at professional art units in Hue City are sent to university level training or higher at the rate of 10 million VND/artist. Along with that, support for clubs carrying out the work of preserving and promoting intangible cultural heritage at the rate of 15 million VND/time/newly established club to purchase musical instruments, props, and performance equipment.

This policy is expected to discover new talents as the next generation to continue developing literature and art in Hue City, creating a playground for art lovers.

Mr. Nguyen Van Mai, Principal of Hue College of Culture and Arts, said that from the artist's perspective, he personally sees this as a motivation on the journey of creativity and dedication. According to Mr. Mai, previously there were some preferential policies specifically for artists but they were not appropriate, leading to difficulty in encouraging members to participate in artistic creation. With this recently passed Resolution, Mr. Mai commented that it was very good and timely. From there, it stimulates creativity and the pursuit of passion, promoting the expression and capacity of each artist.

Mr. Phan Thanh Hai - Director of the Department of Culture and Sports said that the Resolution partly encourages, motivates, and encourages artists to be creative and contribute to achieve higher achievements. Along with that, it has great significance for clubs preserving traditional intangible culture although the level of support is not large. According to Mr. Hai, after a few years of application, the cultural sector will summarize and evaluate.
