On the afternoon of July 9, the Provincial People's Council divided into groups to discuss reports, submissions, and draft resolutions to be submitted to the 8th session of the 17th Provincial People's Council, term 2021 - 2026. The draft discussion group included comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; members of the Provincial Party Committee Standing Committee; leaders of the Provincial People's Council; and delegates of the 17th Provincial People's Council.

Through research and discussion, the delegates basically agreed with the content of the reports, submissions and draft resolutions submitted to the session. The delegates acknowledged and assessed that despite many difficulties, with the drastic, synchronous and flexible leadership, direction and management of Party committees and authorities at all levels, the efforts of the business community, and the active participation of all classes of people, the province's socio-economic situation in the first 6 months of the year achieved positive results. The growth rate reached 7.96%, ranking 16th out of 63 provinces and cities and 7th in the Red River Delta, higher than the same period in 2023, of which industry increased by 17.42%. To date, the whole province has 32 communes meeting advanced new rural standards, 1 commune meeting model new rural standards. By June 19, 2024, the province's investment capital attraction reached VND 7,769.9 billion, 2.2 times higher than the same period in 2023. Currently, the province has over 7,300 operating enterprises with a total registered capital of over VND 110,000 billion. A number of key projects, works, and important connecting works are focusing resources for early completion, creating momentum for investment attraction and economic development of the province. Cultural and social fields are comprehensively directed, social security is ensured and people's lives are well served. National defense and security are strengthened, political security, social order and safety are ensured.

Delegates focused on discussing and thoroughly analyzing the achieved results, pointing out the obstacles, difficulties, limitations, and causes of the limitations in implementing socio-economic development tasks in the first 6 months of the year.
Delegates said that in order to strive to achieve the economic growth target of 8.5 - 9% for the whole year of 2024, all levels and sectors must have high political determination, act decisively, dare to think, dare to do, further promote the sense of responsibility, and coordinate in solving work. Synchronously deploy tasks and solutions to promote socio-economic development in all fields; focus highly on strategic tasks, decisive for the growth of the province; at the same time effectively mobilize and allocate resources to create new values, create development and enhance the position of the province. Continue to synchronously and effectively implement solutions to restructure and develop the agricultural sector. Speed up the progress of building agricultural product brands of the province, especially the Thai Binh rice brand. Maintain and improve the quality of criteria in communes that have met new rural standards; promote the construction of advanced new rural areas and model new rural areas. Strictly manage resources, land and environmental protection. Continue to effectively implement the project to restructure the industry and trade sector. Well implement the Provincial Planning; speed up the progress of adjusting the overall Master Plan of Thai Binh Economic Zone. Remove difficulties and obstacles for investors in implementing a number of projects in industrial parks in the area. Promote administrative reform, improve the investment and business environment, create favorable conditions for people and businesses to carry out administrative procedures. Strengthen management of water quality and solve the shortage of clean water in rural areas. All levels and sectors proactively grasp the people's thinking, solve problems and difficulties arising right at the grassroots level; strengthen propaganda, dissemination and education of the law.
Delegates raised many issues related to environmental pollution; waste collection; difficulties and obstacles in implementing some resolutions of the Provincial People's Council; the current shortage of doctors, degraded facilities at the grassroots health care level; support in finding outlets for agricultural products, etc.

Delegates also contributed their opinions to the report on the activities of the Provincial People's Council Standing Committee in the first 6 months of the year, solutions to continue innovating activities in the coming time; and a report on the supervision program of the Provincial People's Council in 2025. Delegation groups registered their speeches and questions at the hall on July 11.
The opinions discussed at the groups of the Provincial People's Council delegates will be summarized and reported at the Provincial People's Council meeting on the morning of July 11.
