Today, the Provincial People's Council, term XVII, 2021 - 2026, solemnly opened its ninth session. Attending and speaking at the session, on behalf of the provincial leaders, I would like to send to the delegates, all voters and people in the province my best wishes for health and happiness. In 2024, besides opportunities and advantages, we continue to face many difficulties and challenges, especially the consequences of Typhoon Yagi, which have negatively affected production, business activities and people's lives as well as the implementation of socio-economic development tasks.
In that context, closely following the policies and orientations of the Central Government, our province has made efforts and determined to synchronously implement tasks and solutions for socio-economic development and has achieved some positive results. The main goals and tasks of 2024 have basically been completed and exceeded the set targets, including many bright spots, specifically:
Firstly, despite many difficulties, the province's economy continues to grow and develop comprehensively, steadily and evenly in all three regions. Many extremely important results and changes in all areas are showing the right momentum, increasingly realizing the goals and tasks set out in the Resolution of the 20th Provincial Party Congress.
Second, the investment environment has improved, investment attraction continues to have good results (the province's investment capital attraction reached VND 38,088.1 billion, of which foreign direct investment (FDI) in the province in 2024 will continue to reach over 1 billion USD). Total state budget revenue is estimated at VND 26,665.3 billion, up 9.9%; of which, domestic revenue is VND 11,068.3 billion, up 12.8%. Disbursement of public investment capital continues to be among the top in the country.
Third, we have focused on planning, removing many existing difficulties, many of which have lasted for many years in various fields; we have decided on major policies and orientations to create a foundation for the socio-economic development of the province in 2025 and the following years. We have completed the establishment of the Provincial Planning, the plan to implement the Provincial Planning, locally adjusted the Economic Zone, removed difficulties to speed up the progress of the Thai Binh city road project to Nghin bridge, the coastal road, decided to approve the CT.08 expressway project, decided on the policy of the city road project to Hung Yen...
Fourthly, the newly promulgated legal regulations such as the Land Law, Housing Law, Real Estate Business Law, etc. have been promptly and effectively implemented to remove difficulties and obstacles in legal regulations, and to open up resources for socio-economic development. Many specific regulations have been put into practice immediately after being promulgated, removing difficulties for socio-economic development.
The site clearance work has been directed and implemented by many localities with great flexibility and creativity, and people have high consensus (typically the land and property donation movement of Quynh Phu district and some other districts); new rural areas have been given attention. The appearance of urban and rural areas has been improved towards civilization and modernity.
Fifth , culture and society continued to develop, the material and spiritual life of the people was increasingly improved, the shortage of drugs, chemicals, and medical supplies was basically overcome; many projects, mechanisms, and policies were issued and implemented to develop high technology, specialization, and improve the quality of medical services and human resources in the health sector. The mechanism and policies on supporting health insurance payments for a number of residents in the province were effectively promoted, contributing to increasing the health insurance coverage rate and exceeding the planned target from 88.5% to 91.5%. The movements to eliminate hunger and reduce poverty, eliminate temporary and dilapidated houses, and support people to overcome the consequences of typhoon Yagi were very well received and supported by the people, agencies, units, localities, and the business community. After launching, the business community, people, agencies and organizations supported sending to the Provincial Fatherland Front Committee nearly 50 billion VND to support the elimination of temporary and dilapidated houses for poor households.
Sixth, national defense, security and social order and safety are stable and maintained; the political system is constantly consolidated and enhanced, improved; the arrangement of commune-level administrative units of Thai Binh province in the period of 2023 - 2025 ensures the set progress. Implementing Conclusion No. 48-KL/TW of the Politburo; Resolution No. 1201/NQ-UBTVQH15 of the National Assembly Standing Committee; the province has organized the arrangement of 28 communes into 10 new communes, reducing 18 communes, currently the whole province has 242 commune-level administrative units. The implementation process has received high consensus from the people. The work of Party building and the political system has been directed to be implemented synchronously, with many innovations. The direction and administration of authorities at all levels has also had many innovations, more effective and substantial. Unity in perception, action, solidarity within the entire Party and political system, consensus in society, and people's trust in Party committees and authorities at all levels are increasingly enhanced.
The outstanding results as mentioned above are the result of the solidarity of the Party committees and authorities at all levels, the Fatherland Front and the political system in the province, making efforts to overcome difficulties, persistently implementing synchronously and flexibly measures and solutions in all aspects and fields; the drastic, creative, flexible, focused and key leadership and direction of the Party committees and authorities at all levels; the solidarity, determination and outstanding efforts of the business community and economic organizations; the trust and support of the people for the policies and directions of the Party committees and authorities. In that common achievement, there are very important and effective contributions of the Provincial People's Council and each delegate of the Provincial People's Council. In the past time, the activities of the Provincial People's Council have had many innovations and creativity, improving the quality of activities in the direction of becoming more and more substantial, professional and effective. The Provincial People's Council has well performed its functions, tasks and powers according to the provisions of law; Successfully organized 7 meetings including 1 regular meeting and 6 meetings to resolve urgent matters, promptly issued 81 resolutions, including 68 resolutions serving the socio-economic development of the province and 13 resolutions on personnel work under its authority.

It can be affirmed that, in the context of many difficulties and challenges, the socio-economic development results of our province in 2024 are very encouraging. However, besides the positive results achieved, we must frankly admit that the implementation of socio-economic development tasks still has some shortcomings and limitations as stated in the reports of the Provincial People's Committee presented at the meeting.
I propose that the People's Council delegates discuss democratically and objectively, comprehensively evaluate the achieved results, frankly point out the shortcomings, limitations and causes, especially subjective causes; at the same time, propose and recommend feasible and effective tasks and solutions to organize implementation in 2025 and the following years, in order to comprehensively complete the socio-economic development goals for the entire term.

2025 is a year of special significance, with many important events of the country, the year of holding party congresses at all levels for the 2025 - 2030 term, towards the 14th National Congress of the Party; especially 2025 is the year we implement many new viewpoints and policies of the Central Committee and of General Secretary To Lam with the goal of bringing the country into a new era - the era of the Vietnamese people's rise, that is the era of development, the era of prosperity, the era of prosperity. To achieve that great goal, our province cannot stand aside but the requirement is to make efforts to break through to develop. I hope that the delegates of the Provincial People's Council must thoroughly grasp, absorb and discuss to find specific solutions and measures for implementation, creating a strong breakthrough in socio-economic development, so that our province can realize its aspirations, reach its goals, achieve new and important achievements, and be ready to join the whole country in entering a new era of development, an era of national growth.
Regarding the goals, tasks and solutions for 2025, I basically agree with the content of the report of the Provincial People's Committee presented at the meeting. To successfully complete those goals and tasks, it is necessary to well implement the tasks and solutions as in the report of the Provincial People's Committee presented at the meeting; at the same time, I also request that Party committees, People's Councils and People's Committees at all levels focus on directing a number of key tasks as follows:
Firstly, regarding economic development: All levels, sectors and the entire political system must carry out with the highest determination, greatest effort and most drastic action to strive to exceed the set goals, targets and tasks.
It can be affirmed that the economic development results of our province in recent years and in 2024 are very encouraging. Together, we have prepared many foundations and identified many opportunities to accelerate in 2025 and the following years. However, to achieve a breakthrough, accelerate and fully exploit the existing potential advantages, we need to have strong changes and movements, must agree on goals, must change in thinking and action, must strongly innovate in methods and ways of doing; We must know how to promote the advantages and conditions that we have worked hard to build such as: Provincial planning, mechanisms, policies, difficulties and obstacles in traffic infrastructure, establishment of industrial parks, infrastructure conditions, land... In particular, to carry out these tasks well, we must focus on removing the bottlenecks that are hindering development that are forming in some cadres and civil servants, such as the state of pushing, the mentality of hesitation, fear of mistakes, fear of responsibility, acceptance, not daring to advise, propose to handle work or advise half-heartedly; the state of conservatism, stagnation, mechanical and rigid application of the law in the performance of public duties; even harassment in resolving the legitimate and just requests and aspirations of people and businesses by some cadres and civil servants. I request that this bottleneck be overcome immediately and thoroughly in the coming time. Officials and civil servants must promote the spirit of innovation, creativity, dare to think, dare to speak, dare to do, dare to take responsibility for the common good, for the development of the province. If any official or civil servant does not innovate or change, he or she must give way to someone else. Resolutely do not let that position become a safe haven for officials and civil servants with limited capacity, fear of mistakes, and fear of responsibility.
Continue to resolutely direct site clearance. Site clearance must be identified as a key step and stage of special importance in the process of implementing investment projects, a basic prerequisite, a measure of the readiness and determination of the Party Committee and the government; therefore, it requires the resolute participation of the entire political system and high consensus of the people; the implementation process also needs to replicate good models and creative ways of doing things in localities in site clearance, especially the model of donating land and assets to construct works serving the interests of the community. I also suggest that the Provincial People's Committee should develop and submit to the Provincial People's Council for promulgation a mechanism to support and reward localities implementing this model.
Continue to carry out administrative reform more effectively. Review, adjust and supplement mechanisms and policies in a timely manner towards openness, transparency, openness, creating favorable conditions for people and businesses; improve the investment environment, enhance competitiveness to attract large-scale foreign investment projects with high technology content... promptly resolve procedures and documents for investors, especially procedures on investment, land, and construction. Continue to focus on removing difficulties and obstacles for investment projects using non-state budget capital that have been approved for investment policy.
Second, comprehensively and synchronously organize the implementation of cultural and social fields, ensure social security, improve the material and spiritual life of the people; actively and effectively implement the 300-day peak emulation period to resolutely eliminate all temporary and dilapidated houses; effectively implement the work of ensuring social security, taking care of the people during Tet; taking care of and protecting the people's health; speeding up bidding procedures, thoroughly overcoming the shortage of drugs, chemicals, and medical supplies to serve medical examination and treatment.
Third, maintain political security and social order and safety; focus on resolving long-standing complaints and denunciations in a number of areas such as land, social policies, environment, etc. Party committees and authorities at all levels need to grasp the situation at the grassroots level, do a good job of propaganda, dissemination and education of the law, strengthen mass mobilization to create consensus, promote the strength of the people in building and developing the province. Proactively grasp the political security situation, economic security, cultural and ideological security, and religious situation, avoid being passive or surprised; analyze, evaluate and forecast the situation closely, accurately and accurately, proactively develop specific plans and solutions to prevent and combat. Strengthen crime suppression, synchronously implement solutions to prevent and combat crime and law violations, ensure security, order and social safety, ensure a peaceful life for the people and create a stable environment to attract investment and carry out socio-economic development tasks.
Fourth, thoroughly grasp and seriously organize the implementation of the Party's viewpoints, guidelines, and resolutions, the State's policies and laws, especially the new directions of the Central Committee and of General Secretary To Lam on strongly innovating the Party's leadership methods; the work of preventing and combating corruption and waste to bring the country into a new era of development, an era of national development, for the prosperous development of the country; especially focusing on immediately implementing the arrangement of the apparatus to ensure: "Refined - Compact - Strong - Effective - Effective - Efficient" in accordance with the direction of the Politburo and the Central Steering Committee. In order to well perform this particularly important task, I request that Party committees, authorities at all levels and the entire political system, especially the leaders, must be clear about their perceptions, aware of the urgency of the requirements of the task, organize the implementation with the highest determination and effort to complete the task soon in accordance with the direction of the Central Committee. The province will direct the arrangement, assignment and use of cadres and civil servants after the arrangement to ensure reasonableness, suitability with capacity, strengths and ensure the rights of cadres and civil servants after the arrangement.
Fifth , focus on leading, directing, preparing, and organizing the implementation of Party Congresses at all levels for the 2025-2030 term towards the 14th National Party Congress, ensuring content, progress, quality, and effectiveness in accordance with the direction of the Central Committee; in which, special attention must be paid to innovating the drafting of Congress documents, promoting the sense of responsibility, making practical contributions to the process of drafting and perfecting documents, so that the Congress documents truly crystallize the wisdom, aspirations, and enthusiasm of the entire Party Committee, government, and people of Thai Binh province; there must be a clear orientation of the work that needs to be done, especially the key tasks and strategic breakthroughs to be able to create a breakthrough in the new era.

The tasks of 2025 are extremely heavy, but have great significance and role. I request the provincial People's Council delegates and the delegates attending the session to uphold the sense of responsibility before the voters and the people in the province, promote intelligence, democracy to discuss, comprehensively and realistically evaluate the results achieved in the past year, clarify the shortcomings, limitations, causes, forecast the situation, propose appropriate and effective solutions to ensure the successful implementation of the programs, goals and tasks set out. At this session, the provincial People's Council will discuss and give opinions on many reports, consider and pass many important resolutions and resolutions. I request the provincial People's Council to carefully consider and decide according to its authority, ensuring that the resolutions passed by the session soon come into life, meeting the expectations of voters and the people. After the session, it is necessary to promptly deploy and organize the supervision of the implementation, ensuring compliance with the requirements and provisions of the law.
