Authorized by the Provincial Party Secretary, Chairman of the Provincial People's Committee, on behalf of the Provincial People's Committee to speak at the Provincial People's Council meeting, first of all, I would like to wish the provincial leaders, delegates of the Provincial People's Council, delegates, voters and all the people of the province good health, happiness and success.
At the ninth session of the 17th term People's Council, the Provincial People's Committee submitted 11 reports and 12 submissions to the Provincial People's Council according to the planned working program. Through discussions in groups and at the hall, the delegates had many profound opinions, analyzed and objectively and comprehensively assessed the results achieved in socio-economic development in 2024, pointed out the shortcomings, limitations and causes; at the same time, reflected and proposed difficulties, obstacles, issues of concern to voters and contributed opinions so that the Provincial People's Committee could focus on leading and directing the implementation of key tasks and solutions in 2025, striving to complete the socio-economic development goals and targets in 2025 and the 5-year plan for 2021 - 2025.
On behalf of the Provincial People's Committee, I respectfully receive the reports of the Provincial People's Council committees, the opinions of the Provincial People's Council delegates, the direction of the meeting's presidium, the delegates as well as the recommendations and reflections of voters sent to the meeting. Immediately after the meeting, the Provincial People's Committee focused on leading and directing the resolution of issues that the Provincial People's Council delegates and voters were interested in, contributing to promoting socio-economic development, continuing to improve the material and spiritual life of the people in the province. At the meeting, the directors of departments and heads of sectors spoke and reported, explained, and answered questions on a number of issues at the request of the Provincial People's Council delegates. Next, on behalf of the Provincial People's Committee, I would like to report, explain, and clarify a number of issues that the Provincial People's Council, voters, and people are interested in.

In 2024, with many difficulties and challenges, right from the beginning of the year, the Provincial Party Committee, People's Council and People's Committee have focused on leading and directing the drastic and synchronous implementation of the policies and directions of the Central Government and the province; mobilizing the participation of all levels and sectors to promote socio-economic development. With the high determination of the entire political system, the consensus and support of the people and the business community, the socio-economic situation of the province is basically stable and has achieved some outstanding results, specifically:
Firstly, the province's GRDP growth rate is estimated to increase by 7.01%. The total production value is estimated to reach VND 210,455 billion, an increase of 6.92% compared to 2023; of which, the production value of the industrial and construction sector increased by 8.49% (industry increased by 9.19%, construction increased by 6.49%).
- Total state budget revenue is estimated at VND 26,665.3 billion, reaching 136.8% of the estimate, up 9.9% compared to 2023; of which, domestic revenue is VND 11,068.3 billion (the third year domestic revenue has reached over VND 10,000 billion), reaching 128.6% of the estimate, up 12.8%. Local revenue is VND 12,218 billion.
- The disbursement of public investment capital continues to achieve good results, as of November 30, 2024, it was VND 5,318.9 billion, reaching 95.2% of the capital plan assigned by the Prime Minister and 54% of the local capital allocation plan. The estimated disbursement rate of public investment capital of the province by the end of 2024 is 169.4% of the plan assigned by the Prime Minister, reaching 96% of the local implementation plan, Thai Binh continues to be the province with the highest disbursement rate of public investment capital in the country.
- By November 30, 2024, the province's investment capital attraction reached 38,088 billion VND; foreign direct investment (FDI) reached 958 million USD, estimated to attract over 1 billion USD for the whole year.
- The construction of advanced new rural areas continues to receive attention and direction in a practical and effective manner; during the year, 13 communes were recognized as advanced new rural areas and 2 communes as model new rural areas; up to now, the province has 40 communes as advanced new rural areas, of which 2 communes are model new rural areas.
Second, proactively and promptly issue documents to deploy and organize the implementation of new documents and regulations of the National Assembly, the Government, the Prime Minister and central ministries and branches, thereby strengthening solutions to mobilize resources to contribute to promoting socio-economic development, especially removing bottlenecks in site clearance, contributing to accelerating the progress of project implementation, promoting socio-economic development and increasing budget revenue in the province.
Third, urgently direct the streamlining of the apparatus according to the direction of the Central Government. In the period of 2023 - 2025, the province has developed a project to rearrange 28 commune-level administrative units to establish 10 new communes, reducing 18 communes. After the rearrangement, the whole province will reduce from 260 communes, wards and towns to 242 communes, wards and towns.
Implementing Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", the province has urgently directed the innovation and reorganization of the apparatus of the political system: Establishing the Provincial Steering Committee, directing relevant agencies and units to urgently develop a project to reorganize and streamline the apparatus of provincial government agencies in the spirit of "running and queuing at the same time"; the provincial level does not wait for the district level, the district level does not wait for the grassroots level; for specialized agencies and administrative agencies under the Provincial People's Committee that are not subject to consolidation or merger, review, reorganize, restructure and reduce an average of at least 20% of the focal points of the departments and affiliated units; for agencies subject to merger, continue to review and drastically reduce the number of internal focal points. The rearrangement of the organizational model of agencies and organizations in the province's political system aims to strictly implement the principle of one agency performing many tasks, one task being assigned to only one agency to preside over and take primary responsibility; at the same time, thoroughly overcoming the overlapping of functions and tasks, many cumbersome intermediary organizations; administrative reform; ensuring smooth, effective and efficient operations; meeting the requirements of tasks in the new period.
Fourthly, the organization and implementation of key and important projects in the province's socio-economic development continue to receive attention from leaders, direction, and removal of obstacles to speed up progress. With the spirit of "overcoming the sun and rain", "going through holidays", key projects in the province are actively implemented, some projects have been completed and put into operation, promoting investment efficiency, creating momentum for socio-economic development.
Fifth, Thai Binh Economic Zone has been focused on comprehensive construction and development, gradually becoming the focal point and driving force for economic development of the province; completing the approval of local adjustments to the general planning of the Economic Zone. The province has directed to accelerate the implementation of zoning plans, detailed plans, site clearance, and infrastructure investment for key projects in the Economic Zone. Strengthening the promotion and attraction of investment in the Economic Zone and industrial zones.
The work of planning, planning management and urban development has been directed promptly, determining the planning one step ahead to attract investment and develop the economy and society. The work of managing construction planning, urban development and housing has achieved positive results.
Sixth, tasks in the cultural and social fields are comprehensively directed, meeting the requirements of economic development and serving the people. Social security policies, policies for people with meritorious services, poverty reduction, and social protection are effectively implemented; the education sector has well implemented and completed the tasks of the 2023-2024 school year. Medical work and public health care are focused on, basically overcoming the shortage of drugs, chemicals, and medical supplies; successfully organizing many cultural activities on holidays and important political events. The province has mobilized social resources and budget resources to launch the movement "300 days to eliminate temporary and dilapidated houses for poor and near-poor households in the province".
Seventh, administrative reform and improvement of the investment and business environment continue to have positive changes. Focus on directing the implementation of solutions to remove difficulties and speed up the implementation progress of non-budget projects that have been approved for investment policies or granted investment registration certificates but have not yet come into operation; promote the improvement of the investment and business environment, enhance competitiveness, and create a favorable environment to attract investment; direct departments, branches, and localities to proactively review and remove bottlenecks, bottlenecks, and obstacles in attracting investment, speed up the implementation progress of non-budget investment projects; organize conferences to remove obstacles for businesses.
Eighth, political security, social order and safety are ensured, national defense and security are maintained, creating favorable conditions for attracting investment and socio-economic development.
However, in addition to the achieved results, through the implementation of the socio-economic development tasks in 2024, the Provincial People's Committee found that there are still some shortcomings and limitations as stated in the report presented at the meeting, the discussion opinions of the Provincial People's Council delegates and the contributions of voters. The above-mentioned shortcomings and limitations come from both objective and subjective causes. On behalf of the Provincial People's Committee, I would like to seriously accept and continue to focus on directing and finding specific and effective solutions to overcome the above-mentioned shortcomings and limitations in the coming time.

The Provincial People's Committee respectfully received and requested the departments, branches, and People's Committees of districts and cities, based on their assigned functions and tasks, to advise the Provincial People's Committee to direct the resolution immediately after the Provincial People's Council session.

2025 is a year of special significance, celebrating the 95th anniversary of the founding of the Party, the 80th anniversary of the founding of the country, the final year of implementing the 5-year socio-economic development plan 2021 - 2025, the year of holding the 21st Provincial Party Congress and Party Congresses at all levels towards the 14th National Party Congress; forecasting the economic context with intertwined advantages and difficulties; however, with the existing potential and advantages, with determination, desire and aspiration for development, the Provincial People's Committee has discussed and agreed to strive to achieve the highest level of socio-economic targets for the 5 years 2021 - 2025 according to the Resolution of the 20th Provincial Party Congress, creating favorable conditions for Thai Binh province to enter a new development stage, together with the country entering a new era, the era of national development.

To complete the socio-economic development targets and tasks in the remaining time of 2024 and 2025, departments, branches, districts and cities must have high political determination, act resolutely, dare to think, dare to do, say what you do, take common work, for the development of the province, put the interests of the State and the people first; be proactive and creative in leadership, direction and administration; seriously implement the directions of the Central Government, the Provincial Party Committee, the Provincial People's Council and the solutions stated in the report of the Provincial People's Committee presented at the meeting, in which it is necessary to focus on implementing a number of key and key tasks as follows:
Firstly, thoroughly grasp, seriously, fully and effectively implement the tasks and solutions according to the resolutions and directions of the Government, the Prime Minister, the ministries, central branches, the Provincial Party Committee, the Provincial People's Council on socio-economic development in 2025. Immediately after the meeting, request the heads of departments, branches and localities to focus on reviewing the targets and plans achieved in 2024, especially the targets that have not been completed or completed at a low level, on that basis, have drastic and key solutions right from the beginning of the year to strive to complete and exceed the targets of 2025 in each sector, field, locality, agency and unit, contributing to the successful completion of the goals of the entire 2021 - 2025 term, creating a foundation for the next term, striving to make Thai Binh a fairly developed province and towards becoming a developed province of the Red River Delta, with a prosperous economy, social progress and ecological environment are guaranteed.
Second, continue to promote the implementation of the program of building advanced new rural areas and model new rural areas to ensure substance, efficiency, sustainability, and create strong changes in agricultural and rural development. Develop sustainable agriculture in the direction of industrialization, modernization, improving quality and efficiency in line with market demand. Review and actively implement the development of mechanisms and policies to support the construction of advanced new rural areas and model new rural areas to create a widespread emulation movement, towards completing the construction of advanced new rural areas in the shortest time, contributing to improving the material and spiritual life of the people in the province.
The Provincial People's Committee requests all levels and sectors to actively focus on propagating and mobilizing people to agree, resolutely and thoroughly direct the site clearance work, especially for key projects and works; projects that have been and are being implemented; projects that have investment programs and plans, and land allocation plans to ensure timely handover.
Strengthen inspection and examination of land use and mineral exploitation activities, promptly handle environmental "hot spots", especially craft villages and concentrated livestock farming areas. Effectively resolve issues related to planning wetland nature reserves in the direction of creating an environment, space towards the sea, and reclaiming the sea with a strategic vision for the development of the province. Proactively implement programs to prevent and combat natural disasters, prepare rescue plans and overcome consequences.
Third, departments, branches and localities continue to focus on reviewing and promptly removing difficulties and obstacles in a practical manner in investment, production and business activities of enterprises, especially large projects that contribute greatly to socio-economic development, infrastructure investment projects in industrial parks and industrial clusters. Continue to accelerate the implementation of commercial housing projects, social housing projects, urban projects, and promote the development of central cities.
Fourth, resolutely direct and promote the disbursement of public investment capital right from the first days and months of 2025; speed up the progress and soon complete a number of key and important projects of the province. Resolutely transfer capital from slow-disbursement projects to projects with good progress and implementation volume. Rectify and strengthen the management of land, environment, construction investment, finance and budget. Effectively organize the implementation of newly issued regulations and laws; review housing projects, headquarters, public assets, land at agencies, units, organizations and enterprises that are not in use, promptly have a planning and handling plan, and avoid wasting land and assets.
Fifth, strengthen discipline, discipline, tighten financial and state budget discipline; strengthen revenue management, save expenditure; promote digital transformation, use electronic invoices to prevent tax losses, especially from e-commerce. Continue to exempt, reduce, and extend the deadline for paying taxes, fees, charges, and land use fees to ensure compliance with regulations. Focus on budget collection, especially from potential revenue sources, land use fees, taxes, fees, and charges; collect tax debts in accordance with regulations, procedures, functions, tasks, and authorities, and minimize tax debts; closely monitor the implementation of regulations on electronic invoices; continue to expand solutions, require the use of invoices generated from cash registers; proactively exploit revenue sources, especially newly generated revenue sources, develop plans to ensure revenue sources and balance the budget.
Operate and manage budget expenditures within the assigned budget estimate; strictly control, thoroughly and resolutely cut down regular expenditures and non-urgent expenditures; prioritize important and new tasks, ensure resources to implement new social security and salary policies; focus on paying off outstanding debts for basic construction.
Sixth, strongly innovate investment promotion activities in a proactive and focused manner. Actively promote investment attraction for capable investors, using high technology; projects with high budget revenue, high added value to create momentum to promote socio-economic development of the province. Strengthen solutions to improve the investment and business environment, remove bottlenecks and bottlenecks in attracting investment, promote production and business; build new mechanisms and policies to create momentum for socio-economic development of the province; drastically implement administrative reforms, raise awareness of responsibility for reforming administrative procedures, avoid causing trouble and create conditions for people and businesses, improve proactiveness, accompany businesses, effectively implement policies to support businesses, consider the difficulties of businesses as their own difficulties, absorb opinions and recommendations of businesses, promptly remove them to unblock resources for development.
Timely resolve administrative procedures and documents for new investment projects, projects with plans to put into operation and production so that new production facilities can come into operation, create new value, promote economic growth, create jobs, and increase income for workers. Effectively implement mechanisms and policies to support businesses and contents and tasks after conferences and work programs on investment promotion, trade promotion... Strengthen price management and market management according to set goals. Ensure adequate supply of electricity, gasoline, essential goods for production, business and consumption.
Seventh, focus on comprehensive and synchronous development of cultural and social fields:
- Strengthen solutions to improve the quality of medical examination and treatment services, preventive medicine, public health care and health insurance coverage; proactively take measures to prevent and combat infectious diseases. Ensure medicines, equipment and medical supplies.
- Focus on innovating teaching and learning methods, reducing curriculum load and pressure on students; strictly managing extra teaching and learning. Complete the review and assessment of inter-level school mergers. Focus on improving the quality of education and training, vocational training; develop high-quality human resources, attract skilled workers to meet the needs of international integration and attract investment. Organize and manage scientific and technological tasks to ensure compliance with regulations.
- Well implement mechanisms and policies to support vocational training and job creation for workers; promptly and effectively deploy policies to ensure social security, promptly organize and effectively implement the direction of the Central, the Government and the province on eliminating temporary and dilapidated houses for poor and near-poor households in the province, striving to complete this work in September 2025. Well organize "Repaying gratitude" activities, take care of people and families with meritorious services to the revolution; develop plans and projects to implement the work of eliminating dilapidated houses for people with meritorious services in the province.
- Continue to promote digital transformation, ensure information technology infrastructure to serve activities in the province; strengthen information and policy communication work so that all people know and apply; continue to promote the implementation of Project 06.
Eighth, strictly comply with the direction of the Central Government, the Government, the Provincial Party Committee, the Provincial People's Council, resolutely direct the implementation of innovation and reorganization of the political system to ensure streamlining, effective and efficient operations in the spirit of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee. Promote administrative reform; tighten administrative discipline and order in agencies and units; strictly implement the conclusions of inspections and audits; strengthen inspection and control of power; continue to review and reorganize the apparatus to be streamlined, effective and efficient. Maintain the routine of receiving citizens and resolving complaints and denunciations. Prepare conditions for organizing party congresses at all levels towards the 21st Provincial Party Congress.
Ninth, to strengthen and consolidate national defense potential; to build a national defense posture associated with a solid people's security posture; to improve the quality and effectiveness of the national movement to protect national security in the new situation; to maintain political security, social order and safety, to create a stable and healthy environment for people and businesses to feel secure in production and business, serving the goal of socio-economic development.

The task of 2025 is very great, the last year of implementing the Resolution of the 20th Provincial Party Congress, and also the first year of entering a new era of the nation, an era of rapid and sustainable development. Therefore, in order to successfully complete the set goals and targets, on behalf of the Provincial People's Committee, I would like to request voters and people in the province, the business community and all levels, sectors and localities in the province to join hands, be determined and make efforts to successfully implement the tasks and solutions for socio-economic development in 2025; at the same time, with a spirit of openness, the Provincial People's Committee hopes to receive many enthusiastic contributions from all walks of life for the cause of building and developing the province.
