The ninth session of the 17th Provincial People's Council, term 2021

After 2.5 days of urgent, scientific, and serious work with a spirit of democracy, intelligence, and high responsibility, on the afternoon of December 12, the ninth session of the 17th Provincial People's Council for the 2021-2026 term completed all the contents and programs set out and was a great success.

Provincial leaders and delegates attended the closing session of the meeting.

Attending the closing session were comrades: Nguyen Khac Than, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrades of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council and People's Committee; National Assembly deputies and provincial People's Council deputies.

At this session, the delegates of the Provincial People's Council promoted their sense of responsibility, focused on discussing and contributing comprehensive opinions on the contents of the session. Many opinions expressed by the delegates reflected local practical issues and voters' opinions and aspirations; proposed and recommended solutions to overcome difficulties and limitations, focusing on the implementation of socio-economic development goals and tasks, and the management and operation of government agencies.

Provincial People's Council delegates questioned the heads of the following departments: Natural Resources and Environment, Agriculture and Rural Development, and Industry and Trade. The question and answer session took place seriously, frankly, responsibly, and qualitatively, in a democratic and exciting atmosphere, attracting the attention of voters and people in the province.

On behalf of the Provincial People's Committee, Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, received the contents of the reports of the Provincial People's Council committees, opinions of the Provincial People's Council delegates, invited delegates, recommendations and reflections of voters sent to the session; at the same time, analyzed and clarified the contents and issues that voters and Provincial People's Council delegates were interested in, the results in the province's socio-economic development in 2024; shortcomings, limitations and causes, goals and tasks in socio-economic development in 2025.

He suggested that immediately after the meeting, heads of departments, branches and localities focus on reviewing the targets and plans achieved in 2024, especially the targets that have not been completed or completed at a low level; on that basis, there should be drastic and key solutions right from the beginning of the year to strive to complete and exceed the targets of 2025 in each sector, field, locality, agency and unit, contributing to the successful completion of the goals of the entire 2021 - 2025 term and creating a foundation for the next term, striving to make Thai Binh a fairly developed province and towards becoming a developed province of the Red River Delta, with a prosperous economy, progressive society and a guaranteed ecological environment.

Continue to promote the implementation of the program of building advanced new rural areas and model new rural areas to ensure substance, efficiency, sustainability, and create strong changes in agricultural and rural development. Develop sustainable agriculture in the direction of industrialization, modernization, improving quality and efficiency associated with market demand. All levels and sectors actively propagate and mobilize people's consensus, at the same time resolutely and thoroughly direct the work of site clearance, especially key projects and works. Departments, sectors and localities continue to focus on reviewing to promptly and substantially remove difficulties and obstacles in investment and production activities of enterprises, especially large projects that contribute greatly to socio-economic development, infrastructure investment projects in industrial parks and industrial clusters. Resolutely direct and promote the disbursement of public investment capital right from the first days and months of 2025; speed up the implementation of key projects of the province. Strengthening discipline, discipline, tightening financial and state budget discipline; strengthening revenue management, saving expenditure; promoting digital transformation, using electronic invoices to prevent tax losses, especially from e-commerce. Actively promoting and attracting investment from capable investors, using high technology; projects with high budget revenue, high added value to create momentum to promote socio-economic development of the province. Strengthening solutions to improve the investment and business environment, removing bottlenecks and bottlenecks in attracting investment, promoting production and business; building new mechanisms and policies to create momentum for socio-economic development of the province; drastically implementing administrative reforms, raising awareness of responsibility for reforming administrative procedures, not causing trouble and creating conditions for people and businesses. Focusing on comprehensive and synchronous development of the cultural and social fields. Strictly comply with the direction of the Central Government, the Government, the Provincial Party Committee, and the Provincial People's Council to resolutely implement the innovation and reorganization of the political system to ensure "Simplified - compact - strong - effective - efficient - effective" in the spirit of Resolution 18-NQ/TW of the 12th Central Executive Committee "Some issues on continuing to innovate and reorganize the political system to be compact, effective and efficient". At this session, the Provincial People's Council unanimously passed 20 important resolutions on socio-economic issues, activities of the Provincial People's Council and personnel work under its authority.

In his closing speech at the meeting, Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, requested: The Provincial People's Committee should urgently concretize the resolutions of the Provincial People's Council that were passed at the meeting into specific regulations, policies and plans to quickly put the resolutions into practice, ensuring publicity, transparency, compliance with legal regulations, achieving high quality and efficiency. All levels and sectors must focus, be determined and creative in organizing the implementation of tasks, building programs, plans and projects with practical and specific contents, clearly assigning responsibilities, and having a roadmap to strive for implementation to create a clear change in socio-economic development. Focus on directing and seriously implementing, ensuring the content, time schedule, quality and effectiveness of the work of organizing Party Congresses at all levels towards the 14th National Congress of the Party. The Standing Committee of the People's Council, the People's Council committees, the People's Council delegations and the provincial People's Council delegates, the Party committees at all levels, the Fatherland Front Committees and member organizations at all levels continue to enhance their roles and responsibilities in performing the function of supervising the observance of the law and the implementation of the resolutions of the Provincial People's Council passed at the session; in which, paying attention to, listening to and grasping the thoughts and aspirations of voters and people of all walks of life, promptly reflecting the opinions and recommendations of voters to the Provincial People's Council; strengthening the urging and supervision of the settlement of voters' recommendations; at the same time, promoting the mobilization of the masses to actively participate in effectively implementing the policies and guidelines of the Party, the State and the direction of the province, contributing to the successful implementation of the resolutions issued by the Provincial People's Council.
