Removing bottlenecks in funding to implement the National Target Program

National Assembly Delegate Nguyen Tao questioned: "Currently, in the National Target Program on New Rural Construction, there are 6 specialized programs, but the Central Government has not allocated capital, leading to difficulties for localities in developing plans and submitting them to competent authorities. In addition, the implementation of national target programs in the current period shows confusion in specific policies such as: for the poverty reduction component in the National Target Program on Sustainable Poverty Reduction, there is investment in radio stations in poor districts and communes with special difficulties. However, in reality, capital from the central budget does not have enough resources to invest in this radio system, while the National Target Program on New Rural Construction does not invest in radio stations in communes with special difficulties or poor districts... thereby showing overlaps and duplications in scope, objects, and content, thereby showing that the work of integrating tasks and resources to implement the 3 capital sources of the national target program still has many bottlenecks. Propose that the Prime Minister direct relevant ministries and branches to urgently review and find immediate solutions so that localities have a basis for implementation."

On this issue, the Prime Minister responded as follows:

1. Regarding capital allocation to implement 06 specialized programs under the National Target Program on New Rural Construction:

Central budget capital to support the implementation of 06 specialized programs under the National Target Program on New Rural Development has been assigned by the Prime Minister in the medium-term public investment plan, investment plan and state budget estimate for 2023. The Ministry of Agriculture and Rural Development has guided localities to deploy the allocation of central budget capital in 2023 to implement these specialized programs.

Thus, the Central Government has allocated central budget capital to support localities in implementing specialized programs under the National Target Program on New Rural Development according to regulations. Localities are responsible for proactively developing, approving, and assigning plans and estimates to promptly accelerate the implementation progress and disbursement of capital for the Program.

2. Regarding investment in radio systems within the content of the National Target Programs on sustainable poverty reduction and new rural construction:

The allocation of central budget funds in 2022 and 2023 of the two National Target Programs on Sustainable Poverty Reduction and New Rural Development to support localities in implementing investment in radio systems (including new equipment, upgrading and repair) has no overlap or duplication in scope and subjects of implementation. Specifically:

- The budget of the National Target Program for Sustainable Poverty Reduction ensures sufficient allocation to support 1,547 communes with particularly difficult socio-economic conditions, island communes, and island districts to invest in and repair commune radio stations in the period of 2021-2025. The allocation of central budget funds is carried out annually, ensuring sufficient support levels for the 5-year period according to the principles, criteria, norms, and capital allocation objects of the Program.

- Funds from the National Target Program on New Rural Development support new investments and repairs of commune radio stations in the remaining communes (in addition to the particularly disadvantaged communes that have received support from the National Target Program on Sustainable Poverty Reduction mentioned above).

3. On integrating tasks and resources to implement 03 national target programs:

The principle of integrating capital sources in implementing national target programs has been stipulated in Article 10 of Decree No. 27/2022/ND-CP dated April 19, 2022 of the Government stipulating the management mechanism and organization of implementation of national target programs. Based on practical conditions, localities are responsible for proactively integrating resources from other programs and projects to implement national target programs in the locality./.
