(BLC) - From July 1, 2023, the change in the basic salary policy (the basic salary increases from 1,490 thousand VND to 1,800 thousand VND) will lead to changes in the scope and conditions of health insurance participants when going to see a doctor or get treatment in some specific cases. However, for the provincial Social Insurance (SI) sector, it continues to be a challenge in implementing the target of developing people participating in this type of insurance.
Up to now, the target number of people participating in health insurance in the whole province is 395,000 people, reaching 81.6% of the province's population. However, the rate of people participating in health insurance is expected to be 14.5% lower than the target assigned by the Provincial People's Committee and the Prime Minister in 2023. The reason is determined to be the continued impact of Decision 861/QD-TTg of the Prime Minister and Decision 612/QD-UBDT of the Ethnic Committee approving communes in areas III, II, I and extremely disadvantaged villages in ethnic minority and mountainous areas in the period of 2021 - 2025. The economic conditions of many households are still difficult to buy health insurance by themselves... Difficulties will be compounded when the new policy on basic salary continues to be implemented in the area.

Explaining this issue further, Mr. Duong Quoc Tuan - Deputy Director of the Provincial Social Insurance said: Increasing the basic salary does not directly affect the salary that enterprises pay to employees but affects the maximum health insurance contribution level of this group of subjects. At the same time, increasing the health insurance contribution level for subjects who only participate in health insurance, including subjects supported by the State budget (people pay part of the health insurance contribution themselves) and subjects participating in health insurance according to their households (people pay 100% of the health insurance contribution themselves).
One of the difficulties that the social insurance sector has faced for many years is that the majority of people in the province are ethnic minorities, with low average income (VND 2,180 million/person/month while the average income of the whole country is VND 7.6 million/person/month for men and VND 5.6 million/person/month for women). In that situation, to buy a health insurance card, one must depend on the support of the State. Therefore, self-payment for health insurance card purchase for a part of the population is not proactive. When life is difficult, awareness of health insurance of some people is limited, many large households cannot afford to pay for health insurance cards for all family members. Therefore, the increase in health insurance card purchase costs makes it difficult for the social insurance sector to exploit and develop health insurance participants.
In particular, increasing the basic salary leads to an increase in the scope of benefits for health insurance participants when going to the hospital, increasing the cost of medical examination and treatment from the Health Insurance Fund - this is a challenge for cost control and balancing the Health Insurance Fund of the Social Insurance agency in the coming time.

Verifying the reality of the issue of increasing the basic salary, the reporter noted that most people are worried and concerned when the health insurance premium increases starting from July 1, 2023. A typical case is the family of Mr. Nguyen Van Tinh in Tan Uyen town, Tan Uyen district. Due to health reasons, Mr. Tinh has been out of work for 4 years. During that time, he continued to participate in voluntary social insurance at the district social insurance agency with a contribution of 1 million VND/month and buy health insurance annually. Currently, he cannot participate in production labor to earn an income and his daily living expenses depend on his elderly parents. Mr. Tinh shared: In my family of 4 people, 3 are buying health insurance. From July 1, the basic salary increase has led to an increase in the cost of buying health insurance. Although the health insurance card is known as a gold card to protect health, with an amount of up to several million VND, it will be difficult for members to continue participating.
Clearly identifying difficulties and challenges, the provincial Social Insurance sector is making efforts and determination to complete the targets and tasks of developing health insurance participants with many solutions. According to Mr. Duong Quoc Tuan - Deputy Director of the provincial Social Insurance, implementing the direction of the Provincial People's Committee, the provincial Social Insurance coordinates with the Department of Health to develop a policy to support health insurance contributions for a number of subjects from the local budget, expected to take effect from August 1, 2023. Diversify forms of communication and propaganda of social insurance and health insurance policies. Synchronously deploy groups of solutions to develop participants. Continue to implement the administrative reform roadmap and apply information technology in the direction of creating favorable conditions for agencies, organizations, enterprises, and social insurance and health insurance participants when participating in and enjoying social insurance, health insurance, unemployment insurance policies, etc.
After July 1, the family health insurance contribution will be adjusted as follows: The first person's health insurance contribution will increase from VND 67,050/month (VND 804,600/year) to VND 81,000/month (VND 972,000/year); the second person's health insurance contribution will increase from VND 46,935/month (VND 563,220/year) to VND 56,700/month (VND 680,400/year); the third person's health insurance contribution will increase from VND 40,230/month (VND 482,760/year) to VND 48,600/month (VND 583,200/year); the fourth person's health insurance contribution will increase from VND 33,525/month (VND 402,300/year) to VND 40,500/month (VND 486,000/year); From the fifth person onwards, the premium will increase from VND 26,820/month (VND 321,480/year) to VND 32,400/month (VND 388,800/year). Also according to current regulations, members of near-poor and poor households participating in health insurance pay a monthly premium of 4.5% of the basic salary. Of which, the State budget supports at least 70% of the premium. Accordingly, it will increase from VND 20,115/month (VND 241,380/year) to VND 24,300/month (VND 291,600/year). |
