On the afternoon of October 4, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting to listen to a report on the implementation of phase 1 of the Project to relocate production and business establishments, headquarters of agencies, units and some residential areas along the Tra Ly River in Thai Binh city for urban development. Attending the meeting were comrades of the Standing Committee of the Provincial Party Committee, leaders of the Provincial People's Committee; leaders of some departments, branches, districts, cities, Le Hong Phong ward, Thai Binh city.

Currently, the relocation of the headquarters of state agencies is being carried out urgently, and it is expected that by the end of this year, there will be enough conditions to arrange new workplaces for some units. Regarding the relocation of enterprises and production and business establishments, the compensation and support plan for site clearance for 9/13 enterprises has been completed. The relocation of 3/3 wharf points has been completed. Regarding residential land of households and individuals, the inventory of assets of 51/61 households and individuals has been completed.

During the implementation of the Project, there are some difficulties and problems related to the funding source for site clearance, funding for investment in technical infrastructure construction, and the lack of standards and unit prices for compensation for moving machinery items, production lines, and specialized fields...

After listening to the delegates' discussion and concluding remarks, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee acknowledged the results of the city, departments, branches, especially the Party Committee, People's Council, People's Committee, and Fatherland Front of Le Hong Phong ward in implementing the project of relocating production and business establishments, headquarters of agencies, units, and some residential areas along the Tra Ly river in Thai Binh city for urban development in recent times.

However, the current implementation progress is still slow compared to the plan. The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested departments and branches to seek consensus from all walks of life and businesses, determined to speed up progress and complete the plan on schedule. Assign the People's Committee of the city and Le Hong Phong ward to continue to do a good job of propaganda and mobilization so that people, businesses and production and business establishments see the importance of urban development, promote the role and responsibility of local Party committees and authorities; proactively grasp the situation, promptly handle difficulties and problems arising during the implementation process. Closely follow the provisions of the law and the policies and mechanisms approved by the Provincial People's Council to develop a compensation plan and support site clearance for project implementation. In October, the city completed the approval and payment of compensation to 4 businesses, 30 households and individuals. The city proactively demolishes production facilities and businesses that have completed site clearance.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested the Department of Finance to allocate sufficient resources to implement the project. The Provincial Economic Zone and Industrial Park Management Board, together with the Department of Industry and Trade and the Department of Planning and Investment, will guide enterprises to complete procedures for moving to a new location. The Department of Construction will coordinate with the city to guide and develop a unit price to support relocation costs in accordance with regulations. The Department of Natural Resources and Environment will coordinate to complete land procedures.
