Propose good implementation of professional tasks
According to the representative of the Department of Home Affairs, in the past year, the Department has actively advised on the review and arrangement of the system of state administrative agencies and public service units in the locality in accordance with the conditions and requirements of state management in practice. Regarding the organization of the state administrative apparatus, the Provincial People's Committee issued regulations on the functions, tasks, powers, and organizational structure of 18/18 specialized agencies under the Provincial People's Committee and the Provincial Industrial Park Management Board; approved the policy of reorganizing the Department of Environmental Protection, the Department of Land Management and the Department of Standards, Metrology and Quality into specialized departments under the Department. The specialized agencies under the Provincial People's Committee have been initially streamlined, contributing to overcoming the situation of overlapping and omission of state management tasks. Regarding public service units, up to now, the province has been implementing the arrangement and reduction of 7 public service units...
In addition, the implementation of key tasks in the fields of local government, administrative boundary management, democracy, government mass mobilization and state management of youth has been carried out regularly and effectively by the Department of Home Affairs. Notably, it has advised on the completion of the Project on rearranging commune-level administrative units of Binh Thuan province for the period 2023 - 2025 and was approved by the National Assembly Standing Committee, effective from December 1, 2024. Along with that, the Department of Home Affairs has advised the Provincial People's Committee to promptly issue documents directing and operating administrative reform work in the province, setting out goals, tasks and solutions to contribute to the effective implementation of the 2024 theme of the Provincial Party Committee on "Improving competitiveness and satisfaction of people and businesses". At this time, the Department of Home Affairs is coordinating with relevant departments and branches to conduct appraisal, assessment and classification of administrative reform work of agencies and localities in the province in 2024. Regarding inspection of administrative reform work, up to now, the Inspection Team has completed inspection of 14/14 agencies and localities in the province according to the set plan (reaching a rate of 100%).
On the other hand, the Department has completed synchronizing the records and data of cadres, civil servants, and public employees on the Provincial Cadre, Civil Servants, and Public Employees Management Software (reaching 100%) to the National Database of Cadres, Civil Servants, and Public Employees. The Provincial People's Committee has decided to issue the Regulations on updating, using, and exploiting data and information of the Provincial Cadre, Civil Servants, Public Employees, and Laborers Management Database, which is currently being implemented throughout the province...
Consulting on the implementation of Resolution 18
In 2025, promoting the achieved results, the Department of Home Affairs will focus on advising on the effective implementation of tasks and solutions to improve the PAR Index, PAPI, SIPAS, PCI indicators in the province in the period of 2021 - 2025 according to Directive No. 11 of the Provincial Party Committee, Plan No. 2992 of the Provincial People's Committee. Directing to thoroughly overcome the shortcomings and limitations of slow improvement in the past through the results of the Central's announcement of the index on administrative reform work. At the same time, propagating administrative reform work, the results of the PAR Index, SIPAS, PAPI indicators in many diverse, rich and suitable forms so that cadres, civil servants, people and businesses know, respond, and contribute to improving the province's indicators.
Along with that, advise on reviewing, building and implementing the organizational arrangement of departments and specialized agencies under the People's Committees of districts, towns and cities in the direction of streamlining, improving the effectiveness and efficiency of state management, ensuring compliance with Resolution No. 18 and regulations of the Government. Continue to promote the arrangement and restructuring of public service units in the province; carry out the arrangement of organizational structures within public service units in accordance with regulations. At the same time, continue to advise on the arrangement of district and commune-level administrative units in Binh Thuan province for the period 2023 - 2025 and the arrangement of villages and neighborhoods in the province according to the instructions of the Central Government...
At the same time, promote the dissemination of the Party's viewpoints and policies and the State's policies and laws on beliefs and religions among cadres, party members, religious dignitaries, religious officials, religious people and the people; at the same time, effectively implement the Party's policies and the State's policies and laws on beliefs and religions. Coordinate to effectively resolve the legitimate needs of religious organizations in accordance with the law; create favorable conditions for religious organizations and religious people to practice religion in accordance with the law.
