The project will invest in building a 5-storey commercial service building; build 53 housing projects... The preliminary total investment is over 311.4 billion VND.
After listening to the report of the representative of the Department of Planning and Investment, Chairman of the Provincial People's Committee Le Ngoc Chau requested the Department of Planning and Investment and related departments to review whether the steps of selecting investors for these 6 projects are in accordance with legal regulations or not? Clarify the capacity and experience of investors, are there any investors implementing projects in the province or bidding packages of public investment projects that are behind schedule or not? Clarify the total investment of the Minh Duc residential area project at the time of investor approval this December, is the total investment capital data still accurate as reported or not?
In addition, the People's Committees of the districts need to clarify whether the steps from planning, appraisal, and approval are in accordance with the law or not? Check whether the land use ratio is guaranteed according to the standards of the Ministry of Construction or not? Review whether any projects are inconsistent with the general planning of the province or district, especially projects in the two districts of Binh Giang and Thanh Mien - where the province's specialized economic zone project is implemented.
Participating in the discussion, the Vice Chairmen of the Provincial People's Committee and representatives of departments and branches all agreed that it is necessary to carefully review the procedures and order of selecting investors; consider land use criteria; determine whether the project belongs to a residential area or an urban area to be consistent with the district planning... The Department of Planning and Investment affirmed that the steps of appraising and selecting investors for the projects are in accordance with regulations. Regarding the total investment of the projects, the project in Minh Duc commune alone has an area of over 20 hectares, the total investment determined is correct as reported. Through the review, these investors have not implemented any projects in the province, only Hai Ninh Construction and Trading Joint Stock Company is the contractor for a number of packages in Binh Giang district, of which some packages are behind schedule.
Concluding the meeting, Chairman of the Provincial People's Committee Le Ngoc Chau said that the Provincial People's Committee basically agreed to the proposal to approve investors to implement the projects. The 3 projects in Minh Duc commune, Doan Phu village (Thanh Tung commune), Vuon Dao residential area in Lai Cach town, need to review the standards, regulations, and urban planning to apply them correctly. The Chairman and Vice Chairman of the Cam Giang District People's Committee will review the Vuon Dao residential area project and be responsible to the Chairman of the Provincial People's Committee if the project later has violations or related complaints.
The two new residential projects of Dong Song Mang, Phuc Lao village, Hung Thang commune and Luong Xa new residential area, Luong Dien commune need further review, especially the land use criteria. In 2 days, the Department of Planning and Investment will preside, the Department of Construction and the District People's Committee will coordinate to review and adjust to ensure standards according to the regulations of the Ministry of Construction.
For the project at location 03 Goi village, Hung Thang commune, it is requested that the Chairman of Binh Giang District People's Committee be responsible for reviewing all procedures, steps of planning establishment, appraisal, and approval, and be responsible to the Provincial People's Committee. If the regulations are met, the investor selection policy will be agreed upon.
The project in Goi village, Binh Xuyen commune can be left because it is part of a specialized economic zone project and needs further review.
If all projects use agricultural land, the districts must determine that the site clearance must be completed within 6 months, clearly stated in the decision approving the investor. The Department of Construction and the district People's Committee can flexibly hire outside consultants with the capacity to plan the projects to ensure quality...
