It can be affirmed that building new rural areas (NR) is always a key political task that all levels, sectors and localities in the province have taken part in and implemented resolutely, and people's awareness of building NTM has been raised. Up to now, the results of implementing the national target program (NTP) on building NTM have basically achieved the roadmap set by the province, the appearance of the countryside has improved a lot, infrastructure has gradually met the requirements of living and production, and the material and spiritual life of the people has been improved.

New rural construction must be practical and highly effective.
According to statistics, by the end of 2023, the whole province had 69/101 communes meeting the NTM standards (accounting for 68.3%), of which 9 communes met the advanced NTM standards; the average criteria for the whole province was 15.8 criteria/commune (an increase of 1.7 criteria/commune compared to the end of 2022); there were 4 extremely difficult villages, villages in extremely difficult communes in ethnic minority and mountainous areas meeting the NTM village standards (in Vinh O and Vinh Ha communes, Vinh Linh district); there were 78 villages meeting the NTM model village standards; there were 56 household gardens recognized as NTM model gardens (in Vinh Linh and Trieu Phong districts).
Regarding the implementation of the goals set for 2023, currently, 5 communes have completed procedures and documents to submit for recognition as meeting the standards of new rural communes, 7 communes have completed procedures and documents to submit for recognition as meeting the standards of advanced new rural communes; it is expected to increase the total number of communes meeting the standards of new rural communes in the province to 74/101 communes, of which 16 communes meet the standards of advanced new rural communes, achieving and exceeding the goal of building new rural communes in 2023.
Trieu Phong and Hai Lang districts are completing procedures and documents to submit for recognition as a district meeting NTM standards; Cam Lo district (recognized as a NTM district in 2019) is completing procedures and documents to submit for recognition as a district meeting advanced NTM standards, ensuring compliance with the plan and roadmap set by the province. By the end of 2024, the whole province strives to have 77/101 communes meeting NTM standards (accounting for 75.2%), of which 24 communes meet advanced and model NTM standards; Vinh Linh district meets NTM district standards; Trieu Phong and Hai Lang districts have completed documents to submit for recognition as a NTM district, Cam Lo district has completed documents to submit for recognition as an advanced NTM district; 43 villages and hamlets in extremely disadvantaged communes in ethnic minority and mountainous areas have met NTM village standards.
In our interview about the major orientations when implementing the new rural construction program in the province in 2024, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong emphasized: the province is persistently pursuing the highest goal in new rural construction, which is to promote the development of localities, create more and more jobs, improve people's income, and continuously improve people's lives.
If a locality has built beautiful flower roads, large welcome gates, a system of billboards, propaganda posters about building new rural areas hanging everywhere... but people lack or do not have jobs, have low and unstable incomes, then we still have to make more efforts to achieve the highest goal of improving people's lives. We need to clearly define that we must build new rural areas in a substantial way, taking people's satisfaction as the "measure" of the results of building new rural areas, so that each locality is recognized as meeting new rural standards and is truly a "livable countryside".
Priority is given to increasing income for rural people.
Mr. Ha Sy Dong also stated that in order to increase income for people in rural areas, it is necessary to first restructure the agricultural sector, effectively form and implement new agricultural models, circular agriculture, smart agriculture associated with production chains, agricultural processing and market development. It is necessary to strengthen direction to promote the substantial and strong implementation of the strategy for sustainable agricultural and rural development.
Strengthening solutions for agricultural and rural development, such as: completing the agricultural production structure associated with competitive advantages and market requirements; planning advantageous agricultural production areas, concentrated raw material areas for the agricultural processing industry, medicinal materials, and planted forest wood; organizing reasonable production, promoting cooperation, linking to develop value chains...
In particular, it is necessary to have policies to encourage and attract businesses to invest in agriculture and rural areas, creating a "leverage" to promote the development of raw material areas associated with processing, contributing to job creation and increasing income for farmers. At the same time, it is necessary to replicate effective agricultural economic models.
Sustainable agricultural and rural development based on the province's potential and advantages in an ecological, environmentally friendly and climate change-adaptive direction. Closely linking industrial and service development with agriculture, sustainable rural development with the urbanization process in the direction of "ecological agriculture, modern countryside, civilized farmers".
Mr. Ha Sy Dong also said that the criteria for organizing production and developing the rural economy; income criteria; multidimensional poverty reduction criteria... are extremely important criteria related to people's lives, so they need to be prioritized for investment and attention, because the overall goal of the process of building a new rural area is that people have jobs, have income, and their lives are improved.
Make focused, key investments
Currently, the set of criteria for the new rural area in the period of 2021-2025 has improved both in quality and quantity, many indicators are difficult to implement, requiring a lot of resources and time to complete. The results of building new rural areas in some regions and areas still have a large gap, while many communes have moved to the stage of improving quality, building advanced and model new rural communes, some communes still have a very low number of criteria achieved (there are still 22 communes achieving less than 13 criteria), some communes that have met the standards have not yet caught up with the set of criteria for the period of 2021-2025.
To contribute to improving people's lives in the process of building new rural areas, the integration of capital sources from national target programs must be truly synchronous and unified. Regarding the content of supporting production development under national target programs, it is necessary to focus on removing obstacles in policy mechanisms for effective implementation, creating conditions to perfect the criteria of income, poor households, and production organization in communes, especially communes with special difficulties in ethnic minority and mountainous areas.
Strengthen the effective implementation of solutions to mobilize resources to implement the new rural construction program, especially integrating between national target programs, associated with the sponsorship of departments, branches, sectors and enterprises to support especially disadvantaged communes in ethnic minority and mountainous areas to build new rural areas.
For particularly disadvantaged communes in ethnic minority and mountainous areas, in the process of striving to achieve NTM standards, it is necessary to focus on developing production, increasing income, reducing poverty and improving people's access to basic social services.
Localities need to strengthen the integration of capital sources to implement investment in criteria with focus, key points, not spread out and dispersed; strengthen decentralization, decentralization, improve implementation capacity at the grassroots level associated with inspection and supervision work; focus drastically and synchronously on solutions to complete the goal of districts and communes meeting the standards of new rural areas, advanced new rural areas, and model new rural areas set out in 2024.
