Create the most favorable conditions for cooperation between the Vietnam Army

(CPV) - Congratulating Senior Lieutenant General Khamliang Outhakaysone on being assigned the important position of Minister of National Defense by the Lao Party, State and National Assembly, Prime Minister Pham Minh Chinh expressed his belief that he will lead the Lao People's Army to further develop and the cooperative relationship between the armies of Vietnam and Laos will become increasingly stronger.

On the afternoon of December 18, Prime Minister Pham Minh Chinh received Senior Lieutenant General Khamliang Outhakaysone, Minister of National Defense of Laos, and a delegation from the Lao Ministry of National Defense who were on an official visit to Vietnam and attending the ceremony to celebrate the 80th anniversary of the founding of the Vietnam People's Army, the 35th anniversary of the National Defense Day and the Vietnam International Defense Exhibition in 2024. Also attending the reception was Politburo member and Minister of National Defense Phan Van Giang.

Congratulating Senior Lieutenant General Khamliang Outhakaysone on being assigned the important responsibility of Minister of National Defense by the Lao Party, State and National Assembly, Prime Minister Pham Minh Chinh expressed his belief that he will lead the Lao People's Army to further develop and the cooperative relationship between the armies of Vietnam and Laos will become increasingly stronger.

Thanking General Secretary and President of Laos Thongloun Sisoulith, Prime Minister of Laos Sonexay Siphandone and leaders of the Lao Party and State for sending a high-ranking delegation of the Lao Army to visit and work in Vietnam, the Prime Minister said that the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos is a priceless asset of the two peoples, in which defense cooperation is one of the important pillars in the bilateral relationship between Vietnam and Laos, "the special of the special".

Acknowledging the results of comprehensive cooperation in recent times between the two Armies, especially in the following areas: coordination and effective advice on the implementation of the common perception of the two countries' senior leaders on military and defense tasks; information exchange, human resource training; effective maintenance of exchange, dialogue and twinning mechanisms; cooperation in building village clusters; mutual support and coordination at multilateral forums and mechanisms..., the Prime Minister affirmed that the Party and State of Vietnam always support and create the most favorable conditions for the cooperation between the two Armies to develop more and more sustainably.

Informing that Vietnam is ready to continue supporting Laos under permitted conditions, in the spirit of impartiality, transparency, as brothers in the same family for mutual development, Prime Minister Pham Minh Chinh suggested that the two countries' Defense Ministries continue to concretize high-level agreements; effectively implement existing cooperation mechanisms between the two Parties, two States, and two Governments.

In particular, the two sides will strengthen coordination and effectively advise senior leaders of the two countries on defense and security; cooperate in Party work, building and consolidating political bases; protect sovereignty and territorial integrity; build and perfect theories and exchange science and technology on military and defense; coordinate in border protection, combat smuggling, drugs and cross-border crimes; and disseminate and educate about the history, significance and importance of the special Vietnam-Laos relationship.

The Prime Minister requested the two Ministries of National Defense to successfully implement breakthrough cooperation priorities in the new situation, focusing on: human resource training; cooperation in border management and protection; coordination in the implementation of military and defense tasks; promoting economic and defense cooperation, creating conditions for businesses of the two countries to trade, connect trade, expand investment markets, especially in border areas... in the spirit of "listening and understanding together; sharing visions for action; and working together, enjoying together, developing together".

Pleased to visit Vietnam and thanking Prime Minister Pham Minh Chinh for taking the time to receive the delegation, expressing the special affection of the Prime Minister as well as the Party, State, Army and People of Vietnam for Laos, Lao Minister of National Defense, Senior Lieutenant General Khamliang Outhakaysone said that during this working trip, along with attending the 80th Anniversary of the Founding of the Vietnam People's Army, the 35th Anniversary of the National Defense Day and the Vietnam International Defense Exhibition in 2024, the Minister of National Defense of Vietnam and the Minister of National Defense of Laos had a very successful meeting, reviewing the results of cooperation in the past time and discussing and agreeing on the direction and tasks of cooperation in 2025 and the coming time.

Senior Lieutenant General Khamliang Outhakaysone said that the Lao Ministry of National Defense will closely coordinate with the Vietnamese Ministry of National Defense to effectively implement the agreements of the two countries' senior leaders and the opinions of Prime Minister Pham Minh Chinh.

Accordingly, along with promoting cooperation in the military and defense fields, especially human resource training and information exchange, the two sides will closely coordinate and cooperate to build a border of cooperation, friendship and development; organize border exchanges between the two countries well; educate the military and people, especially the youth, about the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos to continue to nurture this relationship to be forever green and sustainable./.
