Create conditions for the elderly to promote their role in society

Deputy Prime Minister Tran Hong Ha requested all levels, sectors, organizations and the whole society to create conditions for the elderly to promote their roles and make more contributions to society.

The Government Office has just issued Notice No. 267/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha, Chairman of the Vietnam National Committee on Ageing, at the meeting of the Vietnam National Committee on Ageing in 2023.

In the announcement, Deputy Prime Minister Tran Hong Ha, Chairman of the National Committee concluded: In the context of the current aging population, the work of caring for and promoting the role of the elderly is increasingly receiving attention from the Party and the State. Activities of protecting and caring for the elderly are integrated into many programs and tasks of ministries, branches and localities. The elderly are given conditions to actively participate in movements to build new rural areas, protect national security, social order and safety, culture, physical education, sports... in the locality, residential areas...

However, there are still some shortcomings, limitations, difficulties and problems in the work for the elderly: Many elderly people are still in difficult circumstances (5% of elderly people do not have health insurance (HI) as prescribed, many elderly people are still living in temporary, dilapidated houses...); the level of social allowance for the elderly is low, only 24% of the rural poverty line for the period 2021 - 2025; social assistance services, health care, culture, physical training, and social care have not met the needs of the elderly, especially in big cities, rural areas, mountainous areas, remote areas; resources for caring for and promoting the role of the elderly in some localities are still difficult.

With the theme of 2023 "The elderly are focused on care and promoting their role", the Deputy Prime Minister requested all levels, sectors, organizations and the whole society to continue to pay attention to and prioritize the implementation of this work, creating conditions for the elderly to promote their role and contribute more to society; ministries, sectors and localities, according to their assigned functions and tasks, continue to ensure the good implementation of the National Action Program on the Elderly for the period 2021-2030, the Health Care Program for the Elderly until 2030 and regimes, policies, programs, projects, tasks on the elderly.

The Deputy Prime Minister assigned the Ministry of Labor, War Invalids and Social Affairs to preside over and coordinate with the Central Committee of the Vietnam Association of the Elderly to receive the opinions of the delegates attending the meeting: (i) Complete the report to propose to include in the regular Government meeting in July 2023 the following contents: solutions to issue health insurance cards to about 5% of the elderly who do not have health insurance cards; solutions to eliminate temporary and dilapidated houses for elderly households; study and submit to competent authorities to resolve social allowances and social pensions for the elderly from 75 to 80 years old; (ii) Review, evaluate, develop and submit to the Government for promulgation the National Strategy on the Elderly to promptly respond to the trend of population aging and aging population taking place in Vietnam.
