The Provincial People's Committee requested the People's Committees of districts and cities to conduct a general review and inspection of the establishment of a public land management records system.

Accordingly, the Provincial People's Committee requested the People's Committees of districts and cities to establish a District-level Steering Committee to conduct a general review and inspection of the establishment of a system of records for managing public land managed by the People's Committees of communes, using this land fund and strictly implementing land laws.

At the same time, direct the Department of Natural Resources and Environment to preside over and coordinate with relevant departments and units to review the current status of the arrangement and use of funds for management and use of public land in the area; in case it is not sufficient, urgently propose the district-level People's Committee to allocate funds to serve the requirements of management tasks.

In addition, provide professional guidance to the People's Committees of communes, wards and towns to organize the investigation, review and detailed statistics for each land plot; establish cadastral records or update changes, and correct cadastral records (Public land cadastral books) in the cadastral records system. Establish outlines, tasks and arrange local budget funds for surveying and establishing records for public land management at the district level in the spirit of inheriting data from surveying projects, establishing cadastral maps, and issuing land use right certificates that have been and are being implemented, ensuring that there is no duplication of implemented content. Coordinate with the Provincial Land Registration Office, Branches of the Registration Offices of districts and cities to guide localities to correct changes when there is a decision to reclaim land by competent authorities for other purposes.

The Chairmen of the People's Committees of districts and cities are responsible to the Provincial People's Committee for directing and establishing a system of records for managing public land and other types of agricultural land managed and used by the People's Committees at the commune level; and are responsible if violations continue to occur or if they do not resolutely handle violations in the management and use of the above-mentioned land funds.

Along with that, the People's Committees of communes, wards and towns established a Working Group to review and inspect the establishment of a system of records for managing public land and other types of agricultural land managed and used by the People's Committees at the commune level. Organize on-site review and inventory and land records to establish a list of locations, areas, land types, and land use status to serve as a basis for strict management and develop a plan for proper use for public and auction purposes in accordance with the provisions of law.

In particular, after reviewing, invite households with public land areas recorded in books but not identified in the field, the field is different from the management books to work, dialogue to clarify the origin, location, land area that households are managing and using; confirm the consistency between the field and the types of documents kept at the locality; organize public and transparent consultation in villages, hamlets, residential areas, and residential groups where the land is located. For cases with problems, check, review and propose the People's Committee at the commune level to liquidate and handle expired land lease contracts, land lease contracts that are not within the authority, not within the time limit; land area managed by the People's Committee of the commune but allowed to be used by households and individuals in violation of regulations.

The People's Committee at the commune level is responsible for managing records and related documents for public land plots and must fully declare and register land with the Department of Natural Resources and Environment at the district level. During the management process, if there is a change in the position of Chairman, Vice Chairman in charge and land officials, it must establish procedures to hand over public land fund records to officials and officials performing the tasks according to regulations.

The Department of Natural Resources and Environment shall take the lead in inspecting and urging the management of public land funds in the province; be responsible for promptly developing and unifying common reporting forms and outlines for the entire province. Regularly inspect and urge the People's Committees of districts and cities to implement the Directive; promptly handle and correct professional shortcomings in the management and use of public land in localities in the province in accordance with the provisions of the law on land.
