Creating a solid legal corridor for crime prevention and combat
Presenting a report on some major issues on the draft Law on Management and Use of Weapons, Explosives and Support Tools (amended), Lieutenant General Le Tan Toi, Chairman of the National Assembly's Committee on National Defense and Security, stated that the Law on Management and Use of Weapons, Explosives and Support Tools 2017 was amended to strengthen the management and use of weapons, explosives and support tools; reform administrative procedures, cut unnecessary paperwork to ensure compliance with reality, create favorable conditions for agencies, organizations and people; create a solid legal corridor in state management and crime prevention and combat.
However, taking into account the opinions of National Assembly deputies, the Standing Committee of the National Defense and Security Committee has revised the name of Article 32 to "Declaration of primitive weapons used as exhibits for display, exhibition, and heirlooms"; at the same time, adding a provision limiting the declaration to only "primitive weapons specified in Point a, Clause 4, Article 3" as accepted and revised in the draft Law.

Preventing the use of highly lethal knives for illegal purposes
Through discussion, the members of the National Assembly Standing Committee basically agreed with the draft Law on Management and Use of Weapons, Explosives and Support Tools (amended) which has been revised based on the comments of National Assembly deputies in groups and halls; affirming that the drafting agency and the verification agency have fully absorbed the comments and fully explained the comments.
Reporting at the meeting, Deputy Minister Le Quoc Hung said that the drafting agency highly agreed with the report of reception and explanation of the National Defense and Security Committee and the opinions of the delegates, and will fully absorb the opinions of the delegates to supplement and revise the Law project to be strict, scientific, and effectively serve the work of preventing and fighting crime before submitting it to the National Assembly for approval.

Draft Law eligible to be submitted to the National Assembly for consideration and approval at the 7th Session
Concluding the session, Vice Chairman of the National Assembly Tran Quang Phuong said that the National Assembly Standing Committee highly appreciated the preparation of the Government, the Drafting Agency, and the Verification Agency. Through discussion, the National Assembly Standing Committee basically agreed with the draft Law on Management and Use of Weapons, Explosives and Support Tools (amended) which was revised based on discussions by National Assembly deputies in groups and the hall; basically agreed with the draft, as well as the report on explanation, acceptance, and revision.
Vice Chairman of the National Assembly Tran Quang Phuong emphasized that this is a difficult Law, although there are not many amendments, the content is very difficult to design in legislative techniques. Although the Law was passed through a one-session process, the Government has also directed careful preparation and research, because it is related to human rights and citizen rights. The National Assembly Standing Committee also highly appreciated the preparation of the Government, the Drafting Agency, the Agency in charge of the review, and so far basically ensured that it will be submitted to the National Assembly for approval at the 7th Session.

The Vice Chairman of the National Assembly also requested that the National Defense and Security Committee preside over and coordinate with the Drafting Committee and relevant agencies to receive comments at the meeting; coordinate with the Judicial Committee and other agencies to invest efforts to clarify issues related to the Penal Code, as well as complete the draft Law and report on explanations, reception, ensuring objectivity and high persuasiveness. Then, send it back to the Standing Committee of the National Assembly for comments in writing as directed by the Chairman of the National Assembly; send it back to the National Assembly deputies as prescribed to ensure approval at the end of the second meeting of this 7th Session.
