(CLO) On November 12, in Hanoi, the Culture and Arts Magazine (Ministry of Culture, Sports and Tourism) organized a workshop with the theme: "Young Talents - Creative Resources and Development of Culture and Arts".


The workshop aimed to evaluate and analyze the role and current status of young talents in preserving and promoting traditional cultural and artistic values, and contemporary cultural and artistic creation, helping managers, researchers, as well as local authorities and cultural and artistic practitioners to better identify the importance and significance of young human resources in cultural and artistic creation.

From there, propose practical solutions to improve the quality and effectively promote young talent resources in completing the goals of the Cultural Development Strategy to 2030. The workshop is also a practical activity in response to the Hanoi Creative Design Festival 2024.

There needs to be mechanisms and policies for young talents.

In his opening speech and introduction to the workshop, Mr. Hoang Ha, Editor-in-Chief of the Culture and Arts Magazine, said that in recent times, the cultural sector has received attention and care from the Party, the State, and society, especially after the 2021 National Cultural Conference. In addition to a number of talent training projects in the fields of culture and arts, as well as the State's support policies for artisans and incentives in training traditional arts, many technical and technological facilities in the system of cultural and artistic schools have been invested in.

However, besides that, there are still many problems and inadequacies in mechanisms and policies, which have not really inspired and motivated young talents in the field of culture and art to develop, such as bottlenecks in art training; regimes and policies for artists and actors (training, incentives, etc.); royalties and remuneration for writers and creators; mechanisms to attract young people to participate in cultural and artistic practice activities; the issue of mobilizing socialized resources, etc.

From the above issues, in order to help managers, scientists, local authorities, and cultural and artistic practitioners more clearly identify the current situation of young human resources in cultural and artistic creation, on that basis, propose practical solutions to improve the quality and effectively promote young talent resources in completing the goals of the Cultural Development Strategy to 2030 and also respond to the Hanoi Creative Design Festival 2024, the Culture and Arts Magazine organizes the Workshop: "Young Talents - Creative Resources and Cultural and Artistic Development".

Presenting a paper at the Workshop, Ms. Le Thi Hoai Phuong - Professor, PhD, Vietnam National Institute of Culture and Arts said that the team of people working in the arts is not completely like the majority of the workforce in other professions in society. They study, practice and work in a quite different environment, which is the artistic environment, where creativity and personal capacity need special attention.

If we want to train hundreds or thousands of engineers and skilled workers at the same time, it would only take 3-5 years. The longest training time for a specialist doctor would be 8 years. However, to develop an artistic talent, it would take decades, several decades, and sometimes it would still not be possible to achieve true talent.

Talking about the role of the young generation in preserving and promoting traditional culture and art, Mr. Nguyen Quang Long - Researcher, music theorist, Vietnam Music Magazine said: "The starting point for the young generation to participate in preserving and promoting traditional culture and art is often in the role of practitioners at the general level: performing artists, or directly creating products. Officially starting to participate in the process of restoring traditional values ​​and creating new values ​​when they have a clear understanding of heritage, creating new values ​​when they are at the maturity of youth. Starting points are different, some directly participate in studying at specialized schools specializing in suitable arts, some directly receive from the community, learn from oral methods and from practice when practicing heritage".

According to Mr. Quang Long, the participants in preserving and promoting traditional values ​​and creating new values ​​will mainly come from the community, they operate voluntarily, in a socialized manner. Some people take the activity of restoring and creating new values ​​into products to generate economic income and take it as their official job; some people work in the profession but only consider the creative process associated with traditional cultural and artistic values ​​as a contribution; some people take other jobs to make a living and participate in order to preserve the traditions of their homeland.

Proposing solutions to create young human resources in the field of culture and arts, Mr. Tong Toan Thang - Master, People's Artist, Director of the Vietnam Circus Federation said that creating young human resources in the field of culture and arts requires close coordination between state agencies, art organizations, communities and businesses. To create young human resources in the field of culture and arts, there needs to be specific recommendations on policies and training methods.

"Supporting policy mechanisms, together with innovative training methods, will contribute to nurturing and developing young talents, thereby improving the quality and value of art in society," Mr. Tong Toan Thang emphasized.

This morning's workshop is a forum for scientists, artists, and managers to exchange and share practical experiences and research on the role of young talents in promoting the development of Vietnamese culture and arts. At the same time, it also encourages the younger generation to develop their creativity and connect with career opportunities in the field of culture and arts, contributing to the building and development of an advanced Vietnamese culture with a strong national identity.

The workshop received 32 valuable papers in theory and practice. The reports presented and the opinions exchanged at the workshop focused on the following main contents: Assessing the current situation of discovering, training and nurturing young talents, young people who are creating culture and art (advantages, limitations). Thereby, proposing solutions to discover, train and nurture talented young human resources in culture and art, promoting the comprehensive development of Vietnamese culture and people, successfully implementing the Cultural Development Strategy to 2030.
