On the morning of September 21, the Provincial Fatherland Front Committee held the opening ceremony of the 2023 Provincial-level Excellent Community Investment Supervision Board Competition.
Attending the ceremony were comrade Hoang Cong Thuy - Vice Chairman of the Central Committee of the Vietnam Fatherland Front. Leaders of Nghe An province included comrades of the Standing Committee of the Provincial Party Committee: Ngoc Kim Nam - Head of the Provincial Party Committee's Mass Mobilization Committee; Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council; Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee; Chairman of the Provincial Council for Coordinating Legal Education and Dissemination, Deputy Head of the Competition Steering Committee; Vo Thi Minh Sinh - Chairman of the Provincial Fatherland Front Committee, Head of the Competition Steering Committee. Also attending were representatives of leaders of provincial departments, branches and sectors.
The activities of the Community Investment Supervision Board have contributed to promoting people's ownership in participating in implementing political tasks, ensuring publicity and transparency in the investment process, improving the quality of works in the area, and promoting local socio-economic development.
The Community Investment Supervision Board is organized and operates in accordance with the provisions of the Law on Public Investment, Decree No. 29/2021/ND-CP dated March 26, 2021 of the Government stipulating the order and procedures for appraising important national projects and monitoring and evaluating investments. Currently, its activities are also regulated by the Law on Grassroots Democracy Implementation in 2022.
For Nghe An province, there are currently 1,208 active Community Investment Supervision Boards and many outstanding achievements. As of August 31, 2023, the Community Investment Supervision Boards in the province have supervised 1,208 projects; through supervision, they have recommended Party committees and authorities at all levels to overcome shortcomings in the management, investment, construction and execution of projects at the grassroots level.
However, community investment supervision activities are still "formal" in some places and at some times; there is still a lack of attention, direction and facilitation from Party committees and authorities; recommendations, reception, resolution and response are still slow; the capacity and skills of the Community Investment Supervision Board are still limited...
The contest is an opportunity for the Community Investment Supervision Boards and officers working on the Front at all levels to exchange, learn and share experiences with each other, especially to practice solving real-life situations, refer to good models and good practices, thereby continuing to improve the knowledge, skills and quality of the activities of the Community Investment Supervision Boards; at the same time, promptly commend and honor outstanding examples in the work of Community Investment Supervision.
The contest also contributes to the practical dissemination of the Law on Grassroots Democracy, the Law on Public Investment, Decrees guiding the implementation of the Laws and related legal documents to all classes of people. Make recommendations to competent authorities on shortcomings in the implementation of related documents, and remove difficulties and obstacles at the grassroots level.
This is also a practical activity towards welcoming the Congress of the Vietnam Fatherland Front at all levels, term 2024-2029; in which the commune level will be held in April 2024; the district level will be held in the second quarter of 2024 and the provincial level in the third quarter of 2024 and the National Congress of Delegates in October 2024.
The competition for excellent community investment supervision boards in Nghe An province was successfully held at the district level. The 21 best teams were selected to represent 21 districts, cities and towns to compete at the provincial level.
The provincial competition organizers have invested and prepared carefully and elaborately so that the teams can compete fairly, and fully develop their talents, enthusiasm and creativity in each round. The competition is organized in a theatrical format, consisting of 4 parts: Introduction, Theory, Situation Handling and Short Play.
Speaking at the conference, comrades Hoang Cong Thuy - Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Vo Thi Minh Sinh - Chairman of the Nghe An Provincial Fatherland Front Committee acknowledged and highly appreciated the activities of the Community Investment Supervision Board at the grassroots level; the initiative, efforts and endeavors of the Fatherland Front at all levels in the province.
The Fatherland Front of Nghe An province has promptly advised the Party Committee, coordinated with the government and departments, branches and organizations to organize and implement competitions at all levels at the grassroots level, ensuring quality, with many innovations in competition content and forms, creating attraction and appeal to viewers.
The comrades suggested that each contestant and the teams increase exchanges, learn, share, improve knowledge, experience, skills, promote responsibility, spread the meaning of the contest into real life to well perform the tasks entrusted by the people.
After the contest ends and returning to their localities, members of the Community Investment Supervision Boards will continue to make more positive contributions to community investment supervision at the grassroots level, contributing to building Nghe An homeland to become increasingly developed, rich, beautiful and civilized.
