Deputy Director of Hanoi Department of Construction Hoang Cao Thang has just reported on quality management, labor safety, and environmental sanitation during the construction of sidewalk renovation and embellishment projects in Hanoi in 2023.
Materials are piled up on the sidewalk of Tran Thai Tong Street (Cau Giay District).
Accordingly, the Department of Construction inspected 9 streets belonging to 5 projects in Dong Da and Cau Giay districts. Thereby, it promptly corrected and guided professional agencies and investors to renovate the pavement to ensure compliance with regulations.
The inspection results of the Department of Construction at the sidewalk renovation and embellishment projects in these two districts showed that the investor had researched and applied the urban sidewalk design model issued by the City People's Committee in Decision No. 1303/QD-UBND dated March 21, 2019.
The work of preparing, appraising, approving design documents, and managing construction quality is basically in accordance with current regulations. However, in some projects, there are still some shortcomings and limitations that need to be overcome and improved. Specifically, the acceptance and quality control plan has not been approved by the investor according to regulations.
The inspection, supervision and acceptance of input materials at some projects have not been ensured according to regulations, such as: lack of factory certificates for paving materials; some material acceptance records have not shown information on the quantity accepted according to contract requirements.
In particular, the organization of the construction site is scattered, unscientific, and does not ensure environmental hygiene, causing loss of urban beauty, affecting traffic and people's daily life. In addition, the investor and contractors have not been proactive in handling problems arising during the construction process.
Regarding the review and evaluation of the effectiveness of pavement renovation for the list of approved streets, the Hanoi Department of Construction said that according to the reports of the People's Committees of Thanh Xuan, Tay Ho, Hoang Mai, Ha Dong, Ba Dinh, Hoan Kiem districts..., the pavement renovation projects implemented ensure the approved goals, scale and total investment, contributing to overcoming the loss of urban aesthetics, ensuring traffic order and safety and raising awareness of protecting and maintaining public hygiene of people in the area.
However, most of the renovated streets have not recorded major damage, only a few local damages have appeared, mainly due to improper use of functions and purposes according to the design documents. The construction of underground works has not met the requirements...
As Thanh Nien reported, at the end of every year, the sidewalks of many streets in Hanoi are torn up. On the sidewalks, bricks and stones are scattered everywhere, causing a significant impact on people's lives and activities.
