Mr. Le Anh Tu - Deputy Director of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province said: 2023 is a breakthrough year to implement the Resolution of the 7th Congress of the Party Committee of Ba Ria - Vung Tau province on socio-economic development in the 5-year period 2020 - 2025. The goal set for the Department of Natural Resources and Environment is to strictly manage, effectively use and promote natural resources for the socio-economic development of the province.

Clearly identifying the above importance, in recent times, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province has synchronously implemented many important solutions.
Accordingly, the Department of Natural Resources and Environment has focused on implementing administrative procedures on land, environment, minerals... in the direction of simplification, publicity, transparency; advising the People's Committee of Ba Ria - Vung Tau province to issue legal documents related to the Natural Resources and Environment sector with stricter procedures, supplementing missing regulations... to ensure the harmony of interests of the State and the people; organizing dialogues, meetings, and guiding businesses and investors to resolve difficulties and problems arising in the process of implementing administrative procedures related to the field of natural resources and environment. Up to now, many tasks have achieved and exceeded the set targets.

Specifically, regarding land management and use, the Department of Natural Resources and Environment has advised the People's Committee of Ba Ria - Vung Tau province to issue Decision No. 44/2023/QD-UBND regulating land division in Ba Ria - Vung Tau province (replacing Decision No. 15/2021/QD-UBND dated September 20, 2021) to provide more specific regulations on the scale and area of ​​land division suitable for each locality in the province, in particular, regulations on land division with large land areas to avoid taking advantage of regulations on land division to divide plots and sell land without establishing a housing development investment project.

The Department of Natural Resources and Environment of Ba Ria - Vung Tau province has also strengthened the work of granting land use right certificates, land allocation, land lease, and land use purpose conversion... Up to now, the Department of Natural Resources and Environment has granted land use right certificates for 170,771.56/173,093.46 hectares, accounting for 98.66%. Of which, the land area granted to organizations for use is 68,861.55 hectares, accounting for 99.39%; the land area granted to households and individuals for use is 101,910.01 hectares, accounting for 98.17%. Also in 2023, the Department of Natural Resources and Environment has allocated and leased land to 7 organizations with 997,338.8m2; changed land use purpose to 2 organizations with 16,409.40m2...

In the environmental field, the Department of Natural Resources and Environment has advised the People's Committee of Ba Ria - Vung Tau province to issue Decision No. 2066/QD-UBND approving the Project on Solid Waste Management and Classification of Domestic Solid Waste at Source in the province for the period up to 2025, with a vision to 2030. This project provides stricter regulations on the storage, collection, transportation, reuse, recycling, and treatment of solid waste... to prevent, control, and basically limit the increase in solid waste generation, minimize environmental pollution, contribute to protecting human health, adapting to climate change, and moving towards the goal of sustainable development of the locality.

At the same time, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province has also completed related procedures to organize the selection of investors for the project of a solid waste treatment plant using incineration technology and generating electricity in the Toc Tien centralized waste treatment area and a solid waste treatment project using incineration technology for Con Dao district. The Department of Natural Resources and Environment is also proactive in controlling and minimizing sources of environmental pollution. Accordingly, the assigned environmental indicators have all achieved high results. In particular, the rate of industrial parks and industrial clusters treating wastewater to national standards reached 100%; the rate of hazardous waste collected and treated reached 100%; the rate of urban solid waste collected and treated to national standards reached 97%...

Regarding water resources management, in 2023, the Department of Natural Resources and Environment also advised the People's Committee of Ba Ria - Vung Tau province to issue a list of ponds, lakes, rivers and streams that cannot be filled in the province; operate the water resources monitoring network of Con Dao district and operate the groundwater monitoring network of Ba Ria - Vung Tau province (except Con Dao district).

Resolute solutions

Mr. Le Anh Tu - Deputy Director of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province said: 2024 is the year that the Department of Natural Resources and Environment and the Natural Resources and Environment sector need to make efforts to create a breakthrough in the socio-economic development of Ba Ria - Vung Tau province to strive to complete at the highest level the 5-year plan targets (2020 - 2025) in the context of the economy being severely affected by the consequences of the Covid-19 pandemic.

Accordingly, the Department of Natural Resources and Environment has identified goals and developed stronger, more drastic solutions, ensuring feasibility, synchronization, and suitability for implementation. Specifically, in 2024, the goal of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province is to focus on investment, speed up the completion of important infrastructure projects; effectively use development resources, save resources; focus on environmental protection, and improve the quality of life of the people.

Regarding the land sector, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province will strengthen the supervision and inspection of land management and use; continue to recommend localities to strengthen the inspection of the implementation of the Land Law; preside over and coordinate with relevant departments, branches and People's Committees of districts and cities to regularly organize inspections of land management and use for organizations that are assigned land, lease land, and change land use purposes to implement projects in the province.

Along with that, the Department of Natural Resources and Environment will also advise the competent authority to approve the 5-year Land Use Plan (2021 - 2025) of Ba Ria - Vung Tau province; build a database and 3D GIS 3D spatial map; measure and create cadastral maps for areas using digital maps in the province; build a national geographic database at a scale of 1/2,000, 1/5,000 of Ba Ria - Vung Tau province; promptly coordinate with localities to completely resolve problems related to land valuation, compensation, support, and land recovery; promote the auction of land use rights.

In the field of environment, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province will continue to closely coordinate with departments, branches, People's Committees of Phu My town and Con Dao district to carry out related procedures to organize the selection of investors for the project of the Plant for treating domestic solid waste by incineration technology, generating electricity in Toc Tien Concentrated Waste Treatment Area and the project for treating solid waste by incineration technology for Con Dao district.

At the same time, the Department of Natural Resources and Environment will also develop and submit to the People's Council of Ba Ria - Vung Tau province to issue a Resolution on collection rates and units for calculating environmental protection fees for mineral exploitation in the province according to the provisions of Decree No. 27/2023/ND-CP of the Government and the Resolution regulating the decentralization of environmental protection expenditure tasks from the State budget in Ba Ria - Vung Tau province; continue to focus on monitoring the discharge of waste from enterprises using automatic monitoring equipment to better serve the warning and forecasting of pollution phenomena, discharge into the environment... in the province.
