In 2023, Ninh Binh's Administrative Reform Index increased by 6 ranks compared to 2022.

The Government's Steering Committee for Administrative Reform (PAR) has just announced the 2023 Administrative Reform Index (PAR INDEX) of ministries, ministerial-level agencies, and People's Committees of provinces and centrally run cities.

According to the assessment of the Ministry of Home Affairs - the Standing Agency of the Steering Committee, the PAR Index in 2023 of provinces and cities has returned to a positive growth trajectory with an average value of 86.98%, 2.19% higher than in 2022. 32/63 localities achieved PAR Index results higher than the national average; 57/63 provinces and cities have PAR Index growth higher than in 2022, with the highest increase of 9.39% in the province and the lowest increase of 0.03%. This is also the 5th consecutive year that the PAR Index of localities has achieved an average value of over 80%.

In 2023, Ninh Binh's Administrative Reform Index increased by 6 ranks compared to 2022.

In particular, the PAR Index in 2023 of Ninh Binh province reached 88.72% (up 6 places compared to 2022), 1.74% higher than the national average, ranking 11th out of 63 provinces and cities nationwide. Quang Ninh is the leading province among provinces and cities nationwide with a PAR Index of 92.18%, the lowest is An Giang province (81.32%).
