Students in trouble
Decree 116 (supporting tuition and living expenses for pedagogical students) which took effect in 2021 has attracted a large number of local students and students from many provinces to study. At Tan Trao University (Tuyen Quang), by the end of 2023, 1,859 students studying pedagogical majors had registered for the policy but had not yet been accepted.
According to current enrollment regulations, the Ministry of Education and Training assigns quotas for the pedagogical majors based on training capacity, while universities determine their own quotas for other majors. Tan Trao University is assigned by the Ministry of Education and Training to enroll 1,003 pedagogical majors in 2021; 2,303 in 2022; 920 in 2023 and 860 in 2024.

Decree 116 stipulates 3 groups of student teachers who are entitled to tuition and living expenses support: ordering, bidding or according to social needs.
Pedagogical students of Tan Trao University are trained according to social needs. Every year, the school submits a request for additional funding to support tuition and living expenses for pedagogical students according to Decree 116, but it has not been implemented yet.
NTT student said that although she has entered her final year, she has not received any tuition or living expenses support. As a student with difficult circumstances, T. chose to study pedagogy because of the support policy and also because of her desire and interest in becoming a teacher.
“It is difficult but I am about to complete the course. If I receive support like the Decree, my life and my family's life will be less difficult,” she shared.
Every year, Hung Vuong University receives more than 200 orders from Phu Tho province. However, the school still faces some difficulties in implementing Decree 116.
According to statistics, the school has 124 pedagogical students enrolled from 2021 and 2022 who have not enjoyed the policies under Decree 116 because they are not subject to the assignment of orders from Phu Tho province.
Representatives of teacher training schools affirmed that Decree 116 has helped attract many excellent high school students to register and study. This means that the quality of input in the field of teacher training will increase, helping to form a higher quality team of teachers. According to this decree, teacher training students are exempted from tuition fees and receive a living allowance of 3.6 million VND/month.
Difficult for local
Faced with difficulties in implementing Decree 116, Tan Trao University has reported to the Ministry of Education and Training and the People's Committee of Tuyen Quang province. Tuyen Quang has sent a document to the Ministry of Finance to report and ask for guidance on implementing Decree 116; requesting the Ministry of Finance to consider providing guidance on funding sources and budgeting for tuition and living expenses support for pedagogical students training according to social needs, but there have been no specific instructions yet.
The delay and failure to provide funding to support students studying pedagogical majors as prescribed by Decree 116 significantly affects their rights.
This Decree stipulates that the funding to support tuition fees and living expenses for pedagogical students within the quota announced by the Ministry of Education and Training and belonging to the social needs group is arranged in the annual budget of teacher training institutions assigned by competent authorities according to the provisions of the State Budget Law.
Decree 116 clearly stipulates support for tuition and living expenses for pedagogical students in the group of training according to social needs. But so far, not all localities have been able to solve this.
In 2024, Saigon University will pay for 300 pedagogical students of the 2021 and 2022 courses to train according to social needs. After the first two years of implementation (2021 and 2022), Hung Vuong University found it difficult and decided to stop and only train the group that ordered from Phu Tho province.
The Ministry of Education and Training is synthesizing reports from schools to coordinate with localities and relevant ministries to ensure student rights; and is submitting to the Government for approval of the revised Decree 116.
