The Ministry of Finance has issued Circular 63/2023/TT-BTC amending and supplementing a number of articles of a number of circulars regulating fees and charges, to encourage the use of online public services (Circular 63).
According to the Circular, the Ministry of Finance will reduce from 10% to 50% the collection rate of 8 fees and charges until December 31, 2025 when performing online public services.
Specifically, there are 4 fees and charges that will be reduced from December 1, 2023 to December 31, 2025 when performing online public services as follows:
In case an organization submits an application for a license to use industrial explosives online, the fee rate is 90% of the fee rate prescribed in Circular No. 148/2016/TT-BTC.
In case an organization or individual submits an application or dossier requesting a license to conduct radiation work, the fee rate shall be 90% of the fee rate prescribed in Circular No. 287/2016/TT-BTC.
The fee for verifying citizen information and exploiting information results is 50% of the fee prescribed in Circular No. 48/2022/TT-BTC.
Fees for issuing, reissuing, and exchanging driving licenses (national and international) are reduced from VND 135,000/time to VND 115,000/time.
Thus, from December 1, 2023 to December 31, 2025, in case organizations and individuals submit applications for new issuance, re-issuance, or exchange of driving licenses, the fee will be 115,000 VND/issuance.
In addition, there are 4 fees and charges that will be reduced from January 1, 2024 to December 31, 2025 when performing online public services as follows:
In case a public service unit or enterprise submits an application for an extension of the certificate of eligibility for occupational safety technical inspection activities, the fee rate shall be 90% of the fee rate prescribed in Circular No. 245/2016/TT-BTC.
In case an organization or individual submits an application or dossier requesting the performance of work or services to protect industrial property rights, the fee rate shall be 50% of the fee rate prescribed in Circular No. 263/2016/TT-BTC.
In case Vietnamese citizens submit applications for passport issuance, the fee will be 90% of the fee prescribed in Circular No. 25/2021/TT-BTC.
In case an organization submits an application for a certificate of construction activity capacity, or an individual submits an application for a certificate of construction practice, the fee rate shall be 80% of the fee rate prescribed in Circular No. 38/2022/TT-BTC.
According to the Ministry of Finance , according to data from the National Public Service Portal, in 2022, the rate of online public service records reached 35.62% (9.6 million records submitted online/27 million total public service records). Thus, in reality, the number of records processed through online public services is not much, and there needs to be a policy to encourage the use of online public services.
The Ministry of Finance has received comments from many ministries and sectors requesting to reduce fees and charges for online public service provision. In addition, the issuance of the above Circular also aims to promptly implement the Prime Minister's direction in Directive No. 05/CT-TTg on preferential fees and charges to encourage people and businesses to use online public services.
