Review and propose urgent residential resettlement projects in 2024

The Department of Agriculture and Rural Development requests the Department of Finance and the People's Committees of districts and cities to pay attention to coordinating in reviewing and proposing urgent projects for stabilizing population in 2024.

According to the Official Dispatch, Hoa Binh province is focusing on implementing solutions to remove difficulties and obstacles in arranging and stabilizing the population in the province, focusing on rearranging the population in disaster-hit areas, especially in difficult areas, contributing to minimizing damage caused by natural disasters, protecting the safety of people's lives and property.

In order to have a basis and data to report to the Provincial People's Committee, the Department of Agriculture and Rural Development requests the Department of Finance to: Report on the use of the province's local budget reserve funds allocated in 2023 according to the provisions of Clause 1, Article 10 of the State Budget Law 2015 and the ability to allocate capital for projects to stabilize residents in urgent disaster areas and projects to arrange spontaneous migration.

At the same time, the People's Committees of districts and cities are requested to propose central budget reserve funds to support localities in implementing: Projects to stabilize residents in urgent natural disaster areas (risk of landslides, rockslides, flash floods, riverbank landslides that are dangerous and affect people's lives, livelihoods and property); Projects to stabilize spontaneous migrants (with important tasks related to national defense, security and social order and safety in the area) in accordance with Clause 2, Article 10 of the 2015 State Budget Law; Prioritize urgent and urgent residential stabilization projects that need to be implemented immediately to avoid affecting people's lives and property; Do not allocate to projects that have been allocated capital in the medium-term public investment plan for the 2016-2020 period, the 2021-2025 period, national target programs, programs, projects and other local tasks.

Prioritize the resettlement of residents in urgent natural disaster areas (risk of landslides, rockslides, flash floods, riverbank erosion that are dangerous and affect people's lives and property).

The project requesting support must be consistent with the planning, land use plan, socio-economic development plan and sectoral and field plans (rural residential planning, etc.) approved by the locality; The project has a suitable land fund planned to meet the requirements for resettlement arrangements for households; The project has an investment policy of the Provincial People's Council and a land fund to implement the arrangement and settlement of the population.

For projects not included in the list of projects to relocate and arrange residents in disaster areas, the province has reported to the National Steering Committee on Natural Disaster Prevention and Control and submitted to the Prime Minister for support from the 2023 State budget reserve fund.

Projects to stabilize residents in disaster-hit and spontaneously displaced areas that are being implemented unfinished (but have not yet been allocated capital in the medium-term public investment plan for the 2016-2020 period, the 2021-2025 period and other national target programs, programs, projects and tasks of the locality) to complete the projects before 2025, not to let them be left over for the period after 2025 in accordance with the Government's requirements in Resolution No. 22/NQ-NP dated March 1, 2020.

In addition, review and assess the urgency and necessity of each project according to the report outline. On that basis, propose 1-2 projects (for each subject: resettlement of residents in disaster areas, spontaneous migration) that are most urgent and can be implemented immediately and completed in 2024, and arrange them in order of investment priority.

Units are requested to complete the above contents and be responsible to the Chairman of the Provincial People's Committee and relevant agencies for the subjects of implementation, the accuracy of the information and data reported, and send them to the Department of Agriculture and Rural Development (through the Department of Rural Development) before November 7, 2023 for synthesis and reporting to the Provincial People's Committee and the Ministry of Agriculture and Rural Development according to regulations. The Department of Agriculture and Rural Development requests the Department of Finance and the People's Committees of districts and cities to pay attention to coordination and implementation.
