On the morning of February 21, Comrade Pham Minh Chinh, Politburo member and Prime Minister chaired an online conference with localities to implement the conclusions of the Central Committee and resolutions of the National Assembly and the Government on economic growth.

Attending the conference at Thai Binh bridge were comrades: Nguyen Khac Than, Secretary of the Provincial Party Committee; Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee, leaders of the Provincial People's Committee. This is the first conference between the Government and localities after the Government was reorganized after the ninth extraordinary session of the 15th National Assembly.

According to the announcement of the Ministry of Planning and Investment, in 2024, Vietnam's GDP will reach over 470 billion USD, with an average income per capita of about 4,700 USD. If GDP growth is about 7% per year, it will be very difficult to achieve the two 100-year goals: By 2030, Vietnam will be a developing country, modern industry, with an upper middle income, and by 2045, it will be a developed country, with a high income. Thus, in the next 2 decades, Vietnam needs to accelerate its breakthrough. Therefore, based on the Government's proposal, at the ninth extraordinary session of the 15th National Assembly, the National Assembly voted to pass the Resolution of the National Assembly supplementing the socio-economic development plan for 2025 with the target of growth reaching 8% or more, GDP scale reaching over 500 billion USD, GDP per capita of over 5,000 USD, average consumer price index (CPI) growth rate of about 4.5 - 5%.
At the conference, delegates focused on discussing solutions to promote economic growth, including promoting disbursement of public investment capital, making efforts to complete key national projects, supporting and removing difficulties for businesses to promote sustainable production, business and export development, etc.

In his concluding remarks, Comrade Pham Minh Chinh, Politburo member and Prime Minister, emphasized the determination to achieve growth of 8% or more in 2025 with the spirit: The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, the Fatherland has expected, only discuss and do, not retreat.
The Prime Minister also presented many lessons and viewpoints on direction and management, including the need to continue to innovate thinking, ways of thinking, ways of doing, new approaches, go beyond one's own limits, think deeply, do big things, mobilize people's resources to create new momentum, develop the economy - society quickly and sustainably, ensure macroeconomic stability, promote growth, curb inflation, ensure social security, build a bright, green, clean and beautiful environment. In addition, grasp the situation, respond promptly, flexibly and effectively to arising issues.
The Prime Minister emphasized many key groups of tasks, in which ministries, branches and localities must assign specific targets to their subordinates, along with inspecting, urging and supervising the effective implementation of Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; focusing on training high-quality human resources, increasing labor productivity; continuing to remove difficulties and obstacles for people and businesses. Along with that, continue to perfect institutions, pilot outstanding mechanisms and policies; promote disbursement of public investment capital, not spreading investment but focusing on large projects with "leverage"; promote attracting private investment and attracting FDI.
The Prime Minister also requested to implement effective monetary and fiscal policies, focusing on developing emerging industries.
