DNVN - The Ministry of Construction has just directed functional units to focus on rectifying and handling price manipulation, real estate speculation and inspecting and examining real estate investment and construction projects.
On February 7, 2025, Deputy Minister of Construction Nguyen Van Sinh signed a decision to promulgate the Plan to implement Official Dispatch No. 130/CD-TTg dated December 10, 2024 of the Prime Minister on urging focused direction, promptly removing difficulties and obstacles to promote the implementation of social housing projects and Official Dispatch No. 03/CD-TTg dated January 15, 2025 of the Prime Minister on focusing on rectifying and handling price manipulation, real estate speculation and inspecting and examining real estate construction investment projects.
The purpose of the plan is to synchronously and effectively implement the Secretariat's directives, the Government's decisions and the Prime Minister's dispatches on social housing development in the new situation, the National Housing Development Strategy to 2030 and vision to 2045. Focus on promoting the development of social housing, industrial park workers' accommodation and effectively implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030".
At the same time, strengthen control and stabilize the real estate market, housing prices and promptly rectify and handle real estate manipulation, price hikes and speculation; synchronously and effectively implement tasks and solutions to remove obstacles and promote the safe, healthy and sustainable development of the real estate market.
The plan to implement Official Dispatch No. 130/CD-TTg and Official Dispatch No. 03/CD-TTg dated January 15, 2025 clearly identifies the key tasks assigned by the Ministry of Construction to functional units, including: strengthening the organization of training, propaganda, and dissemination of the contents of the Housing Law, the Law on Real Estate Business and detailed regulations and instructions.
Urge localities to review, supplement planning, and allocate land funds to develop social housing in urban areas and workers' housing in accordance with the law. Strictly implement the regulation of allocating 20% of land funds for social housing in housing projects and urban areas and ensure the need for social housing development in the area.
Strengthen inspection, examination and handling of violations in the implementation of laws on social housing development. Direct and coordinate with the Ministry of Public Security and People's Committees of provinces and centrally-run cities to inspect, examine and review real estate business activities of enterprises, investors, real estate trading floors and real estate brokers in the area.
Inspection and examination activities should pay special attention to areas and projects with unusual price increases; promptly correct, prevent and strictly handle violations according to authority.
In the plan, the Ministry of Construction also directed the research and proposal of the pilot project of the model "Real estate transaction center and land use rights managed by the State"; monitor the real estate market situation to promptly have measures and solutions to regulate and stabilize the market.
