Reorganize all vocational schools
Delegate Tran Thi Thanh Huong (National Assembly Delegation of An Giang Province) said that there were still unreasonable, overlapping, scattered, and duplicated training occupations and asked Minister Dao Ngoc Dung about solutions to rectify this situation so that vocational education is more closely linked to the labor market and human resource needs of each industry and each locality.

Responding to the question of delegate Tran Thi Thanh Huong, Minister Dao Ngoc Dung said that vocational training is being carried out in the spirit of autonomous training institutions, except for some high-quality training occupations that are ordered by the State. The general situation of schools is that they train when they can recruit students, but do not train according to market demand.
Recently, the Ministry of Labor, War Invalids and Social Affairs has coordinated with 63 provinces and cities to re-plan the vocational education network, merging secondary schools and vocational education centers according to the 3-in-1 and 2-in-1 principles. In 2023, all vocational schools in localities will be reorganized in the spirit of the Vocational Education Strategy to 2030, with a vision to 2045 approved by the Government. This will avoid duplication in functions and training professions.
Also related to the content of rearranging the network of vocational education institutions, in the response to the question of delegate Nguyen Danh Tu (National Assembly Delegation of Kien Giang province), Minister Dao Ngoc Dung stated that this rearrangement needs to be linked to socio-economic development planning, regional planning, local planning and planning of occupations, fields, etc. At the same time, the entire vocational education system of ministries, branches and organizations needs to be rearranged.

Vocational school arrangement is still forced
In response to Minister Dao Ngoc Dung's answer, delegate Duong Minh Anh (National Assembly Delegation of Hanoi City) affirmed his agreement with the planning of the network of vocational training institutions. However, delegate Duong Minh Anh expressed his opinion that the arrangement of the network of these institutions in localities in the past was still forced and mechanical, not taking into account the specific factors of some fields, leading to many shortcomings in training and enrollment, especially in the fields of literature and arts.
According to delegate Duong Minh Anh, the specific policies and regimes for teachers teaching in these fields still have many shortcomings, making the training of human resources for artists and writers increasingly difficult. Therefore, the delegate suggested that the Ministry of Labor, War Invalids and Social Affairs thoroughly review and re-evaluate the recent arrangement to avoid a shortage of cultural and artistic human resources in the future.
Responding to the debate of delegate Duong Minh Anh, Minister Dao Ngoc Dung emphasized that not only in the field of culture and arts, but also in other localities and fields, when rearranging vocational training schools, there are some cases that are still forced.

Specifically, there are cases where the health sector is grouped with industry, mechanics or culture, arts are grouped with other sectors to meet the criteria of reducing vocational colleges in localities. From there, Minister Dao Ngoc Dung expressed the view that it is necessary to arrange more appropriately for sectors with specific and specialized characteristics such as health, culture, arts, etc.
Minister Dao Ngoc Dung also stated that, according to Resolution No. 19-NQ/TW dated October 25, 2017 on continuing to innovate the organization and management system, improving the quality and efficiency of public service units, only schools that have been operating ineffectively for 3 consecutive years will be reorganized. However, recently, the reorganization and reduction of vocational schools have shown some shortcomings. The reorganization of local secondary schools is decided by the locality. Therefore, the Minister suggested that localities consider and review to have appropriate solutions and decisions.
