The Quang Binh Province Health Education and Communication Center project was approved by the Quang Binh Provincial People's Committee on October 30, 2015, located in Dong Phu Ward, Dong Hoi City, with the Department of Health as the investor.

Hung Dung Construction and Trading Company Limited is the project consultant. Quang Binh Province Civil and Industrial Construction Investment Project Management Board is the project manager.

The project has a total investment of 49.3 billion VND from the central and provincial budgets, with implementation period from 2016 - 2020, then extended to 2022.

From 2022 to present, the project has not been completed, some auxiliary items are unfinished and cannot be accepted and put into use.

As of December 31, 2022, the implementation volume of the new package has only reached about 79% of the contract value, with a total disbursed value of more than VND 39.4 billion.

According to records, up to now the project has basically completed the rough construction, solid construction with glass and brick cladding on the outside...

The fence outside the campus is also basically completed, however, there is no entrance gate so it is blocked with simple bamboo and wooden bars. In addition, due to long-term disuse, weeds have grown all over the project campus.

According to the Management Board of Civil and Industrial Construction Investment Projects of Quang Binh province, the construction package of the main building and auxiliary items implemented by Hanoi Real Estate Investment and Trading Joint Stock Company has basically completed the rough construction and finishing works such as floor tiling and exterior tiling.

However, from the second half of 2022, the contractor has been implementing the project at a slow pace, without drastic solutions, without concentrating human resources, machinery and equipment... so it has not completed the progress according to the signed contract.

Extend progress, provide additional capital to complete

Most recently, the People's Council of Quang Binh province announced that it has just issued a resolution to adjust the project's investment policy. Accordingly, the project's completion time has been adjusted from 2022 to 2025.

Along with that, adjust the structure of central budget support capital (Health - Population Target Program) and provincial budget capital.

The reason for the adjustment is because the implementation process is slow and does not meet the disbursement schedule due to subjective and objective reasons, so the capital has been withdrawn by the Central Government.

Therefore, it is necessary to supplement provincial budget capital and adjust project implementation time so that investors have a basis to complete the project, ensuring the approved project goals and effectiveness.

Mr. Duong Thanh Binh, Director of Quang Binh Department of Health, said that the province will supplement the missing capital to complete the project, specifically about 9.9 billion VND.
