Parents surround schools to apply for their children and hot spots for 2024 enrollment

(Dan Tri) - The incident of hundreds of parents surrounding Tay Mo 3 Primary School from early morning to late at night to ask for admission for their children is one of the prominent exam and admission hotspots in 2024.


Parents "surrounded" Tay Mo 3 school for 16 hours, demanding public disclosure of enrollment information.

At 6:20 a.m. on August 21, hundreds of parents "surrounded" the gate of Tay Mo 3 Primary School, demanding that the school make the enrollment issue public.

Most parents in this group have children studying in grades 2-5 at Ly Nam De Primary School and other schools outside Tay Mo ward, and want to transfer their children to a school closer to home according to their permanent and long-term temporary residence registration.

According to the Project to establish Tay Mo 3 Primary School issued on May 25 by the People's Committee of Tay Mo Ward, this school will receive students from grades 2-5 in the 2023-2024 school year of Tay Mo and Ly Nam De Primary Schools, who are residents of residential groups 7, 8, 9, 10, 11, 12 and ungrouped buildings in the urban area.

However, in early July, the District People's Committee issued Decision 1388 to separate Tay Mo Primary School into Tay Mo Primary School and Tay Mo 3 Primary School.

To implement this decision, the Department of Education and Training of Nam Tu Liem district organized the separation of 1,111 students from Tay Mo Primary School to Tay Mo 3 Primary School, without taking students from other primary schools.

It is worth noting that this separation was only officially announced to parents residing in the area at 9:30 p.m. on August 21, 15 hours after parents "surrounded" the school to pressure and demand that enrollment information be made public.

Throughout the day of August 21, representatives of the Department of Education and Training and the school principal did not speak clearly, and even avoided answering questions about whether Tay Mo 3 School was recruiting students or not.

Previously, parents had no information about the school only accepting students from Tay Mo Primary School despite searching through many different channels. Parents whose children studied at Ly Nam De Primary School were also given a list of schools to transfer to according to their wishes by teachers on July 15.

Students on this list do not have to register for uniforms and textbooks for the new school year. This leads parents to believe that their children will be transferred to a new school closer to home.

On August 23, leaders of Nam Tu Liem District and representatives of relevant agencies had a dialogue with parents. At the meeting, Vice Chairwoman of Nam Tu Liem District People's Committee Do Thi Thuy Ha apologized for the information not reaching parents. Ms. Ha also affirmed that the parents' wishes were "legitimate and appropriate".

On August 27, the Department of Education and Training of Nam Tu Liem District officially announced a solution. Accordingly, Tay Mo 3 Primary School will not accept more students because "the facilities do not meet the requirements for educational quality".

Thus, all 523 applications for Tay Mo 3 school were not processed. Instead, other primary schools in the area will accept these students if the parents wish. These schools include Dai Mo 3 Primary School, Tay Mo Primary School and Ly Nam De Primary School. The vast majority of parents later approved this plan, ending an unprecedented scandal in Hanoi.

The above incident once again raises questions about local school planning and enrollment. This is also a problem that cities with high rates of mechanical population growth must solve.

Ams School stops enrolling in grade 6

At the end of January, the Hanoi Department of Education and Training sent an official dispatch to the Ministry of Education and Training regarding the enrollment of Hanoi - Amsterdam High School for the Gifted for the 2024-2025 school year.

In the reply, the Ministry of Education and Training affirmed that "there is no junior high school level in specialized schools". The basis for this content is Clause 1, Article 62 of the 2019 Education Law. At the same time, enrollment in non-specialized classes of specialized schools will only be carried out until the end of the 2023-2024 school year.

Thus, in accordance with the regulations of the Ministry of Education and Training, Hanoi - Amsterdam High School for the Gifted is not allowed to enroll non-specialized grade 10 students nor grade 6 students from the 2024-2025 school year.

Also affected by this regulation is Tran Dai Nghia High School for the Gifted, Ho Chi Minh City. Faced with having to stop enrolling 6th graders like Ams School, the Ho Chi Minh City People's Committee has separated Tran Dai Nghia High School for the Gifted into two independent schools, including the High School for the Gifted and the Tran Dai Nghia High School for the Gifted.

Thus, the secondary school system of Tran Dai Nghia Inter-level School will still enroll 6th grade students for the 2024-2025 school year without interruption.

However, Hanoi did not do the same with Ams School. On April 2, Vice Chairman of Hanoi People's Committee Vu Thu Ha directed to stop enrolling students in grade 6 of Hanoi - Amsterdam High School for the Gifted according to regulations.

At that time, the Capital Law had not yet come into effect and Hanoi did not have a specific mechanism for education.

The secondary school system of Hanoi - Amsterdam High School for the Gifted has been recruiting students since 1992, often called Ams2 to distinguish it from the high school system. In 2009, the city decided to turn Ams2 into a high-level secondary school training system, creating a source of specialized students. Every year, Ams2 recruits about 200 students with strict application requirements.

In the 2023-2024 school year, students who want to take the entrance exam to grade 6 of this school must have completed 5 years of primary school with excellent learning and training tasks, and must not have more than 2 9 points in all subjects during the 5 years.

Ho Chi Minh City sharply reduces public grade 10 enrollment quota

On April 17, the Department of Education and Training of Ho Chi Minh City announced the enrollment quota for 113 public high schools for the 2024-2025 school year. Accordingly, the total quota is 71,020, a decrease of 6,124 quotas compared to the 2023-2024 school year.

Explaining this decision, Deputy Director of the Department of Education and Training of Ho Chi Minh City Le Hoai Nam said that the assignment of quotas for public grade 10 must first ensure the division of students according to Government regulations, that is, about 70% of junior high school graduates enter the public high school system. The rest continue to study at private schools, vocational schools, and vocational education and continuing education centers.

In addition, in 2023, when the public 10th grade enrollment period ends, schools in the city will still have 3,000 extra 10th grade seats. The subsequent additional enrollment period only received about 1,000 additional applications. Therefore, the Ho Chi Minh City Department of Education and Training has reduced the quota to be closer to reality.

However, just one month later, the Department announced the addition of 5,535 10th grade quotas to 62 public high schools, raising the total enrollment quota to about 76,760 students, nearly the same as last year.

At the end of the enrollment period, Ho Chi Minh City continued to recruit more than 2,000 public high schools. However, while the lower-ranking high schools almost met their enrollment targets, the top-ranking schools had few students registering, and some schools even had no students applying. One of the reasons was that many students with high scores came from private middle schools and took the 10th grade exam just for experience.

Hanoi's public 10th grade benchmark scores fluctuate, one school drops 16 points

On July 1, Hanoi announced the benchmark scores for public 10th graders. This year’s benchmark scores fluctuated strongly as many schools in suburban areas or at the bottom of the list increased by 2.25-8 points. Meanwhile, the top schools showed two trends, either decreasing by 1-2 points or increasing by 0.25-1.25 points.

Notably, Doan Ket High School, Hai Ba Trung District, dropped 16.25 points, from the top of the benchmark in 2023 to the bottom of the benchmark in 2024. This year's benchmark score of the school is only 23.75 points, while last year the school took 40 points.

It is normal for admission scores to increase or decrease over the years. A school with a high admission score one year will receive fewer applications the following year, leading to a lower admission score.

On the contrary, schools with low benchmark scores will attract parents to apply, leading to an increase in benchmark scores next year.

However, the benchmark score reduction of 16.25 points like Doan Ket High School in Hai Ba Trung District is unprecedented. In the supplementary enrollment period, Hanoi allowed Doan Ket School to enroll students "over the line". Many students with 40 points were admitted to the school during this period.

Another notable event related to the 10th grade public school benchmark in Hanoi in 2024 is that Chu Van An High School is no longer "standing alone" like many years ago.

The first announced benchmark score of Chu Van An School is 42.5, down 2 points compared to 2023, equal to the benchmark scores of Yen Hoa and Le Quy Don schools (Ha Dong).

However, in the additional recruitment round, the admission score to Chu Van An decreased by 0.5 points to 42 points. Along with Yen Hoa school decreasing by 0.25 points to 42.25 points, Le Quy Don school for the first time surpassed the number 1 position in Hanoi in terms of admission score.

This is also the first time in the past 10 years that a high school has surpassed Chu Van An School in terms of non-specialized grade 10 benchmark scores.

Abnormalities in block C of high school graduation exam

The 2024 high school graduation exam saw signs of "inflation" in the C00 block (literature, history, geography) scores when many candidates scored 27 points (equivalent to 9 points/subject) but still failed the university entrance exam.

This is clearly seen through the extremely high admission scores in popular majors, such as Literature and History Education at Hanoi National University of Education with admission scores of up to 29.3. This major requires candidates to achieve nearly 9.77 points per subject to be admitted. Candidates with 29 points have no chance.

The Public Relations Department of the University of Social Sciences and Humanities - Vietnam National University, Hanoi - holds the second position in terms of benchmark scores for block C00 this year with 29.1 points, equivalent to 9.7 points/subject.

If you only get 27 points in block C00, you will have almost no chance to study Literature, History, and Geography Pedagogy at most universities that offer pedagogy training across the country, including many local universities such as Hai Phong University, Da Lat University, Hue University, Da Nang University, Can Tho University, etc.

The 2024 high school graduation exam has a different score distribution for literature compared to before. Accordingly, there is a sharp increase in the number of scores from 9 and above in this exam.

Specifically, there are 2 candidates with a score of 10, 1,843 candidates with a score of 9.75, 14,198 candidates with a score of 9.5, 26,758 candidates with a score of 9.25, and 49,254 candidates with a score of 9. The total number of candidates with a score of 9 or higher is 92,055 candidates.

With the C00 block combination, the number of candidates scoring 27 points or more is 23,343, an increase of nearly 930%, equivalent to more than 10 times compared to 2023.

The "inflation" of high scores in block C00 also led to a record number: 19 candidates achieved valedictorian status with a score of 29.75 points.

Meanwhile, the quota for block C00 in hot majors and "top" schools is very limited.

The proportion of candidates taking social subjects is much higher than that of candidates taking natural subjects, which is one of the reasons for the "inflation" of group C scores. In addition, the exam questions for social subjects are said to have little differentiation.

174 grade 10 students were illegally enrolled, half a semester later but still not on the Department's system

At the end of October, parents reported that 174 grade 10 students of To Hien Thanh High School were not listed in the system of the Hanoi Department of Education and Training even though the school year had already started for 3 months. The reason was that the school had not been given enrollment quotas by the Department this year.

The incident surprised public opinion when a school that was not given a quota was still able to enroll students.

174 students are at risk of "dropping out of school".

The school explained that in previous years, the school had been recruiting students normally. But this year, the school was not granted a quota "due to not meeting the legal requirements for the location of operation."

To Hien Thanh High School has asked the Department for permission to transfer 174 students to Van Lang High School, which still has surplus enrollment quotas for grade 10, ensuring that students' studies are not interrupted. Students will be able to maintain the same curriculum and tuition fees.

The Hanoi Department of Education and Training later approved this plan.

By the morning of November 27, 174 10th grade students that To Hien Thanh High School illegally recruited were transferred to new schools, officially having their names and codes on the Department of Education and Training's system.

To Hien Thanh School also received an administrative fine of 20 million VND for violating regulations on organizing educational activities without permission.
