A representative of the Hanoi Department of Education and Training said that regarding the case of To Hien Thanh High School (Ha Dong, Hanoi) illegally enrolling 174 students, the Department will coordinate with facilities to find a solution to ensure the rights of students.
Recently, many parents were confused when they discovered that 174 grade 10 students of To Hien Thanh High School for the 2024-2025 school year were not listed in the system of the Hanoi Department of Education and Training, even though the school year had already started for 3 months.
The reason is that To Hien Thanh High School was not assigned enrollment targets for the 2024-2025 school year because it "does not meet legal conditions regarding its operating location". This causes 174 students to not have student codes in the Department of Education and Training's system.
Ms. Nguyen Thi Thu Ha, a parent, said that her child was admitted to the school based on his/her academic records. According to her research, To Hien Thanh High School was established nearly 30 years ago and is listed by the Department of Education and Training.
“In previous years, the school still recruited students normally, so after my child enrolled for 3 months, I discovered that the school was ‘secretly teaching’. I felt worried and insecure about the future of my child as well as 173 other 10th graders,” said the female parent.
Similarly, Ms. Tran Hang Nga, another parent, said that when her child failed to pass the entrance exam to a public school, the family chose To Hien Thanh High School because it was close to home. Her child's studies went on normally until Ms. Nga learned that the school her child was attending was not licensed to enroll 10th graders this year.
Sharing with the press, a representative of To Hien Thanh High School admitted that the school had enrolled students without permission.
After the incident "broke out", the school held a meeting with parents and proposed to the Hanoi Department of Education and Training to transfer 174 10th grade students from this school to Van Lang High School (Dong Da district, Hanoi).
However, this also depends on whether the enrollment quota of the school you are transferring to is sufficient, whether the facilities are adequate, the difference in tuition fees between the two schools, whether the subject combinations chosen match...
Regarding this incident, a representative of the Hanoi Department of Education and Training said that To Hien Thanh High School had reported it and the unit was aware of the incident. In the immediate future, the Department will coordinate with facilities to find the best solution in the spirit of ensuring the rights of students.
Regarding the school's "secret teaching", the Department affirmed that it will handle it after everything is settled.
The process of assigning 10th grade enrollment quotas is implemented quite strictly by the Department of Education and Training. According to the annual plan, the Department has a document deciding to establish inspection teams to inspect the 10th grade enrollment conditions of all public, private, secondary and college schools, then the teams will directly inspect each unit and school.
The inspection content focuses on conditions to ensure educational quality such as: facilities, teaching equipment, teaching staff, financial transparency, educational quality transparency and commitment to educational quality...
Based on the results of the inspection, the Department of Education and Training will assign enrollment quotas for grade 10 to each school. Schools that do not meet the conditions for ensuring educational quality will not be assigned enrollment quotas. The enrollment quota assignment time is around April every year.
After the first round of quota allocation, for facilities that do not meet the requirements, the Department of Education and Training will create opportunities for schools to complete and supplement the missing content and will continue to have additional quota allocation rounds. In July 2024, the Department of Education and Training will assign more than 1,500 additional grade 10 quotas to non-public high schools and vocational education and training centers.
By mid-September 2024, the Hanoi Department of Education and Training continued to assign 10th grade enrollment quotas for the 2024-2025 school year to 4 schools with a total of 117 quotas. Also in this announcement, the Hanoi Department of Education and Training affirmed: no enrollment quotas were assigned to To Hien Thanh High School.
