"Accidentally" recruiting hundreds of students without permission, what does a high school in Hanoi say?

(Dan Tri) - Ms. Nguyen Thi Anh Tuyet, Principal of To Hien Thanh High School, admitted to the illegal enrollment and said she is trying to find a way for students to have a legal place to study.


According to feedback from parents, 174 grade 10 students of To Hien Thanh High School in the 2024-2025 school year are not listed in the system of the Hanoi Department of Education and Training (DET) even though the school year has started for 3 months.

The reason is that the school was not given enrollment quotas by the Department this year.

Parents have known about this incident since the end of September, through the press and documents of the Hanoi Department of Education and Training.

Ms. Nguyen Thi Thu Hang - parent of a student at To Hien Thanh High School - said that the homeroom teacher persuaded parents to wait for the school to request additional quotas for the additional round.

"But after waiting for more than a month, the school still has no answer. The children still have to study secretly," Ms. Hang worriedly said.

Ms. Hang's child was admitted to the school based on academic records at the end of April. Before submitting her child's application, Ms. Hang researched the school through many information channels.

"The school was established in 1997 and is on the list of the Department of Education and Training. In previous years, the school still recruited students normally. Therefore, I was really shocked when I learned that my child had enrolled for 2 months and then found out that the school had not been given a quota," Ms. Hang said indignantly.

Ms. Hang believes that education authorities should have announced this earlier, not until the end of September - when school enrollment had closed and all students had settled into their places of study.

Sharing with Dan Tri reporter, Ms. Nguyen Thi Anh Tuyet, Principal of To Hien Thanh High School, admitted that the school had recruited students without permission.

Normally, private schools post enrollment information for the first grade from February to March. Meanwhile, it is not until mid-April that the Department of Education and Training will issue the first enrollment quota to schools.

The 2nd and 3rd rounds of quota allocation may last until after the public 10th grade exam.

In 2024, the Hanoi Department of Education and Training will provide more than 1,000 additional quotas for private schools around mid-July.

This is the reason why many private schools enroll students when they are not sure about the assigned quota.

Ms. Tuyet said: "The school tried to supplement the application to get it accepted but in the end it was still not accepted."

The principal of To Hien Thanh High School reported and proposed to the Hanoi Department of Education and Training to transfer 174 10th grade students to Van Lang High School in Dong Da district.

According to Ms. Tuyet, Van Lang School still has more than 200 remaining quotas, and is located in the inner city, convenient for students.

"We are working hard with the management agency and are ready to do everything possible to provide students with a legal place to study," said Ms. Tuyet.

To Hien Thanh High School currently has more than 400 students. The school's educational activities are located in Van Quan Ward, Ha Dong District.

According to Notice No. 3205 dated September 19 of the Hanoi Department of Education and Training, To Hien Thanh High School was not granted a quota "due to not meeting the legal conditions for the location of operation".

Also in this Notice, the Hanoi Department of Education and Training rejected the proposal to add enrollment quotas to 3 other private schools including: Hanoi Star Primary, Secondary and High School - Hoang Mai, Bac Duong High School, Everest Primary, Secondary and High School.

The reason given is that the records of these units do not have sufficient legal basis regarding ownership, facilities, and location of operation.

Notably, the Department issued the announcement two weeks after the new school year began and the school had completed enrollment.

Only 2 high schools that recruited more than the 10th grade quota were accepted for additional enrollment after administrative sanctions: Mac Dinh Chi High School (exceeding the quota by 32) and Lac Long Quan High School (exceeding the quota by 38).

In the 2024-2025 school year, the enrollment target for grade 10 assigned by Hanoi to public high schools, autonomous public high schools, private high schools, vocational education - continuing education centers is about 120,000.

Specifically, 127 public and autonomous public schools were assigned 77,250 quotas in the first phase.

There are 99 private schools assigned about 35,000 quotas.

The list of foreign-invested schools has 3 schools with 308 targets.

The list of vocational education and continuing education centers has 29 centers with about 12,000 targets.
