On the morning of October 12, the 8th National Farmers' Forum - 2023, with the theme: "Vietnam Farmers' Union participates in developing collective economy in agriculture" was held in Hanoi.

Speaking at the forum, Deputy Prime Minister Le Minh Khai emphasized that the collective economy is an important component that must be consolidated and developed together with the state economy to become a solid foundation of the national economy. The Party and State also clearly identify and consider the collective economy as one of the four indispensable economic components, creating the superiority of the socialist-oriented market economy in our country.
Many cooperatives and cooperative groups, after being supported by farmers' associations, have been profitable, creating more jobs and producing quality, safe agricultural products, building OCOP product brands; agricultural cooperative models organizing production and business associated with the value chain are increasing, many cooperatives have registered to produce according to food safety standards and VietGAP standards. However, cooperatives currently face many difficulties and challenges in terms of capital, land, agricultural product consumption, management capacity, mechanisms and policies for operation and activities in the agricultural sector.
In that spirit, Deputy Prime Minister Le Minh Khai suggested that, first, we should properly and fully assess the nature, position, role and importance of the collective economy in the socialist-oriented market economy. The Ministry of Planning and Investment shall preside over and coordinate with relevant agencies to promptly complete the National Steering Committee on the Collective Economy under the direction of the Party Central Committee in Resolution No. 20-NQ/TW.
Second, farmers' associations at all levels continue to mobilize and guide the establishment of many new cooperatives and cooperative groups based on branches and professional associations. Striving for the common goal that by 2030, the whole country will have 140,000 cooperative groups and 45,000 cooperatives with 2 million members.
Third, the Government Office shall coordinate with the Central Committee of the Vietnam Farmers' Union to preside, the Ministry of Agriculture and Rural Development, the Ministry of Planning and Investment and relevant ministries and agencies shall urgently submit to the Prime Minister for approval the "Project on Vietnam Farmers' Union participating in collective economic development in agriculture". The project must ensure feasibility, mobilize social resources; promote and further enhance the role of farmers' unions in participating in collective economic development, encourage new approaches, and form sustainable linkage chains.
Fourth, ministries, branches and localities, according to their functions and tasks, need to focus on researching and removing difficulties and obstacles raised by representatives of cooperatives, and not shirk responsibility.
Fifth, improve the effectiveness and efficiency of state management in the collective economic sector; prioritize resources, allocate funding, and staff to monitor collective economic and cooperative innovation in agencies and units from the central to local levels.
Sixth, strengthen international cooperation to attract resources to support the development of collective economy and cooperatives in agriculture and expand markets, introduce product consumption; train and improve the qualifications of human resources of collective economic organizations; build mechanisms and policies for training, fostering and attracting young intellectuals to work in cooperatives, meeting the increasing demands in building value chains and international integration.
Seventh, cooperatives must be proactive, creative, and innovative in their thinking and working methods, shifting from agricultural production thinking to agricultural economics, integrating multi-values; products must have brands, high quality, meeting domestic and international markets, especially associated with the One Commune One Product (OCOP) Program brand.
Eighth, the Vietnam Farmers' Association maintains a forum, creating a useful playground for farmers to share and propose experiences in production and business practices; at the same time, make proposals and recommendations so that the Government, the Prime Minister, ministries, branches and localities can promptly have solutions and policies to remove difficulties.

At the forum, Mr. Luong Quoc Doan, Chairman of the Central Executive Committee of the Vietnam Farmers' Union, said that up to now, the Union has attracted nearly 570,000 farmer households to participate in projects and groups of households to build production and business models, and established over 23,000 effective collective economic models. Of which, there are over 3,800 cooperatives and over 19,000 cooperative groups with an average revenue of 4.7 billion VND per cooperative, profit of 350 million VND/year; average revenue of each cooperative group is about 240 million VND/year, profit of nearly 40 million VND/year; the number of cooperatives with products meeting OCOP standards of 3 stars or higher is increasing with over 700 cooperatives (accounting for nearly 20%).
Launching "Outstanding Vietnamese Farmers Network"
Within the framework of the forum, Nong Thon Ngay Nay (Dan Viet) Newspaper launched the "Outstanding Vietnamese Farmers Network", connecting nearly 800 outstanding farmers across the country who have been voted and honored over the past 11 years.
Mr. Nguyen Van Hoai, Deputy Editor-in-Chief of Nong Thon Ngay Nay (Dan Viet) Newspaper, said that the formation of the "Excellent Vietnamese Farmers Network" aims to gather and connect outstanding Vietnamese farmers of all periods to exchange, learn, seek markets, cooperate in investment; share experiences, and exchange information in agricultural production.
