On the morning of June 27, the Steering Committee (SC) of Program No. 08-CTr/TU dated July 16, 2021 of the Provincial Party Committee on "Building a team of key cadres at all levels, especially at the strategic level with sufficient qualities, capacity and prestige equal to the task; improving the quality of human resources, especially human resources in rural areas to overcome bottlenecks and bottlenecks in human resource quality in the period 2021 - 2025" held a meeting to review the mid-term implementation of the program and deploy key tasks in the next period. Comrades: Trieu Dinh Le, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the Standing Committee of the SC; Nguyen Thuy Anh, Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, Deputy Head of the SC co-chaired.
Attending were members of the Steering Committee; representatives of the Standing Committees of the districts, City Party Committee, Party Committee of the Provincial Agencies and Enterprises; members of the Steering Committee's Working Group.
After 2 years of implementing Program No. 08-CTr/TU of the Provincial Party Committee, all levels and sectors of the province have advised on the promulgation of regulations on personnel planning, approved the planning of the Executive Committee, Standing Committee and key positions of departments, branches and sectors for the new term, and submitted to the Politburo and the Central Organizing Committee for approval of the planning of key positions at the provincial level. The training and fostering of cadres, civil servants and public employees of the province has been paid attention to by all levels and sectors; gradually improving the quality of human resources in the province.
Planning the Provincial Party Executive Committee for the 2025 - 2030 term with 61 comrades (equal to 1.15 times); planning the Provincial Party Standing Committee for the 2025 - 2030 term with 21 comrades (equal to 1.4 times); planning key leadership positions of the province for the 2025 - 2030, 2026 - 2031 terms; approving the planning of leadership and management positions of departments, branches, sectors, the Fatherland Front, provincial unions and equivalent; districts, City Party Committees, Party Committees directly under the Provincial Party Committee for the 2025 - 2030, 2026 - 2031 terms with 655 people; 180 cadres and civil servants participated in training for the planning source of the Provincial Party Executive Committee for the 2025 - 2030 term, and the planning source of leaders of departments, branches, and equivalents for the 2026 - 2031 period.
From 2021 to May 31, 2023, 210 cadres under the management of the Provincial Party Committee were mobilized, transferred, appointed, reappointed, and introduced as candidates for election, including 45 comrades, 12 comrades, 9 comrades, 42 comrades, and 102 comrades. The comrades considered, mobilized, transferred, appointed, and introduced as candidates all have their own personal action programs and commit to implementing the action programs well, and submit them to the Provincial Party Committee for consideration and comments before appointment. 100% of district Party Committees, City Party Committees, and Party Committees directly under the Provincial Party Committee, based on the program and plan, develop plans to rotate and mobilize civil servants under their management. In the 2021 - 2023 period, 217 comrades will be rotated and transferred, including 173 district-level cadres and 44 commune-level cadres.
Carry out well the communication work on vocational education in many diverse and rich forms. From August 2021 to May 2023, organize 116 communication conferences, disseminate policies, labor market information, career orientation, vocational training counseling in districts in the province with 27,296 participants; organize 6 startup forums for students and youth union members with 3,288 participants; activities in response to World Youth Skills Day and Vietnam Labor Skills Day with 240 participants...
From now until the end of the 2020 - 2025 term, the districts, City Party Committees, Party Committees directly under the Provincial Party Committee, Party Executive Committees, Party Delegations, departments, branches, and organizations will continue to thoroughly grasp and effectively implement Program No. 08-CTr/TU, Project No. 06-DA/TU of the Provincial Party Committee, Project on developing vocational education and improving the quality of rural labor. Agencies and units assigned with tasks will continue to closely follow the content of the program and project, proactively organize and implement to ensure the set goals, targets, and tasks. Strengthen periodic inspection and supervision of the implementation of the Provincial Party Committee's programs and projects; inspect the teaching and learning of professional training courses, political theory training; and the results of sending cadres to participate in postgraduate training courses according to the project's objectives. Implement well the coordination and two-way reporting between agencies, units, localities in the province and the Steering Committee of Program No. 08 -CTr/TU.
In addition to the achieved results, there are still some limitations and difficulties such as: the level of doctoral training in some professions has not met the planned targets, only focusing on some professions (health, education, culture); the number of skilled workers is not high, the number of vocational teachers is still lacking compared to the training needs of vocational training institutions; facilities and equipment have not been invested synchronously; the linkage of vocational training with job creation between training units and labor-using enterprises is still limited...
Discussing at the meeting, delegates pointed out objective and subjective causes leading to a number of difficulties and problems, and proposed solutions to remove and overcome bottlenecks and bottlenecks in the quality of human resources, especially human resources in rural areas.
In his concluding remarks, comrade Trieu Dinh Le requested each member of the Steering Committee, leaders of districts and cities to continue to study in depth the contents of the project and program, on that basis, promote propaganda and awareness of the program among Party committees, cadres and party members. Review the targets in the project and program, each unit, on that basis, which content is really necessary to supplement, which content is not necessary to adjust. The standing agency advising the Steering Committee has a document assigning more clear tasks to departments, branches and localities in the province to implement the targets in the program with specific responsibilities. The directly related units urgently organize sufficient recruitment or create sources, especially English teachers, IT teachers, vocational teachers at vocational training centers of the province.
Districts coordinate with the Department of Labor, War Invalids and Social Affairs to promote training and fostering links for rural cadres and workers, linking training facilities with enterprises and cooperatives; diversifying and enriching methods to bring positive results. Perfecting mechanisms and policies, especially mechanisms and policies on training and fostering workers. Assigning the Director of the Department of Labor, War Invalids and Social Affairs to advise the Provincial People's Committee and the Steering Committee of national target programs to promptly organize a specialized conference on vocational training for rural workers to remove difficulties and promote rural human resources in July 2023.
Members of the Steering Committee, relevant departments, branches, districts and cities continue to further promote their responsibilities and find ways to promote the implementation of Program No. 08-CTr/TU dated July 16, 2021 of the Provincial Party Committee on "Building a team of key cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige equal to the task; improving the quality of human resources, especially human resources in rural areas to overcome bottlenecks and bottlenecks in the quality of human resources in the period of 2021 - 2025".
