On the morning of May 4, Comrade Trieu Dinh Le, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the Standing Committee meeting of the Provincial People's Council in April 2024. Attending were Deputy Head of the Provincial National Assembly Delegation Be Minh Duc; leaders of the Provincial People's Council committees, relevant departments, branches and sectors.
The meeting proceeded to resolve the content arising between the two sessions of the Provincial People's Council. Accordingly, it considered and commented on a number of contents according to Submission No. 1017/TTr-UBND of the Provincial People's Committee on supplementing the list of resolutions and reports to be submitted to the regular mid-year session of the 2024 Provincial People's Council, term XVII, term 2021 - 2026, including 9 resolutions (3 resolutions are legal documents, 6 resolutions are individual documents) and supplementing the report on the expected Public Investment Plan for 2025.
Agree on the time, content, program and assignment of work to prepare for the 19th Session (Regular Mid-Year Session) of the 17th Provincial People's Council, term 2021 - 2026. Give opinions and agree on: The content of thematic supervision in 2025 at the request of the Provincial Fatherland Front Committee, the Committees of the Provincial People's Council, the Delegation Groups and the Provincial People's Council delegates; issues regarding the explanation session of the Standing Committee of the Provincial People's Council in May 2024; draft report on the results of the reception and work of the Cao Bang Provincial People's Council with the Working Group of the Standing Committee of the People's Congress of Baise City, Guangxi (China).
Approving the draft report on the results of supervision by the Provincial People's Council committees on the management of planning, investment and operation of hydropower projects in the province from 2017 to 2023; investment, management and use of medical equipment and medical examination and treatment activities in the province from 2021 to 2023; handling voters' opinions and recommendations, handling citizens' complaints and denunciations in 2023.
Concluding the meeting, Chairman of the Provincial People's Council Trieu Dinh Le agreed to submit to the 19th Session (the regular mid-year session) 6 resolutions as individual documents. Not yet submitted to the session were 3 resolutions as legal documents, including: Resolution amending and supplementing Resolution No. 94/2022/NQ-HDND dated December 9, 2022 of the Provincial People's Council promulgating the collection rates, collection, payment, management and use of a number of fees and charges in the field of natural resources and environment in the province; Resolution amending and supplementing a number of articles of Resolution No. 96/2023/NQ-HDND dated December 8, 2023 of the Provincial People's Council approving the land price adjustment coefficient in 2024 in the province; Resolution stipulating the authority to decide on the procurement of goods and services of agencies and units in the province. It is recommended to continue preparing the draft resolution to ensure proper procedures, quality, and timeliness according to the law; not following shortened procedures.
Regarding the thematic supervision content in 2025 as proposed by the Provincial Fatherland Front Committee, the Provincial People's Council committees, the Delegation Groups and the Provincial People's Council delegates, based on the 25 proposed contents, it is necessary to synthesize, compile, and review to select proposed supervision contents, ensuring to avoid overlap. Specifically, each Provincial People's Council committee officially proposes 2 contents for supervision and has 1 backup content; the Provincial People's Council Standing Committee proposes 1 official content, 1 backup content and 1 content of the Provincial Fatherland Front Committee.
The 19th session of the Provincial People's Council (mid-year regular session) will be held from July 10-12, 2024.
